Absolutely terrible. I wouldn't wish the building I lived in or STAR Property Mgmt on my worst enemy. Their negligence will put your life at risk. I filed more than 30 maintenance requests with STAR over the two years I lived in their building. More than two issues every month. I had constant issues with black mold and water damage, rats, and worst of all, a piece of my ceiling caved in during a rainstorm -- a massive 30-pound chunk of plaster that would have killed me or caused severe brain damage if I'd been standing underneath it -- due to the building's disrepair. STAR openly admitted that they were just going to replace the ceiling tile to cover the hole and wouldn't do any repairs. This will threaten another tenant's life and safety. read more

Lived in one of the walk-up apartment building they managed. The office staff up at 3120 were always responsive to requests - broken sink got taken care of within a week, they would send plumbers out to recaulk or take care of any other issues that came up in the unit or within the building. Don't rent from them. It's currently the coldest weekend of the winter and the radiator system is out in the whole building. The management response is "sorry, the part won't be in til Monday". So no heat. They decide to offer space heaters on Monday, when the radiator system is still out. They should give everyone in the building part of their monthly rent back! One word - RUN. Unless you have absolutely zero standards for where you live and enjoy dealing with rude people. Antwon (maintenance) was the only kind and helpful person to work there; I'm not sure if he's there anymore. My husband and I lived in an apartment for one year under Star Property Management. When we visited the apartment, Sheila was instantly rude and completely lacked customer service skills, but my husband and I were so tired of looking at apartments that we signed a lease with them anyway. That was a mistake. The apartment was filthy upon moving in. We had to take off work multiple days just to go up and clean it in order to make it livable. The entryway was covered in thick layers of dust and dirt, the windows were black, and the basement of the building (where the laundry was) was HORRIFYING. It flooded every time it rained, so it was wet, dirty, and moldy. After putting in a maintenance request and having nothing done, I cleaned it myself so I could at least use the washing machine (which was next to an old, dirty toilet). They did eventually clear out the excess stuff/trash, but they didn't fix the leak or clean anything so the mold problem was never fixed. The stairs down to the basement were also falling apart; I was always afraid they would break when I went down to do laundry. The back deck was also extremely rickety and not to code. We were able to get them to fix this (kind of) by having them screw the deck into the building for more stability (it had previously been free standing and swayed when you stepped on it). But it was still old, falling apart, and the stairs were questionable. The kitchen had water damage on the wall, so we spent our own time scraping off damaged paint and repainting it ourselves. We used paint that we already owned (somewhat of a light mint color) because, hey, paint is expensive, and it looked great - much better than the 15 shades of off-white it had previously been. They don't repaint when someone moves out, and it's clear tenants had done whatever they wanted to the walls previously. Upon moving out, we asked if we could leave it this color due to the work we had to put in, and the lease said all we needed to do was get written permission from the office. Oh, we tried. But Darlene is essentially the Wizard of Oz, and by that I mean she's never anywhere to be seen. She avoids seeing or talking directly to renters and is almost impossible to get ahold of. She also just ignores your complaints... After endless emails and attempts to get approval for the paint, it was all for naught and in the end, my husband, who had recently had ACL surgery, had to repaint the kitchen so we weren't slammed with a $200 repainting fee. (I don't believe they would have actually repainted it; they probably would have just taken our money and left it as it was.) Another fun fact -- When we moved in we smelled gas and had the gas company come out immediately. There had been a bad gas leak coming from the gas line leading to the 3rd floor. The guy from the BGE was able to tighten it but he had said if he hadn't been able to do so, he would have had to shut it off completely, but there was no shutoff valve for 2 of the 3 lines and therefore he would have had to do it straight from the meter itself. He said this was a code violation and important to know in case of an emergency. When I told Darlene this (because I would like for the apartment NOT to blow up...) she told me he/I were wrong and that there WERE cut offs for each and every meter at the property. No "thanks so much for letting me know, we'll look into it and take care of it and want our tenants to feel safe." Nope, just essentially a "you're wrong," even though I was relaying information that the gas company had told me. Ok then. I was insanely kind when dealing with management, but I will not be kind in this review. I can't even believe it's taken me this long to write one. Given what other people are saying, it's clear management hasn't changed and there have been no improvements. Oh, and in your lease they say they don't make any promises that the phone lines will work, lol. There were also no blinds or shutters in our apartment, so no privacy, and there's no AC so summers were hell. IN SUMMARY: They don't care about their property or their tenants, or giving anything resembling good customer service. It's just not worth the stress and rage that ensues from dealing with them. Guess what, Star Management? If you just took care of your properties, you could make more money and have much fewer people complaining. You're literally making your lives and jobs more difficult. It's a shame too, because so many of the properties could be truly beautiful. read more

Update: It actually took going to court to get them to properly fix the giant, soggy, moldy hole in the kitchen wall. The city inspector identified some other issues that had to be fixed as well, which took several more months. We hightailed it out of that building as soon as the lease expired. Darlene (the owner) doesn't care and actively avoids speaking with you, meanwhile you can't get in touch with anyone who knows what they're talking about. They don't update lease agreements, they take forever to do anything from maintenance to receiving a call or an email response. They lose documentation. Honestly, idk how this place is still in business. It is the most unprofessional management group I have ever had the pleasure in dealing with. They "have" and emergency number for when something like your hot water heater explodes. But its a load of garbage, not real. just takes you to the office phone and dont expect them to answer that one either because apparently they take random 3 hour lunch breaks in the middle of the day. Resulting in my roommate having to walk 2 miles to their office and seeing the ENTIRE office return from lunch to explain to them he has been calling every single line they have on their automated system. Then blaming him for not calling the right one. Believe me, I was at work at the time this happened and I was also on the phone calling every single line. Between the two of us we called each line multiple times. We tell them our basement is flooded and they offer no help what so ever in cleaning that up. I roommate has to run to his work and grab his work wet vac to clean up our home. To make matters worse, they guy who installs the new Hot water heater, says to us that hes surprised that unit lasted that long. The heater was not maintained and loooong overdue for a replacement. NOT ONLY DID THEY KNOW THIS COULD HAPPEN BUT DIDNT RESPOND OR HELP US WHEN IT DID. Also dont expect any repairs or complaints to get taken care of in a reasonable about of time. Our ceiling collapsed during a thunderstorm, water pouring into our kitchen and making its way down into the basement. Called the number, nothing. We get a hold of the the next day and they said they will send someone out. The guy comes the next day for like 30 sec to assess and give a quote to STAR. It must have been expensive because we didnt hear a thing back from them for about 3 weeks. 3 FREAKIN WEEKS with a giant hole in our KITCHEN CEILING. All the while, still freakin leaks when it rains. Finally out of the blue, a random guy shows up with a ladder asking to fix our roof. No word from STAR about when the guy might show up or what the hold up was. No 24hr notice nothing, just showed up. Took him 3 days to fix the whole on the roof and in the kitchen. I mean just look at their properties.... They look like crap. They do not take care of them or their tenets. They are full of mold, falling apart, filled with pests like mice and bed bugs and some properties look like they are held together with glue and duck tape. Im honestly upset with myself for renting from them not once but a second time. It was somehow worse the second time. Dont let them fool you. As a previous customer of star I cannot recommend finding a different management company highly enough. The desk staff is incompetent and talking to them results in inaction. Sometimes the actions of star completely contradicted what the desk staff had promised us. In addition they are completely incapable of responding to requests via email and in many cases this has prevented us from doing due diligence as residents such as requesting a walk through. Darlene is the only competent person in the office and she seems to actively avoid being available. If your property has maintenance issues during your tenancy expect the slap a coat of paint on it approach to home repair. Before I had moved in the ceiling in one of the rooms had caved in and before patching the roof they merely covered the hole on the inside. Star then actively went against the recommendation of the roofer to re-tar the roof and opted to only patch the area above the hole. By the end of a few months water damage again was evident in several areas in the upstairs ceiling. This is only one of the examples of stars incompetence and in reality I have almost an endless list just from one year under their managements. DO NOT RENT OR APPLY FOR AN APARTMENT WITH THESE PEOPLE. First, I called several times to get an appointment to see a few of their properties. When I finally got my appointment the girl showing me the apartments was late because she got lost getting there. It was her first time showing some of these properties and she could not answer any of my questions. She did not even know how they were described on her company's website. I ended up sending an online application for an apartment. It has been 3 weeks since then. I have called numerous time and left messages. I never hear back.. They took the money but I have no idea if my application has been processed. Next week, I will be signing the lease for another apartment that is bigger and cheaper. We have had a mouse and roach infestion that we repeatedly ask them to loom at and they send people who half ass their job and it doesnt do it correctly. If it were possible to provide 0 stars for Star, I would. I had read the bad reviews prior to renting a property through this management company, but decided to move forward after finding a property I really liked and having a mostly enjoyable experience with the agent that showed us the place. I figured that property managers by nature get bad reviews for all sorts of reasons but that may not necessarily prove to be my experience. I was, however, very wrong. This so-called company is disinterested in their business at best and incompetent at worst. We had put in requests for repairs for existing problems when we moved in that were never fixed, and then they tried to put us on the hook for the preexisting damages when we moved out. Luckily, we had countless e-mail chains with Star detailing our complaints about these very issues throughout our lease period, still they were brazen enough to try to charge us for them. If you do decide to rent from them 1) make sure you have photos of all (and I mean ALL) preexisting problems when you move in and make sure the place actually looks better than when you moved into it because this is the standard you will be held to - "normal wear-and-tear" is not in their vocabulary, 2) get used to things not being fixed in a timely manner if at all, 3) be prepared to encounter ignored e-mails, phone calls that will never be returned, and a generally disregard for punctuality when it comes to appointments. You may also want to educate yourself on the Maryland Consumer Protection Act is it relates to tenant's rights as many provisions in their lease agreement do not appear to meet the standard requirements to be enforceable under Maryland law. If I could give negative stars, I would. Hands down, the worst property management company I have ever dealt with in my life. The property manager Darlene does absolutely everything in her power to have zero contact with tennants, while her broker Leslie handles everything from complaints to maintenance requests. The attitude of everyone in the office seems to be one of disdain for their tennants. They are rude and completely unhelpful. When we first moved in the WIFI that we were promised in our lease did not work for the first month and no one seemed to care that it got fixed. Also, our shower had a large leak and flooded the bathroom so severely that we had to point the showerhead toward the shower wall and shower ourselves in the run-off FOR AN ENTIRE MONTH before anyone bothered to repair the shower door even after numerous requests and complaints from us. We have had nothing but trouble with the maintenance of our apartment from these problems to having smoke detectors with low batteries go untouched for weeks. They also have a terrible habit of not giving us any type of notification that someone would be entering our home when they finally did get around to fixing the problems, which is against the law. This company doesn't care about their tennant's safety, rights or needs and they don't deserve your business. Do not rent through this company. We had a year long lease and in that time the apartment and building were not properly maintained. We reported necessary repairs and leaks and they were not fixed. The laundry room was in disgusting condition - trash and dirt all over the room and machines. We never used it because it was so dirty and felt so unsafe. Instead, we lugged laundry 3 blocks to a pay laundromat. Bills for utilities were not given to us for the entire year until after we moved once our lease was up and then it was taken from our security deposit without us ever having seen a bill to know how much was being charged. They do the absolute bare minimum to keep the property in livable condition. Incredibly shady company. We would never rent from them again. read more

Star Management is, to be blunt, just an incompetent company. Many of my classmates have lived in their houses. They tried charging one of the properties for multiple repairs, none of which were actually executed. That's simply stealing and lying. It's illegal and the company should not be trusted. read more

My Girlfriend and I rented from Star Property Management a couple of years ago, and I honestly have to say that it was the absolute WORST renting experience I've encountered in my entire life. Their staff is rude and completely inept, the apartment we were renting was literally coming apart at the foundation, and they constantly ignored us when we had things around that needed to be fixed, and when they did come out to fix something, they never did a good job, and the problem would persist. Our ceiling literally leaked from the day that we moved in, to the day that we moved out, despite numerous occasions where they sent out the maintenance guy to fix and, and twice as many claims from the company that "the part they needed" was on it's way, and that it would be fixed in no time. This is the worst part about renting from them though. We received a $700 dollar BGE bill (!!!) one month during the winter, contacted Star about it, told them that something was obviously wrong (our apartment wasn't huge or anything, and the apartment was constantly freezing, so the heat wasn't even working in the first place), and they gave us every excuse in the book as to why they didn't have to deal with it. Needless to say, 4 months, hundreds of phone calls, and about $2500-$3000 in BGE bills later, Star finally sent a guy out, who came out, pulled the face off of our thermostat, flipped a switch, and fixed the problem like that. Apparently, the heat was set to heat only one rooms worth of our apartment, but was trying to heat the whole apartment with that amount, and was running constantly, but doing nothing to heat the place, thus running our bills through the roof. When we contacted Star about the fact that they could have fixed the problem months ago when we first called and saved us thousands of dollars in bills, but they didn't for no reason other than the fact that they "forgot about us" (which is literally what we were told a couple of times) they gave us the run around, once again. The head broker, Darleen, told us that she needed to contact the owner but the owner was out of town, she was out of the office, she had emailed and was waiting to hear back, blah blah blah. Basically, she avoided all of our calls, didn't tell us anything, and made it completely obvious that she wasn't going to help us resolve the problem, right up until the day we moved out. When we got our deposit back, there was an extra $100 for the $2500-$3000 we had to spend because of these unorganized, unprofessional, morons. When we then called them to ask how they could have possibly thought that $100 was fair compensation for a thousand dollar problem that they allowed to persist through their own incompetence, it was just more of the same. Avoided calls, answers from people who didn't know the situation and didn't what they were talking about, so on and so forth. To this day, I never got a hold of Darleen again and I never heard from them again. We had moved out, so they thought that they could just pretend nothing ever happened. Needless to say, I will be avoiding these rip offs like the plague that they are, and have advised every single person I know who lives in Baltimore to do the same. Great place to rent. My apt for was quaint and located in this historic house. I enjoyed my two years there. My manager helped me purchase a home in the area and helped my move to go very smoothly. Maintenance would just come in and take care of any issues I had without calling ahead but I was happy to get things taken care of. Most times issues were taken care of with in a few days. I currently live in a property owned by star management. This company is by far the most incompetent group of people I have ever interacted with. It took MONTHS to get them to handle simple maintenance issues that they were notified of when we first moved in. It got to the point where we had to get the City of Baltimore Housing Inspectors involved. Please, please, please do not rent from these people. Spend a few more days and find a different property, there are plenty in charles village and the surrounding area. I've received more calls than some from this company about an online inquiry dor one of their properties. About five of those calls I let Sheila know I was still interested but not at this very moment. I would have thought that once I told her that the first time I wouldn't have gotten the other calls. Then today I received another call from a young lady whom I think her name was Casey. I informed her that I had JUST received a call from Sheila earlier today. At this point I am fed up with the calls. She proceeds to not say anything but just hang up the phone. Even if I was still interested after that poor display of customer service I am most definitely NOT interested in renting from a company whose staff is so rude and clearly is only making calls because they have to without actively listening to what their prospective renter has to say.
