I've emailed and called him to ask him to repair this, and he has not responded (but I can see that he has read my emails). Yikes.

When Fillip came to inspect the situation, he confirmed his quote, which was largely consistent with his initial estimate. In the end, my condo management decided to take over my claim, but I had to use their designated contractor.
