So if you want low-noise to be a key product characteristic, your best bet is to find the component parts that you want (Google "endpcnoise" or "silentpc"), specify them in detail, and insist that they use those parts w/o substituting whatever they have on hand. 2) They don't use any kind of static-safe work environment (wrist straps, dissipation mats, etc.,), and dismiss as irrelevant any concerns about that. Any good electrical engineer will tell you this is a real phenomena, and the cost to prevent latent defects is so low, it's a no-brainer to just do it and make it SOP (standard operating procedure).
