Upon arrival It was hard trying to get help. The only employees were behind the counter. There was a sign in front of the Water balloons saying 30 % off. I picked up two of them. There were no bubbles or chalk on this aisle. Only the water balloons with light up outside toys. When I went to check out, they were charging me full price for the balloons. I explained there was a sign for 30% off. The young man asked this one woman about the balloons and she could not answer the question. He walked me over to the sign and pointed out tiny letters, about half inch high, stating it says the discount is on bubbles and chalk. The sign was right in front of the balloons, and no chalk or bubbles near it I asked to speak to the manager. The young woman that couldn't answer the question the first time around spoke up while the young man seemed to be waiting for an answer from someone else. She told me it was my responsibility as a customer to read the signs and that I would not be given the 30% off. And now she claimed to be the manager. I did not purchase anything. I just left the store without my other items. That's too bad. I have shopped at Party City many times over the years and I will not be returning. This place doesn't have much but it gets the job done in regards to convenience...i.e. I don't want to drive far for more options. The store never looks like it's frequented often so there's normally only 2 workers there but they're nice and helpful so it makes the experience pleasant. read more

Great place to come get party supplies. They have supplies coordinated by themes, colors, and types or parties. They also sell candies and balloons. But prices are ok. Some things are overpriced but if you're looking for some things last minute for a gift or party then this is a good place to shop. I was surprised by how many people were here and some people practiced social distancing but it wasn't everyone. Lines were long but our cashier was nice and tried to be as efficient as he could. I think they need more staff to help on the weekends. read more

The customer service at most Party City's is pretty much the same. They just want to come, complete the shift with as little drama as possible and go home. I get it. And it's pretty much the same here too. I needed some birthday balloons for a 40th birthday party and I found exactly what I was looking for! I expected the prices to be about half as much, but I can't knock them for what they charge. What they charge is what they charge. Period. I got a black mylar #4 I got a rose gold mylar #0 And I got a big round mylar with a 3-D "4-0" attached It's was about $50 for the 3 balloons. Yikes. But they were a hit at the surprise party. They were big, round and beautiful. Definitely eye-catching. And to the worker just trying to finish the shift, thank you for telling me not to leave them in the car so that they don't pop. It's graduation "season" and wanted something special for my son's high school graduation. Gave myself a little extra time because I know there would be others thinking the same thing. My balloons were great!! Helpful and informative staff, great selection of different themed balloons too. Plus they were aware of the local high schools in town that were graduating and even had the school colors and special balloons with the high school name on it, what a nice touch!!! Oxnard's Party City is located at the Esplanade Shopping Center. It's right next to World Market & Liza's Threading. Lots of parking available. Store expanded, there's more room to walk around freely. To your left end is seasonal items (Halloween at this time), along the back end are costumes, & to your right end you'll find cards & gift bags. In the middle are aisles of party stuff galore. By colors, by themes, by birthdays you name it, & they probably got it. You are lucky if someone asks you if you need any help. Good luck trying to flag down an employee on the floor. The ones that I've seen on the floor look like they pretend to be busy. Today (Saturday) I came across at least 2-3 employees turn the corner then turned around the other way. Wtg. Especially the one that was on their phone texting, saw me, then turned back around & walked away texting. Also when I did ask for help, I asked for a certain character party candle. I showed her the candle & she just automatically said, "oh we don't have any" (without even checking how'd you know that?). On another note they do have a large assortment of balloons. I stop by here about once every month or two when in need of something party/holiday related that I couldn't find at a more convenient store (Target, etc) Never enough employees available to help find something, answer questions or handle the registers. Recently 4/2 I purchased a large letter balloon here for $11.99. They blew it up for me after they attempted to send me off with it in the bag (uninflated - what?). The next day it was already deflating RAPIDLY. Such a waste when the extra balloons I bought from the DOLLAR TREE are alive and well floating about like they have a long life to look forward to. The ballons lose helium less then 24 hours emailed the company and they said it was the type of balloon I bought but ive bought ballons from other stores and this never happened . I taught they sprayed something into the ballons to keep them up longer ? If they don't then it's the ballons I wouldn't come here and chance it just go somewhere cheaper and more reliable on latex staying up. read more

Great customer service. I went in late night to get balloons for my sons birthday. First off, I was so happy to see they're open until 830pm because I'm a busy mom that forgot the balloons! Despite the long lines and the crazy amount of people I managed to find what I came here for. Awesome that they offer a fitting room for people purchasing costumes. Wigs, costumes and decor prices were comparable to other Halloween stores. With that being said, the employees looked like they may be seasonal helpers (they all looked really young and a bit overwhelmed). I came here as my last resort for " Harry Potter" looking glasses and even though they proved to be harder to find than bloody horcruxes, I was able to find them here and for a good price too. The two employees I asked looked like they've never heard of such a thing, the third employee said " oh yeah, they're on aisle 9", turns out they where on the complete opposite side of the store but at least he tried to help, so kuddos to that kid. After 30 minutes in the store, I found myself on a longer than life line. After all it's the day before Halloween, so it's all good. Major brownie points for the line moving super fast and for the cashier for being polite despite the chaos boiling throughout the rest of the store. read more

I ordered same day delivery for a couple costume items. The anticipated delivery was indicated as 3-5pm that same day. No one came, no email or call. I tried to call the store at 6pm and it was forwarded to an automated message, and there was no way to track the order. I saw they were open till 10pm, so I hopped in my car and headed down there to see if I could get my items. I gave the lady my name and I was so happy to get them I totally spaced on getting a refund for their same-day shipping fee and generous $5 tip. I called the main service number and they directed me to call the specific store, so I did, and they answered. The girl said that there was nothing that can be done from her side, and recommended that I call the main line. After telling her they directed me to call the store, she reiterated that she could not refund the money, so I'm out $15 and my time and gas to drive to the store. Unhappy with this and same day delivery is false advertising and a fraud. I hope they are held accountable. read more

They asked me to call back a few days later to check and see if they received their shipment, and when I did, they still don't have helium! I try very hard to avoid this store due to availability and the rude employees. Once again, I made the mistake to come here. Of 3 different themes, I could not find enough matching pieces for my son to have goody bags. I settled for something else. I tried to order balloons and was told they had a shortage on helium and could only have- 1 Mylar & 4/5 Regular balloons. I'm a paying customer-whether 10 people buy 1 balloon each or I buy 10 balloons at once-it's all going to get used and paid for. I was told that's the rule because we have a shortage and that's all I can do for you by the snappy little guy who works there (not sure if he is mgr) he is one of the main reasons we try to avoid this place. Every time I need something I hope and pray he has finally left or got fired, but no. Still there, rude as ever. At checkout, one of the bags was open and missing a pair of glasses. I told the girl and she said ok and rang it up. I was staring at her in disbelief and she said "do you want me to do something about it? Do you want me to tell the manager what you said-that it's missing a piece?" I said forget it. How much? All I wanted was to get out of that place. Every time, it's a nightmare. Stuff on the floor, broken, missing pieces. It always looks thrashed. They closed and reopened and it is in NO WAY any better than before. Same rude employee, same garbage. Now they're telling you how many balloons you can buy. Unreal. The great thing-Thank You Yelp! My first visit to this store was to pick up a Hello Kitty balloon bouquet (not inflated yet) that I found online to purchase for a birthday. They were fortunately in stock, but I didn't need the balloons filled for two weeks, so I did inquire about getting them inflated. At first I was told that they would just charge a couple of dollars for the inflating fee, which I didn't mind at all. Just had to bring in my receipt and they would do it. Onto my next visit, I had the balloons inflated but needed a balloon "weight" so I bought a Hello Kitty one to match the arrangement. The ladies behind the counter only charged me for the weight (which was about $2 and change) and didn't charge me for the inflation of the balloons at all! Score! So out of my two visits here, they've always been helpful, courteous, and just a wonderful shopping experience. They have a great assortment of "specialized" children's characters for themed parties (Hello Kitty, Barbie, etc.). So if you're looking for a place that will carry it, this is your best bet. read more

Placed a online order for a balloon delivery 3 days ago. Today the balloons were supposed to be delivered however, they were supposed to call me when they were on their way. Important to me because I needed to hide them (surprise for my husband). They didn't call and husband was outside so they handed them to him. Ok, fine not a surprise, however only half the order was delivered. The bag of balloons clearly had a receipt on them that said Bag 2 of 2. Where is bag one? I tried to call the store and a message picks up that the store is closed due to Covid 19 so no one can answer but they do offer curb side pick up. If they're going to be open in any capacity they should have someone at the store to pick up the phone in situations like this. Very frustrating. Hopefully driver will see extra balloons in the truck and bring them by today. read more

Horrible horrible horrible. I place an order online for some Halloween lights. I never received them but of course they charged my credit card. After 2 weeks I started calling 1 800 number. No one answers that number. I called local store. No one can help me there cause I place order on line. I finally called UPS to track package. They tell me package was never sent , so I call my credit card and file a fraud claim against Party City. As of today I still haven't gotten my order.
