I was really craving Chinese food so I decided to try this place out. It is located right off of the corner on state and main so it is great for those of us who work downtown. The restaurant is very small with just a couple of tables and chairs for it you want to eat there. I would probably just sit in there to wait for your order and then eat elsewhere. It looks to be fairly clean but there are things that look dirty simply because of age. The floors and the garbage cans look kind of gross but you can also tell that they have been through a lot. I got fried rice, sesame chicken, and a soda. The price was fair especially for downtown and the food was pretty good. I enjoyed the chicken but felt that the fried rice could use more flavor. The staff were very friendly and are helpful for if you have questions. Although they have a few staples always made for when you walk in, there is a full take out menu you can order from. You can also order ahead for pick up and they do delivery. Overall, I would prefer elsewhere if I really wanted a good Chinese dinner but for a quick lunch when I have a hankering, this will do. read more

This place is right down the street from where I work. All the food is done in under ten minutes and it's one of the best places to get Shrimp Toast that I've ever had. Great prices. read more

Ordered online via grubhub. Food was delivered fast and everything tasted delicious! I like that you can replace the rice with lo mein. I got chicken with mixed vegetables and the sauce was in point! You can't beat the value of this place. Given how expensive it can be to eat lunch downtown this place is great if you are looking for some bang for your buck. They have a pretty decent selection of various sauced or spiced meats and veggies you can throw on top of a bed of rice or noodles. You can also just skip the carbs and eat just the meats and veggies if you ask for it. Many of my coworkers eat here on a regular basis. read more

I mean there really isn't anything special, they offer an large selection of Bubble Tea's however i'm surprised they don't offer smoothies as well since most of the chinese places where i come from offer both Smoothies & Bubble Tea. Delicious bubble tea. I haven't had a lot of bubble tea before, but I really enjoyed mine here. The prices seem pretty cheap and I really liked the honeydew flavor. Our drinks came out pretty fast and we were able to just grab them to-go. The location is sort of unexpected, but the shop is clean and quaint and bright. read more

I just ordered from here for delivery. they told me 30 mins. they ended up showing up an hour later. then when I got my sweet and sour chicken they forgot the sour. so no lunch. then I called to ask for a refund or just the same platter next time I came. they refused to do either saying the sweet sauce is only a dollar.. umm you cant eat sweet and sour chicken without the sauce... very very disappointed would not recommend at all!!!!!! read more

He's Chinese and Japanese Restaurant is a mediocre food establishment at best. Our order was delivered after an nearly hour, even though we were only within a 1-mile radius of the restaurant. In addition, when we stated to unpack our delivery, we noticed that our bubble tea was missing, but we were charged for it on the receipt anyway. We called back the restaurant and they admitted that they made a mistake and that the tea would be delivered shortly. However, it took almost ANOTHER hour to receive the bubble tea that we had ordered previously. This time, our order was already made and they just had to deliver it, but it still took an unreasonably large amount of time to arrive. When we finally sat down and ate our food after 2 hours of waiting, everything had become cold, soggy, and unappetizing in general. The fried rice was bland, the french fries were disappointing, and the bubble tea flavors were unpleasant. Overall, He's Chinese and Japanese Restaurant has poor service and serves low quality dishes. Please consider other restaurants before deciding to order or dine here. read more

DELIVERY ONLY: I only ever have them deliver, so I can't comment on their actual restaurant. Delivery means "made to order"- which typically is a notch above a buffet, or anything pre-made. I've only ever ordered very early morning or around dinner time. It's nowhere near mall Chinese (perhaps this place lacks the 'panda express' to compare...?). This is solely a review on their delivery service. I had to double check the address the other reviews seem so inconsistent to me. As far as delivery Chinese goes this is as good as it gets. I've had better sit down (this is about a 3/5 on that scale, or a 4 for certain entrees, but I've had better). I've ordered from them frequently for over a year; they came to my apartment and delivered food in the middle of 'super storm' sandy. The food was still dry, and warm. It's never once been cold or unreasonably late. The delivery people are average, I've never had them stare at me awkwardly or be generally invasive- they deliver food, tell you to sign on the receipt and leave (I'd probably notice, I am a notoriously bad tipper). They're quite cost effective for quality- If you order lobster rice you get to eat lobster in decent quantity and flavor. Shrimp with Lobster sauce? You get lobster chunks (or at least you used to, it may depend on how you order it). Avoid 'lunch' or 'dinner' 'combos'- it's a polite way to weigh down your bill with less food and more rice. White rice is free if you just order the 'meat' of the entree. You'll get a full entree for free at 30$ if you know to ask (sesame chicken or appetizer crab rangoons). It's nowhere near as oily as other delivery Chinese options- I find most of their entrees taste 'sweeter' rather than 'more oily'. Their menu is reasonably robust- my biggest compliment is that nothing from there seems to taste 'the same' that shouldn't. It doesn't seem like they re-use sauce, or batch-make rice. Distinct flavors. I've never had anything inedible from here. Curious about other reviewer's incident with Szechuan chicken. I would definitely recommend this with confidence for delivery Chinese. read more

We paid $29 for food and all of the meat tasted processed and chewy. They refused to give us a refund. This is very low rate Chinese food. The fried rice was not fried it was steamed with yellow color added to make it appear steamed. Chen Garden is probably the only Chinese restaurant in Rochester that actually use real meat in their dishes and the food tastes great. I don't know what He's is using for meat. We'll never go there again. read more

Ok I don't know where these other guys have been eating but this the best Chinese food in six states next to P.F. Changs. I personally rate every order from an Asian restaurant to Andy's food. The food is nice and clean, well cooked and perfect tasting. I am an avid Chinese food lover and I even make my own food at home and this joint is # 1. Mall food y'all crazy. read more
