We live out of town, so made arrangements to come in on a weekday with photo ID to get the records. We were then told that the car registration matching the photo id wasn't enough proof of ownership, we needed to bring the actual TITLE in with us. Car dealers have direct access to DMV records. They could have looked up the registration by entering the license plate number (though we had the paper with us) and would have seen the same names. All we wanted to know was if the timing belt had been changed, HIPPA laws are not applicable to cars. We had proof of ownership, (the same proof of ownership required by law enforcement to release a car to someone.) We can not check with the previous owner, as my father passed away last year and we have been unsuccessful in locating his records. We were not looking for anything "above and beyond" just a simple yes or no answer, so we didn't needlessly repeat an expensive service.
