Great breakfast. Attentive server. Pleasant place to sit in. The website needs a bit more to sell it.

Citizens might sit in an odd, easy-to-miss spot, tucked into the quiet ground floor of an apartment…read morebuilding downtown, but honestly, that's part of its charm. It feels like the kind of place you stumble into by accident and then immediately wonder why more people haven't discovered it. The interior is gorgeous, parking is a breeze, and the service is genuinely exceptional. We went on a Saturday night and, surprisingly, were the only ones there for most of our visit. Aside from one other guest who left early, it felt like we had the whole place to ourselves. Instead of awkward, it made the night feel intimate and relaxed. We ended up chatting with both the bartender and the kitchen staff, who were warm, friendly, and great at what they do. The drinks were a standout. Creative, beautifully made, and delicious. The bartender even whipped up a few off‑menu cocktails for me, and the best of the night was their matcha martini, which he said he created himself. It was incredible. Even my partner, who normally avoids anything matcha, enjoyed it. We weren't planning to eat, but of course we "sport ate" anyway. The deviled eggs were great, and the small Pinsa was fantastic -- especially with the adorable little bowl of hot honey and its tiny honey dispenser (whatever that thing is called). We intended to take most of it home... and then proceeded to eat the entire thing. Overall, we had a wonderful time. Citizens is beautiful, welcoming, and serving food and drinks that deserve a much bigger crowd. It's absolutely a place we'll return to -- and next time, we're bringing friends so they can discover this overlooked gem too.

I had the Okie Toki - Japanese whiskey, port, fig, and spiced Vietnamese gin. It was so tasty, the little bit of spice from the gin was balanced out nicely by the port and fig The interior decorating is beautiful too, full off vibrant colors with nods to the Vietnamese culture being represented in the menu. They also have an outdoor patio for the warm weather months. No TVs so you can stay present with the people you're there with Lastly the staff were great! Very attentive service and had a pleasant conversation with the bartenders. Food came out quick as well and I was there during peak dinner time when all the tables were full

I would love to be able to review the food at this place. Unfortunately, there are several details…read morethat its website doesn't spell out. First, they only serve pho on Sundays. Therefore, the note on their website about serving pho from 6 or 6:30 PM until they run out is only accurate one out of seven days a week. Secondly, it's a bar, which in Utah means that no one under 21 is allowed for any reason. Not knowing either one of these things until I arrived here, I brought my ailing 16-year-old daughter here for pho at 9 o'clock at night on a cross country trip, only to be turned away at the door. I wouldn't be posting this review if that was the end of the story, but while we stood outside, trying to figure out what we were going to eat and if we could find soup somewhere, another party of four walked in to get pho and were told in an "you should know this" tone that it's only served on Sunday nights. I hope the food is good. But people, get your VERY basic act together on the information and customer service front.
