Compared to the truly effective approach of FDR in the Great Depression in creating actual jobs for people, this is a cruel joke of the current corporatocracy. Government gives lip service to the "general welfare" clause of the Constitution while awarding contracts to the Good-ol-boys club. If you do happen to jump through all the hoops to get a 1-on-1 with a counselor, as I did, be prepared for unexpected obstacles. I was interested in OJT and never got a satisfactory response or followup. I finally gave up in disgust. BTW, I just noticed that their phone number has changed in the last year or so.
