I signed up for a mobile plan, and ordered the SIM card. They said, I would receive it within 2-3 days. A few days later, I called because it hadn't shipped yet. Then they said it takes 2-3 weeks. I asked her to cancel everything, she told me she did. I asked for an email confirming the cancellation. She said they don't do that, but I will receive a cancellation notification of some sort. I then signed up with a new company, and within minutes of the call I received an email stating that the SIM card shipped. I called Virgin, they said they never cancelled. I asked them to cancel, and was told that they can't.
