    Complete lack of urgency to address maintenance issues. Currently I have no hot water, no heat, and…read moreextremely low water pressure in both sinks in my unit. The water issues happened on a Saturday morning. There is no emergency maintenance line (though capstone will tell you it is an emergency line), just an offsite call center available after hours. It is not easy to find the number to call for this call center and once I did, it still took over 45 mins just get a maintenance request submitted (due to excessively slow responses on their end). The call center is unable to tell you when you will hear from capstone or a vendor assigned to the problem. I did end up speaking to my property manager (Janelle, mentioning her by name to counter the positive review she has below mine), who told me I'd have to "get creative" (her exact words) over the weekend in order to bathe for work, do dishes, etc.. I wonder how long she personally would be willing to "get creative" and tolerate no water pressure or hot water at her own home? The heat in my unit has not been functional for at least 2 weeks. The owner of the property didn't like what the first vendor had to say so then they sent a second vendor out over a week later. This has forced me to rearrange my personal schedule to be home at inconvenient times because the owners don't want to pay for whatever repairs were recommended. How many second opinions are they going to put me through before they do something? Who knows. Sure this is Phoenix and I don't have any kids or elders to keep warm at night, but that's not the point (and I get the vibe the urgency level would be no different even then). Regardless, how is it acceptable for them to take weeks to deal with broken heating and put me through dealing with multiple vendors and them not being willing to pay for an emergency plumber to fix my water over the weekend? What if this was a broken AC in the middle of summer? Would the response be the same? They only care about making money and saving money for the property owners, they have zero concern for the tenants. Functional water (including hot water and water pressure) and heat are basic requirements for making a property habitable per AZ law. I currently have neither. Unfortunately, AZ heavily favors landlords over renters when it comes to the law so I likely have no legal recourse (and I'm sure Capstone banks on this because they know they have the upper hand), but you can bet I will be looking into it and at minimum posting reviews wherever I can. Prior issues: 1. I've reported a nasty odor from the shower drain which they have repeatedly ignored. They did send somebody out once to fix the broken toilet and told him to "just make a note" about the shower drain issue but to not actually do anything about it. Management then cancelled the maintenance requests I had placed on the portal 2. They will force you to submit to a yearly "walk through" to allow a third party to come into your home and take multiple photos of every room. This is invasive and ridiculous and NOT standard in the industry 3. They ignore requests that they don't want to answer. At my unit, the homeowner pays the utility bills directly and the amount is pushed through in the portal for me to pay. When I have asked to actually see any of these bills I am being charged for, Capstone ignores me. The unit has what appears to be the first digital thermostat ever created - I offered to have a smart thermostat installed, at my cost, through a vendor of the owners' choice. Ignored. 4. They will charge you $50/month for access to their online portal and for bimonthly air filter changes. You will have to let somebody come in and change the filters for you, they will not allow you to change them on your own or they will charge you (when I viewed the property prior to signing the lease I was told by the agent at the viewing that I could change my own air filters - he was wrong). You will also be charged a fee for paying your rent online through the portal (that they are already charging you to be able to access). Avoid this company at all costs, at least as a tenant. If you are a sheisty property owner who doesn't give a crap about your tenants, this may be the group for you. After selling my home and moving into a rental while I search for my next home and/or consider a move out of state, I was extremely leery of going through a management company. Capstone has firmly confirmed that my reservations were justified. It was a huge mistake and I urge you to not make the same one

Since we were moving overseas, we were looking for a full service property management firm that could not only handle the renting and management of our property, but could also deal with the majority of the mundane tasks required of a landlord. I am happy to say Joseph and team came through. DDP knew we would be absentee owners and set everything up so the process worked perfectly. They helped us get the property set up for rental, with all the proper legal entities. They found our tenants in just 6 weeks and managed the entire process end to end. Small repairs were managed by DDP with notification to us via email as to the issues, as was previously agreed. For larger issues (we agreed on a threshold of $500), they were very proactive in reaching out to us to explain the issue and provide resolutions. They were proactive at every turn. We also used DDP to handle the sale of our property and they did a great job there as well. Joseph worked with us to get the property on the market at the right time, keeping an eye on neighborhood comps, so that we could catch the market while it was hot. That resulted in our property only having to be listed for a couple months before we received a very good offer. Joseph and team helped us through a very aggressive close timeline (3 weeks, and we are in Europe!) by managing the entire close process for us with the buyers title company. I can't recommend Joseph and DDP enough!

However, from 2021 to 2025 they went through four different managers. I would have one person, everything would seem to be going well and then abruptly they'd tell me someone else was being assigned. In 2025, I was again assigned a new manager, Andrea R. and communication significantly declined in comparison to other property managers I had been assigned. Emails would often go unanswered for long periods of time. Everything fell apart during a tenant move-out at the end of 2025. Before the tenant moved out, I provided the original lease and deposit records to Andrea so there would be no confusion. During the scheduled move-out, the assigned manager was unavailable, and the person who performed the move-out inspection took not one photo. I had to step in myself after tenant departure to take move-out condition photos because Fort Lowell staff didn't do it. The departing tenant was instructed to leave the keys unsecured in the mailbox after 5:30pm, which was very concerning because they didn't set up a lockbox for the tenant to securely leave the keys after the inspection. In addition to all of this, they issued a security deposit refund using rents from another unit to the tenant before fully reviewing damages. Keep in mind I held the deposits, but they did not consult me or provide me with the breakdown and obtain my authorization before refunding the money that I should have provided from the deposit account not use rents from another unit's tenant. To make matters completely insanely worse, the refund included money that had already been returned years earlier to a prior co-tenant! After I began formally requesting proper documentation and correction of the accounting, communication became worse. I sent a written notice under the contract giving them nearly a month to fix the issues. The problems were not fully corrected. After I terminated the agreement with proper 30-day notice, communication completely stopped, they did not follow up with me with requested documentation and stopped responding to my other unit's tenant they were still managing in this timeframe. I have still not received the complete documentation or the remaining funds in my owner account. I also later discovered that another tenant had gone six months without a properly executed lease renewal, and I was never informed. As a landlord, you need clear communication, accurate accounting, and proper handling of deposits. In my experience, those basic protections were not consistently in place. In addition, Fort Lowell's team is extremely unprofessional, completely ignoring clients, being condescending, and just displaying levels of incompetence I didn't know could exist. If you're a property owner, I would not recommend you use Fort Lowell. In fact, RUN!

I'm at her at a property near the Biltmore that she has the property manager for, and she was accommodating as I was running late from a work meeting, which I appreciated. From the get-go, she was not friendly or pleasant at all, but honestly, that wasn't a big deal because I knew we wouldn't be interacting that frequently once the lease was executed. After applying for the property, she spoke with our references and immediately sent us a lease to sign. On that lease, the security deposit was more than what she told us, there was no outline of the utilities breakdown, a weird section calling out my husband's employment. We asked for clarity to which she responded "we will not be responding." And then she never answered a call, email or text again. Completely inappropriate and unprofessional.

I rented a house from her for 3 years in Ahwatukee. I paid my rent on time every month. I took very good care of this house. I took care of it as if it were my own. I paid for many repairs. A new screen door that My dog had broke. Which i left in the garage. I had a painter come and fix all walls where there were scratches and damage. She charged me to repair. There was a shelf in the fridge broken and a handle to one kitchen cabinet broken upon my departure. Cindy Stockwell deducted over $1400.00 from my deposit. This was completely dishonest and excessive. She charged for cleaning of curtains because they had dog hair on them. Well when you allow 2 dogs to reside, sometimes there is dog hair after 3 ys. she charged for the screen. She said a cabinet in the bathroom was broke....this was a blatant lie. She said paint needed touching up. The house needed to be painted when i moved in which I have pictures of. She kept a $300.00 cleaning fee which i agreed to but that was not enough for her. I warn anyone who considers renting from her. not to. Really sad that people like her continue get away with this conduct. A real shame. Pls do not ever rent from her. You will be sorry like me. I have many witness to how the home was left including pictures and receipts but she would not even answer me when I contacted her and called out on this. Beware or you will be sorry!

Leasing office (at least at my property - "Lucia on 15th" on Osborn) is unbearable to work with. They give an attitude over any little thing even if it is their fault. No notice for maintenance people they randomly decide to hire to fix something. They will just show up banging on your door demanding to be let in. Final straw was being locked out in the middle of the night for over 3 hours because "somehow" the electronic lock code to my door was changed. So the landlord essentially changed my lock, locked me out of my property, and had no emergency line or anyone to call. Good luck if there is a more serious emergency like a flood! Had to get an emergency locksmith for $200. You would think after illegally blocking me from my apartment they would be reimbursing me for the locksmith right? Nope! They have now decided to ignore all my calls and emails and refuse to explain how any of this happened. For $2,500 a month there are MUCH better places in the area. Look elsewhere!
