Most older Volvos can have their keys programmed by a third-party locksmith--it's hit or miss depending on the model. Newer Volvos, typically 2015 and up, absolutely require dealership access to program keys, which can cost several hundred dollars. I called around to about 10 other locksmiths, and none of them wanted to touch the Volvo. Joel on the other hand, immediately said, "I'll give it a shot.
