I recently relocated to Austin from Southern California and was baffled by the degree to which you must obtain a driver's license, obtain new license plates, and register your vehicle - and of course, in CA where you can do it all at the local DMV, in Texas, you must do it at a myriad of local government offices. AND, what no one tells you, is you must do it in a very particular order. So...a TX driver's license is required to be done within 30 days of moving to TX and I also needed to obtain my new registration and license plates. However, apparently you cannot obtain registration or license plates until you have your vehicle smog tested. Once you are smog tested at a licensed location, those results are submitted to either the Dept of Public Safety or State Franchise Board, I can't recall which at this point. Only then can you obtain new license plates but must provide proof of title, multiple photo id's, etc. Only then can you apply for a Driver's License, at which time, you must also provide all of the above along with various other items from the kitchen sink. Again, all at separate government offices. Carlos, from Best Automotive, one of many calls to auto shops I made, took the time to explain the process to me and the order in which I needed to have theses items completed. He was able to provide my smog test, but his machine was down for that particular day, so he actually offered to have me come to his shop, and he would take my car to a friend's shop (SoCo Muffler - and Ronnie did a nice job) for the smog test, and promised a 30 minute turnaround time. He showed me a level of patience and kindness and professionalism I will never forget.
