I contacted Brendan Ryan of BIS to perform a pre-purchase inspection (PPI) and appraisal, two…read moreservices advertised on the BIS website. "Good" Brendan conducted the inspection at the appointed time. He took loads of pictures and a summary video. Both of which he shared with me soon after he completed his inspection. "Bad" His overview and summary overlooked a couple of key points. One big one was confirming that all of the serial numbers matched - a big deal for a classic car. So, I requested that the written inspection report highlight this potential issue confirming serial numbers. "Ugly" Brendan refused to produce the written PPI report. Apparently, he didn't want to risk upsetting the seller since Brendan stated he was interested in follow-up business from the seller. More interested than honoring his commitment to me, so much for an "unbiased and transparent report" as advertised on his website. I pressed the matter on his commitment to produce a written PPI report, even taking a picture of the BIS website where it states: "I will then write a formal PPI report within 48 hours." At that point, he ghosted me. This all occurred a few months ago. In the interim, I have not received a bill from BIS. And the BIS website has since been modified - the website no longer depicts the above commitment to produce a written PPI report. Though I cannot imagine why someone would hire BIS for a PPI but forego the report. Banks, lawyers and insurance agents etc require a written inspection report, not a video summary. I do not recommend BIS. Instead, I would recommend that buyers and sellers rely on car clubs for qualified experts on the particular car. But most of all, be sure that your inspector / appraiser does not have a conflict of interest, otherwise how can you trust their services?
