If you advertise walk-ins welcome, then accommodate a walk-in (or as in my case 2x, a call-in). If that is limited to hair cut only, then say that. For me? 3 strikes. Time to find a new salon.

Take a seat New girl takes a phone call gives hours, tells caller can get right in. Then hangs up phone says caller is rude. Comes over says I'm going to lunch i have been here all day going to pass out. Should be half an hour. Why didn't she tell the other lady not to have us wait? i don't know how they run a salon in a busy shopping center with 2 beautician! And the company doesn't give employees a break?
