If you're in a consumer vehicle, you flash your resident sticker to... nobody. The "guard booth" or whatever is never staffed. So then you cruise in to the big building on your right, back in to an open spot along the barricade, and toss your trash in to the Sarlac pit. Pop back in to your whip, and spin around the center island which houses separate bins for your recyclables (aluminum, glass, cardboard, plastics) and there's a wee spot for a goods swap - mostly broken appliances people don't want to pay the fee for to properly dispose of.
To me, this practice is archaic and the op budget is better suited to subsidize private curbside pickup, but hell, I move to the suburbs, I gotta live the suburbs.
