Tofu pho
Julia L.

Saigon Bay has changed a bit since I graduated 4 years ago. They now have a self order station, smaller condiment stations, and changed their to go containers. Previously, I have only tried the broth and noodles pho. This time, I tried the tofu pho and it tasted so good to eat something warm on a cold day! There's also more food than you think inside the bowl. Not really much service interaction here except when picking up your food. There's a good amount of tables inside and outside, but it always feels humid when you walk inside. The only con is that I feel like this place is more on the pricier side now compared to before when I felt like it was more affordable and budget friendly.

Thai tea, Coffee tea, an order of shrimp spring roll
Johnny S.

We gave the spring rolls a 3/5. Very heavy on cilantro personally so I'll have to try the pho next time. The drinks were great, 5/5 and there's a good selection of toppings. The lychee jelly and boba tasted just right. Items are a little overpriced Yelp says this place doesn't accept apple pay but it does! There's also a self-checkout line.

Saigon Banh Mi

Saigon Bay Express is not bad, not bad at all. When I first started coming to Sac State this was my go to spot for a fresh, convenient, quick, and comforting meal. Did I mention filling? The service is friendly and they get your food/drink to you very fast. Food is more on the pricier side for a college student but you can't beat fresh quality with it. Dining area is a little tight, about 3-4 two seaters and 3-4 four seaters. Usually like to study here and eat since it's pretty quiet when I come. So far I've tried: Vietnamese Coffee: pretty solid, definitely helped me stay up in class. Tasted like most Vietnamese coffees I've had. 4/5 Spring Rolls: Tried both pork and shrimp and just shrimp. All were really big portions, tasty, filling, and fresh. The sauce for the rolls were on point. 4/5 Saigon Banh Mi: Crunchy and warm toasted baguette with 3 different types of meat like cha lua, ham, and head cheese with pickled veggies, paté, cucumbers, and cilantro made fresh to order. The meats are sliced perfectly too! 4/5 I would def order again and ask for more paté. Also can pick your own jalepenos on the side bar. I've seen people with a bowl of pho and it may look like a small bowl but I'm sure I'd get a food coma out of it cause the noodles look really filling. Overall, great experience, very comforting, and food gets to you fast. Place can get busy but I've been here during the non peak hours so I can't say for the busy hours.

This is such a gem on campus the only bad thing I would have to say is hopefully they become more eco friendly and use less plastic I really enjoy the menu Like the shrimp spring rolls , ham sandwiches and honeydew smoothie Very friendly and fast even though they get long lines

Sacramento, if you're craving authentic Vietnamese comfort food, Quan Nem Ninh Hoa is a must-visit!…read more We loaded up on their legendary Nem Nuong Cuon--perfectly grilled pork sausage pre-rolled with that signature killer crunch (we added noodles to take it to the next level). Pair it with a rich, flavorful bowl of Mi Quang, and you're in food heaven. Try their bun cha ca, vermicelli noodles w fish cake super light and excellent broth! I also like their banh xeo here, very crispy and the right amount of veggies. PRO-TIP YOU NEED TO TRY: Don't sleep on their appetizer menu! Stop by TK Noodles down the street first, grab some chicharrones to-go, and sprinkle them right on top of the Banh Beo here. Total game changer! Try something else besides pho, I love pho but Vietnamese cuisine has many distinct soup dishes when you factor in regional variations, unique broths, and different noodle types. If you look past phở, Vietnamese soups generally fall into a few massive, distinct categories based on how the broth is built and what kind of noodle is used.

House Special #1 for two: The house special came with heaping pieces of nem nuong, but the dipping…read moresauce was so gloopy... the flavors overall were quite muted and really lacked the exciting flavor and zing I'm used to from Vietnamese cuisine. The dipping sauce lacked flavor and the color was a bit off-putting. For ~$4 a roll, I was hoping for more. Banh Hoi Chao Tom: There was a crispy exterior to my chao tom, but it definitely looked way different than I know chao tom to be. I'm used to the sugarcane inside the patty to infuse it with the sweetness and aroma, but here my sugarcane sticks were kinda just laying there on my plate (lol). There also isn't much shrimp in the mixture so the chao tom truly lacked excitement. There was no complexity of flavor.. just crispy-ness which carried the dish. Overall, 4/10.

I also always take friends and family visiting here and it never disappoints. The yelp wait is pretty accurate, so I recommend joining before you head over to avoid having to wait there. Last time I went and checked, it was about an hour wait so I joined it and did some grocery shopping nearby before going there. I've had everything on the menu so it's up to the point where it depends on what I'm feeling. Everything on the menu is different so it's not too hard to choose. If I want something soupy, I'll go for the crab udon, if I want rice, the fried rice, something full of flavor, the Banh Mi Chao, something light, then the Banh Khot (good option since they don't make Banh Xeo on the weekends). The last time I went 07/04/2026, I noticed on the wall they were having a special, Bun Bo Hue, which I love when I go to pho restaurants. I'm not sure if it's new or I've been blind this whole time, but it did not disappoint. It was full of flavor, and it was nice that they put the spicy paste on the side for you to adjust the spiciness. I love spicy foods but one of my friends do not, so it was easy for us to enjoy our meal. It was also not just a spicy sauce to add; there was a past along with it. Shrimp paste maybe? I didn't ask, but it enhanced the flavor, so I recommend using it. Their sister restaurant, Me's Kitchen is next on my list to try. Can't wait!

We ordered the #1 Cha Gio (fried egg rolls), #11 Banh Cuon Tay Ho Dac Biet (combination flour sheet/roll), and #54 Banh Xeo Can't go wrong with the cha gio. We mixed our fish sauce with the chili sauce and this was so good. I wish it came with a little bit more veggies as I like to lettuce wrap my cha gio. Banh Cuon combo plate was also very good but the banh cuon was absolutely the best part - next time I would just order a plate of only the rice rolls! Banh Xeo took a bit longer to come out but it was very large and seemed like a popular menu item as we saw other tables order this. This is a savory Vietnamese pancake/crepe packed with veggies and shrimp and pork. Veggies and herbs were plentiful here - a bit messy to eat but so good! Service was okay - our orders were taken in a timely manner and food came out promptly. Only thing is that we were never checked up on and we had to walk up to the counter to settle the bill. I'll definitely be back for the banh cuon!

I'm not sure how long this restaurant has been open but it was our first time here. We decided to…read moreeat here because we saw on the reviews that they had ox tail soup and bun rieu ( crab noodle soup). It appears the restaurant mainly serves seafood. As there are a lot of seafood options. However there is hotpot options and other noodle and rice dishes as well. The restaurant has a small outdoor patio. Inside has spacious table seating, some with booth and good lighting inside. There was ballad vietnamese music video playing. The restaurant was not busy and there were elderly men at the tables playing cards and some at another table they were chatting & drinking. Im not sure if they hold karaoke or have live bands but there is a stage with music instruments and a projector with installed party lights. When we entered the restaurant we were greeted right away. It was a bummer when they told us they didn't make ox tail or bum rieu today. Instead we ordered beef tartare, beef pho and shaken beef with rice. The beef tartare was this sliced raw beef with onion, herbs and lime which made the dish rich and savory. The pho was mediocre and same goes for the shaken beef, but both dishes were still tasty enough. During our time there, the server did not check on us or refill our water. If I'm craving for seafood, maybe I'll come back to try their seafood options.
