He literally told me, "If a drop of rain comes, then I'll give it to you." It had rained for much of the day, and multiple customers were asking about the same promotion. If the requirement is that rain must physically be falling while you order, that needs to be clearly stated in the advertisement. Otherwise, the promotion feels misleading. I've been to Parliament several times and have never had a bartender interpret the rainy-day happy hour this way. I ended up ordering a smoked Old Fashioned from another bartender I've had before, and it was great. He was friendly, engaging, had great energy, and even did tricks while making the drink. I still enjoyed my cocktail, but it would've been nice to have the option to order from the happy-hour menu as advertised that day. I'm including the Instagram post for reference. I'm very disappointed as I've never not had a good time at Parliament. I really think that the owner should look at the Times stamps around 930 to 10:15pm part night and see the difference of business and traffic flow from when the taller bartender with the glasses versus the shorter Bartender with the glasses was at the front as it was instantly more business.

I visited this past Saturday 6/26 around 6pm to catch up with a friend during what I thought was their happy hour. Despite visiting on a Saturday for the first time, I was pleasantly surprised to find that there was parking available in the adjacent small parking lot! There's also limited free curbside parking available nearby. Instead of happy hour, I was pleasantly surprised to learn that Tiny Victories hosts Saturday summer daytime parties INCLUDING drink specials called "The Darty"! Usually with a DJ whom flaked last minute on this particular day. There was also a piercer from Bold Stroke (on 831 W Jefferson Blvd) offering $20 piercings (cash/Zelle) when usually her shop does them for $60! My friend and I took advantage of this. Their drink specials included: Miami Vice $7 - rum, strawberry, coconut, citrus blend Sweet, fruity, tame.
