Bought $50 worth of balloons. One of the balloons split at the seam while I was tying it to the balloon tie. Brought the balloon back and asked them to give me a new one. The manager refused stating I handled the balloon and it was beyond her control. I pointed out that it wasn't beyond her control she could choose to exchange the balloon for me but she said it was my fault that the balloon was leaking. So I shelled out another $13. However, I don't blame the manager at all. This has got to be a Party City corporate policy and they probably penalize managers for taking returns. Not sure why I didn't just get my balloons at HEB. Yesterday I took my own balloons into the store to be filled for a company party. They were going to charge me $112! So I chose to only fill half the balloons for around $60. The employees popped two balloons I had already paid for AND charged me $16 to blow up ONE balloon. Well, guess what? I got to work and the $16 balloon was missing. Pull up at 7:30 on Halloween night. They close at 9 so no problem. I get there and the door is locked. A guy tells me they are closed. I look around--no signs saying they are closing early. Enter the nearest sales attendant.... who unfortunately is a guy about my age. He goes and looks for the bubbles for me, brings them back to me within 3 minutes (36 - the perfect amount! Even came in it's own handy little cannister that we used to pass them out), and gives me a smile instead of a quirky "Why are you all huffy and where's your make-up?" look. I'm in. I'm out. Bubbles in hand. And I've still got enough time to do my hair, makeup, and get into the gown. Fairy tale complete. Just a note: I won't be totally blinded by my rose-colored glasses. Overpriced and bad service. The balloon situation is just ridiculous as well. Please read the other reviews to confirm. You need to pay for the balloons first and then get in a long line to inflate them. If any pop during the process, there is usually no replacement. They say it is a risk and blame the manufacturer but it is strange they would buy defective balloons and shift the cost and responsibility onto the customer. Oh and you need to buy the bag to hold the inflated balloons too. They don't tell you until the very end. I complained to the manager who did not care. This place does not care about customers. On principle, I will never go to a party city again. I will take my business to competitors. I was extremely frustrated and trying to stay calm in front of all the disappointed children. I wish I would have seen this rating before visiting this party city location. I too received terrible customer service! I purchased two $9.99 number balloons not even 24 hours ago. I left the balloons in my garage since that's where my supplies were for the party I'm having. This morning I see that one of them has popped and unbeknownst why, I go to the store to get a replacement. At the store I had to wait 20 min for the manager Troy to come. I tell him what happened and he offers me a 20% discount but says he can't replace it because the heat caused it to pop. I say ok, is it normal for you to communicate the heat issue with customers because I was not aware. He says yes. So if that's the case, and it wasn't communicated to me, why can't you replace the balloon? He proceeded to give me contradicting statements on their return policy, balloon facts, and customs service and was all too happy to direct me to corporate. I told him I didn't want to be an issue and I'd just appreciate the replacement but here I am having to write this complaint because of the poor service I received. It must be hard being happy, working in a store that literally advertises fun, celebrations, and happiness. They do not care about customers. I ordered $30+ worth of balloons. First the register broke and i had to wait for them to ring me up again. Twice. Then the machine ran out of helium and I had to wait 15 minutes at least for them to replace it. I got the balloons. 3 hours later most of them are half flat already. I called the store and they tried to blame ME saying it was too hot outside and because i had it in the car. All i wanted was new balloons or store credit in a couple days when i could bring them in, but they said i would have to come back to them the next day so they could inspect the balloons for manufacturer or filling errors. Good Grief! I have two birthdays, halloween and going out of town. Last thing i want to do is drive across town during halloween season and do it all over again when they want it. I called them right away to let them know they were flat and took pictures to prove it. So that in a few days i can bring it back to them, but i cannot change my whole schedule and weekend plans because of their strict balloon policy! I'm guessing they did not tie it right or the helium machine was not working or had enough helium in it when they hooked it up. After all the hassle i went through, they could not lift a finger or just say bring them in and we'll take care of you - without being on a time limit. If you have to interact with the people who work here, you will have a horrible day. 0 stars for that. If you can get in and out with what you need, it's a 4 star experience. Party City has some strange store policies when it comes to gift cards, returns, store credit, and such but it's still party City. I had a horrible experience trying to make a return here. The employee, Armando, offered little help or information. We were turning items in the original package with a receipt but couldn't get cash, store credit, or any money back because "the system" and "our store won't do that". We had a different card than the one our wedding party used to buy the item so it was understandably unusual but not a black hole of mystery that this store made it out to be. We gave up with them and called a different party City from the parking lot. Within 30 seconds they had a solution for us and an apology for how difficult this location had made things. read more

Greeted as you walk in, that's always a nice touch. Bought a $17 balloon, starting to deflate that night. Next morning it was so deflated, I took it back in with my receipt. Not sure why people are so down on this Party City. I came there to get supplies for an event. I was able to get everything I needed -- same color table cloth, utensils, plates, etc. I also was looking for a specific item and an employee was eager to help me. This Party City in the middle of Texas is no different than the Party City in my Los Angeles suburb. They had a lot of balloons too by the register, probably more than I've seen elsewhere. This store was organized and laid out well (well except for the mustaches, that somehow I guessed would be in that section....), unlike the PC near my house at Lakeline, which is the ghetto version, always with mountains of boxes in the costume section to manuever around. At THIS PC, Halloween is never off-season and costumes are accessible. As this is the 'only' true party store close to my house, and the only place quick enough to stop into around lunch time or when I have my two small children with me, I don't really appreciate the blank look I get from some of the clerks when I come in asking for something specific. A pinata with Thomas the Tank Engine's picture. You know..Choo! Choo! Really useful Engine? Has his face on it? ....yea... You don't know either - do you? ;) Only mothers of train loving boys know this one... Basically I pointed directly at the octagon-shaped pinata at the very top of the shelf that had Thomas' picture on it, told the clerk I wanted that specific pinata, and what does he do? Huffs at me and walks back towards the register - pings someone that he can't leave his register....huffs past me, walks down the aisle, grabs a train-shaped wanna-be blue pinata and says, "Here ya go." Ummmm...did we pass Shapes in Kindergarten? Needless to say, he got huffier as I made him get the right pinata. Very unhappy. Purchased two Large mylar balloons ($9.99 each) on the evening of 5/1/13 to give to birthday celebrants before 8am on 5/2/13. Both balloons were partially deflated in the morning and I was embarassed to use them, but I did not have a choice. I took photographs of the wayward looking sad balloons with the intention of giving Party City the opportunity to make things right. When I called to inform them, the manager who did not give his name, told me that I'd have to bring the balloons in and have them reflated. I tried to gently explain that the balloons were giving early in the morning and there was no way to have brought them in. It seems to me that a $20 refund is worth keeping a customer. Will NOT be returning to this Party City location. In our quest for comical hats for a party, we decided Party City was the best place to go. After not finding what we were looking for at another Party City in Austin, we were referred to this one. We were trying on hats, having a good time, and even found one for one of the people in our party, Raven approached us and asked us if we needed anything. We happily said we were fine, and she walked off. She returned no more than 30 seconds later and said "Oh, sorry.. I just asked my manager, and they said we can't allow customers to try on the hats." Uhh, excuse me? We just spent an hour at the other Party City location and even had one of the associates assisting us! Such a poor experience. We decided to complete our purchase and leave. We will NOT be returning. Not only that, but the cash register crashed, and then they had to completely redo the transaction, and was NOT communicated with about it. I've never experienced going to a PARTY store and left feeling depressed and wanting to not party at all! The staff looks absolutely miserable and ignores you. No smiles, no greeting, no good. I went to this store with my wife and we were the only customers in the entire store. We equalled the amount of staff that was working. Both kept to themselves and didn't acknowledge us walking through the door. Nobody offered to help or asked us if we had any questions. The selection was sparse and what was there looked dusty and old. Cheesy decorations that were way overpriced. A lot of items weren't even labeled with a price tag! We ended up getting some plastic drink cups. When we took them to the cashier, we noticed there were several broken cups in the package. My wife went to grab another pack but when she returned to the counter she said that all the other packs of cups were broken too! Chunks of plastic in every package from careless stocking I can only assume. We ended up buying a pack with the fewest broken cups only because we needed them in a pinch. As we walked out, the cashier told the other employee about all the cups being broken and he just brushed it off and rolled his eyes as if he didn't believe of us or just didn't care.
