We are reporting Guillermo, owner of Castro Termite and Pest Control, to the Structural Pest Control Board Enforcement Unit. We could not be more alarmed by his work and his refusal to take ownership for neglecting to inspect area's of our home before we closed in October 2017, issuing a Section 1 clearance that does not hold up to the state and trade standards and for providing false and misleading information to us.
Section one refers to an active infestation of wood destroying organisms (ie. termites, wood boring beetles and/ or dry rot). The term section one is defined by the structural pest control board (governed by the state of CA). It is the responsibility of the WDO Inspector (branch 3 license) to identify all visible and accessible section one, two (conducive conditions) and three (further inspection) items when completing a complete report.
Guillermo/Castro perfumed a tenting fumigation on our property in October of 2017 and issued an incorrect clearance, that caused us to close on the property at that time with plenty of wood rot damage from termites not properly replaced by him or the contractors. Now that we are selling our home, we have had two termite inspectors come out. Both have noted the wood rot from termite damage that was a result of active termites that were present before the tenting fumigation in 2017. Castro either neglected to notice this large amount of wood, or he noticed it and intentionally cleared the home anyways. Either way, we expected him to correct the situation by asking him to return to our home and see the spots identified by two other Pest Control companies and replace or repair the wood in question to bring it up clearance expectations. He came over, and told us that the wood identified was a result of "poor painting" and was simply chipping. He adamantly stated the wood was "fine" and that is why he issued a clearance in 2017. We asked him if he would issue a clearance now then and he refused. We asked him if he could provide in writing, his findings, so that we could show the other termite companies who came over to see if their findings might be in error. He refused to put anything in writing regarding his findings, stating he is "not comfortable" putting this in writing (see photo attached).
Somehow, my husband and I are now on the hook to pay for the wood work that both pest control companies still adamantly agree is rotted due to past termite infestation and should have been corrected before Castro issued a clearance. They agree he should fix the issue. But Castro consistently stated that the wood is simply "poorly painted" even though my husband easily poked through the wood with a finger, with many termite droppings pouring out.
I am disgusted with his lack of accountability. We have many documents we are gathering to support our claim of malpractice to the board regarding his poor workmanship and repairs not performed in accordance with trade standards, failure to complete work, and providing false and misleading information. I am going to fight to have his licensed suspended and hopefully revoked so that no other innocent victim has to be taken advantage of by him in the future.
