Alas I went to the postal office first, only to find out I was at the wrong place after waiting in line for 30 minutes. The Annex is actually an industrial facility, sharing the same entrance with Miller Supply. You need to ring a bell to summon help. Things went smoothly once a staff showed up. He took my notice, went inside, and came back a few minutes later with my envelope. I complained about waited over a week for requested redelivery, he suggested I file a official complaint on the USPS website. Overall, I was happy to pick up my mail before it's returned to sender.

The line is right in the center when you walk in. It usually has only 1 clerk serving customers so the line often goes straight to the door, even outside the door. An alternative is the El Toro postal office at El Toro & Raymond, that offers faster service from my experience.

There used to be two mailboxes!
