Like many brick-and-mortar establishments post-COVID, staffing can be spotty. The fact that they accept Amazon returns and UPS shipments ties up what would otherwise be helpful staff in what is likely a low-margin activity. User-operated copy machines are often inoperable. These are all management issues, not the fault of the staff.
