His CA contractor's license #1007243 expired on 9/13/2019, yet he gave me a card with his expired license # and told me he was licensed with the State AND with the City of Mountain View. He went into a long story about how he renews his Mountain View license annually. Not true. Second, he cheated me by not completing the job although he got paid. He was supposed to replace the old water pipes with copper pipes in the small 1926 part of my renovated Craftsman, but removed some and didn't replace them. The old pipes leaked while I was in New York to take care of my mother's estate. I didn't know what to do and called him since he had done a couple of small jobs before. He had me over a barrel and charged me $10,000, which I thought was a lot. But I had no option as the water bill was skyrocketing from the leak. When I got back I didn't notice the pipes for the bathtub were missing because they are not clearly visible. But he knew they weren't there since he removed them. Yet he took my $10,000 and said nothing. When I finally noticed that they were missing, it took so many phone calls to get him to come over and he said that he would have to replace the bathtub faucets to accommodate the size of the copper pipes. He knew all this before but acted like it was news to him. He never did the work but kept my money. I have called him repeatedly for the last many months and he won't answer my calls. Third, there were other problems with his work and his inattention to detail. He left the water running so that the water bill was even more enormous. I was in contact with the City and they sent someone out and the water was running and running. How could he forget to close the shut-off valve? So the City had an issue with giving me a discounted water bill which was even larger because of Frank's negligence. He also replaced the kitchen faucet which he said was also leaking (which I doubt) with a cheap one and I made him put in a good one. So maybe that's why he kept the missing bathtub pipes a secret. There was other cheap or insufficient work, like not properly insulating the pipes that are in the sun and not correctly putting in a new toilet tank flapper. What a liar and a no-good, unlicensed, incompetent person he is. I am filing a small claims complaint against him and have reported him to Mountain View's Building Dept. So many reason not to trust or rely on this guy. Stay away.
