I would strongly recommend homeowners do their due diligence before using Top Tier Restoration,…read moreespecially if they are being sent to your property by your insurance adjuster to prepare a comparative estimate. I had a covered water damage loss at my rental property, and my Farmers Insurance adjuster, Amy R., pushed for Top Tier Restoration to come out even though I already had my own contractor. Rafael from Top Tier Restoration came to the property to prepare an estimate that Farmers could compare against my contractor's estimate. Unfortunately, I was extremely disappointed with how incomplete his estimate appeared to be. I am not a contractor, but even as the homeowner I could identify work and line items that appeared to be missing from what would actually be required to restore the property back to its pre-loss condition. What concerns me most is that Rafael was not being asked to actually perform the restoration work. He was brought in at the request of my Farmers adjuster to provide a comparative estimate. Based on my experience, his estimate appeared to favor the insurance company's position rather than accurately reflect the full scope of repairs my property needs. This claim has now dragged on for months. Instead of having my rental property restored and moving forward, I am now facing the possibility of having to obtain a loan to make sure I have enough money to complete the necessary repairs. I cannot speak to Rafael's intentions, but I can speak to the result: I did not feel his inspection or estimate was thorough enough to accurately represent the work needed at my property. If your insurance adjuster recommends Top Tier Restoration to provide a comparative estimate, especially when you already have your own contractor, I would be very cautious. Ask questions, review every line of the estimate, compare it carefully with your contractor's scope, and consider getting additional independent opinions. Months later, my property still has not been returned to normal and my claim remains unresolved. This has been an extremely frustrating experience.

My wife and I purchased our "forever home" in 2021. Though it was a residential renovation, the…read moresize and scope of the project resembled a small commercial project: down-to-the-studs demo, blowing out walls, commercial-grade roofing, large solar array with Tesla energy storage, 400 amp electrical, new all-electric, plumbing and HVAC. At the outset, we met with most of the big-name general contractors in San Diego and several boutique firms and did not feel comfortable with any of them; we felt we would be treated impersonally and mechanistically. I reached out to an old friend - co-founder of a major construction firm, whose own homes have been beautifully designed and built with extraordinary craftsmanship - for a recommendation. He said, "The guy you want is Scott Sullivan, if you can get him. I trust him for all my personal home projects." We did... and we were delighted with the results. Our project was completed when promised and within budget... but exceeded our expectations. The Sullivan Pacific crew was professional, reliable, and courteous. We enjoyed having them build our home. Scott's and his team's best traits are: * Reliability: Scott delivers what he promises, without fail and without excuses. When suppliers, supply chains, and vendors fail, Scott finds a way to pull through. * Precision: Scott takes an exacting approach to every detail of a project. He measures everything more than twice and There won't be a light fixture, overhead beam, or a barn door that's a 1/8th off; * Resourcefulness: Our project took place during the COVID pandemic; the availability of materials and labor were both unpredictable and yet Scott found ways to keep the project rolling. * Experience: Scott's done and seen everything, he thinks 20 moves ahead to preempt problems and has a material engineer's knowledge of construction materials and processes. * Enthusiasm: Scott loves his work and it shows. He genuinely wants to please his clients and makes their dream his dream. Yes, he owns the business; but his inner craftsman makes him quick to jump in to do the dirty work, too. His passion for his client projects is palpable and compelling. We hired Scott again in 2026, when we replaced one of our gas fireplaces with electric. It required a floor-to-ceiling false wall that was reangled to better align with the ambience of the room. It took about a week with demo, construction, electrical, drywall, mudding, and painting; it turned out even better than we'd hoped... and just a little under budget. Bottom line: Scott is what in the business world we'd call a Get-Shit-Done guy. He's not big on ceremony and drama, just results. You can rest assured that your project is in great hands, and there will be no unpleasant surprises.

I hired a company for the job, and sent finished photos to the insurance company. The Ins.
