Noodles = close to being slimmy. Very close to not being good. Meat = only the tendon and meat ball had flavor. Pho Ly is a very typical authentic Vietnamese restaurant that focuses in food and take-out, and it's all pho and no show. But the food!!! We ordered Bun Bo Hue and Broken Rice Plate with Grilled Shrimp and Pork. Bun Bo Hue, which is a spicy pork broth soup served with stewed beef shank meat and pork loaf. The broth was out of this world tasty, just not as spicy as I preferred. They did obliged and gave me chili paste to turn up the heat. The stewed beef shank was tender and full flavored. I ordered the large, and it's the first time that I ended up finishing a bowl of pho with no extra broth where the filling and broth ratio was perfect! My son had the broken rice plate, and he described the pork as well marinated and grilled, and thebshrimp was perfectly prepared. The couple that ran the plate did everything: host, waiter, chef, and cashier. They mostly do take-out business, so maybe just order it out and skip the dining room altogether. read more

With the fall weather entering, I felt the primal urge for something warm and satiating, so I decided to give this place a try. I was seated quickly and my large combination (steak, brisket, meatball) soup arrived quickly. The first good sign was that the meat was slightly pink and undercooked, which meant it could finish cooking in the broth without transforming into tough pieces of unappetizing meat. The meal itself was delicious, and I felt overwhelming full all for under $15. I would say the large could easily be split between a couple lighter eaters. As others have noted, the service here can be hit or miss. This place looks like a local family establishment, and it could use some tidying up and more attentive service. Review update: COVID was tough for many restaurants, so I am hesitant to provide a bad review, but in this case, I don't want to mislead readers with a glowing review. We love Pho and like to try different places (you never know when you are going to be surprised with amazing Pho broth). While I'd been to Pho Ly in the past, the last few years had not been kind to this space. The restaurant itself is rough, like it never gets cleaned. The menus are severely worn and should be retired. The server is the owner and disappears into the back part of the restaurant, so service is sporadic. I saw tables sit down, then get up and leave when they weren't greeted within a reasonable time. There is stuff piled all over the space, takeout containers, paper and other supplies clutter up every corner. After eating the mediocre food (Pho and a vegetable stir fry) we had to go to the window (to the rear kitchen) to pay our bill. I had to wait there, too, before I could pay the bill. The kitchen is so messy, so cluttered, and it just didn't give me confidence. While I like to find small and personable places where you can meet the owner and support their business, this place has too many negatives (cluttered, unclean) for us to return. read more

What a pleasant surprise and relief to find a good, hearty bowl of Pho in Bellingham. I am from San Jose, California - home of many Vietnamese people and a large dedicated Little Saigon area that spans several miles and blocks of streets with Vietnamese restaurants, businesses and specialty shops. So I am very in tune with Vietnamese food. Also, born into a Vietnamese family, I've had a lot of Pho in my life - at home from my mom and grandma, my Vietnamese friend's moms and their grandma's, and at restaurants - from Orange County, Silicon Valley, and Houston where some of the largest Vietnamese communities exist outside of Vietnam - and in the homeland of Vietnam itself. There are a few things I look for in a bowl of pho - broth, meat selection (especially in the Dac Biet), noodles, fresh condiments on the side, the price, the amount and ratio of noodles to meats. This place met those criteria for me. As a bonus - there is something about the two people running this place. Mom and pop kind of restaurant- Run by two very kind and friendly people - appears to be husband and wife. Very heart-warming, laid back atmosphere - reminiscent of a Vietnamese-family culture. I loved it. That adds to the experience- eating a bowl of pho that constitute their labor of love. The decor is typical of many Vietnamese restaurants I've been to - so it doesn't bother me - just feels familiar and cozy. May not suit everyone - not fine dining here- just authentic, homemade pho. We arrived around 1:30pm and was quite surprised they had a steady stream of customers coming in for a late lunch.. we ordered my usual BUN BO HUE and the #2 beef brisket (lean brisket) Their broth is on point but the meat on the Bun Bo hue had many tough gristles, while I like that chewiness of gristle on the meat, not many people do. It's still my favorite vietnamese to go place. Price has dramatically increased since I first started going there in 2020. It went from $10.50 to $14.50 for my vermicelli pork and egg plate. So this is an interesting hole in the wall. I walked in with a group, and there are only two workers; an elderly lady, and an elderly man. A couple things that stuck out to me is that I came with a large group and the waitress took our order without writing anything down! The wait was about 15 minutes because legit there is only one cook and one server. However, there were quite a few people coming in and multiple Togo orders flying through. We got our food and the food was good. It has been a while since I had legitimate fish sauce. The egg rolls are expensive (5$ for two) however, the food is good and the broth was fantastic. Looks like a mom and pop operation with mom cooking, dad running the counter and waiting on tables along with daughter. I ordered the bun bo hue (spicy beef noodles) and it came fast and steaming hot. It tasted very authentic with thin slices of beef and Vietnamese ham. The broth was rich with the right spiciness. I also ordered to go the noodles with egg rolls, shrimp and grilled chicken and an order of stir fried rice noodles with beef for dinner. They both tasted so yummy and satisfying. This great little restaurant is worth seeking out. Tucked away in a small strip mall in north Bellingham, you won't be be disappointed. Plenty of parking. It appears to have a dedicated clientelle, especially for to go orders. The owner personally greeted customers and was very gracious. Many customers were in turn friendly and chatty with the staff. I visited for the first time yesterday. The restaurant is clean and perhaps a little spartan. Meh... it's ok... Pho Ly is a mom and pop shop that has been around for a bit of time, the restaurant is showing its age in wear and tear from hard use. They always seem too busy for the number of people working there but somehow you still get your food without a ridiculously long wait. I'm not in love with the food and after 3 tries it just doesn't make a spot on the return to frequently list. Heres why: Food is bland. Fried rice. Fresh rolls. Everything we tried was just missing the flavor profile to be called really good. It is just ok. The pho broth for example is bland yet also somehow dirtier than I like. I dont think the broth is skimmed or filtered well enough and has a lot of broth scum. Fresh rolls don't taste too fresh. Like the shrimp was left out warm for too long and put back in the fridge to be used the next day. Vietnamese ice coffee tasted like instant coffee concentrate. If you put it in a corpse's veins it would reanimate it, but not very pleasurable to consume by mouth. And the restaurant is always unkempt. Tables are sticky or dirty, sauce bottles drippy, sometimes the utensils aren't the cleanest... just doesn't give me the warm and fuzzies about the kitchen. We even tried going early, mid, and late to see the ebb and flow of prep/service. It always had that same level of we don't have enough time to clean... People eat here and think its fine.
