Metropolis is a company that is strangely managed. On several occasions my two condo accounts have had incorrect balances. It is disturbing that the incorrect record keeping balances range from $500- $1500. Our HOA was managed by Metropolis from November 2017 to April 2026. I became a resident in 2021. During this time, there were concerns about a potential conflict of interest involving the former HOA President and Metropolis owners. For a period, the former HOA President operated without broader Board involvement. Work was authorized and completed without documented community awareness, competitive bids, or formal approval. In 2023, payments exceeding $12,000 were made to the former HOA President for work performed; requests for prior invoices were not fulfilled. There was also a direct payment to owner, Smita Pai, exceeding $4,000; Metropolis has refused to provide an explanation of services provided for this invoice. Requests for the independent auditor's identity, engagement letter, and audit findings were not completed until legal counsel became involved. The association has since initiated a forensic audit to review financial management and use of funds. In 2026, the HOA provided notice to terminate the contract in accordance with Virginia Code 55.1-1837 (60-day notice). Metropolis did not accept this timeline. A complaint has been filed with the Virginia Department of Professional and Occupational Regulation (DPOR) and is currently under review. DPOR also indicated the company is operating under the name MCM, LLC. Additional issues during the management period included an expired DPOR license, inaccuracies in financial records, limited responsiveness, lack of on-site support, restricted access to the management portal despite repeated requests, and inconsistent enforcement of community policies. I will update this review once we receive the results of our forensic audit, but in summary: Please save yourself, your fellow Board Members and your community from Metropolis. This company has a property manager name Carey Porter who constantly demonstrates unprofessional and inappropriate behaviors towards homeowners and is extremely vindictive if you ever challenging anything she has or exercise your rights as a homeowner especially if you are a black female. We are in the process of having an election for our HOA Board. There are several open seats. Mrs. Porter who by the way is supposed to be on medical leave has taken it upon herself to personally send separate emails to homeowners who voted for me and asked them to remove my name from their ballots and resubmit their votes. See attached sample email. The deadline to submit a nomination for was 3/16/26 at 12pm. I submitted my form at 5:10am. Mrs. Porter is also in charge of collecting the ballots and possibly counting all votes. Myself and a couple of other homeowners have reached out to Metropolis and the HOA Attorney very concerned about the voting process and Mrs. Porter's extremely unprofessional and inappropriate behavior as a property manager and voter interferance. One homeowner who is also a black female stated that Mrs Porter (white) threatened her for contacting the HOA Attorney. Mrs. Porter is supposed to be at home on medical leave but continues to insert herself into the affairs of our community even though she has a back up person who has temporarily stepped in while she's out on sick leave. I'm not sure why anyone would give Mrs Porter a positive review about anything. She is over zealous and out of control. BTW, Did I mention that during a recorded community meeting on Zoom (2/24/26) Mrs Porter scolded everyone on the call and had the audacity to tell the homeowners "don't let her skin color fool us" There were multiple requests for a copy of the recorded Zoom meeting. The request was denied by Mrs Porter. Overall: 1. Election interference Contacting homeowners to change or withdraw ballots is highly inappropriate especially If she is also collecting or counting ballots, that creates a conflict of interest and undermines election integrity. 2. Abuse of authority A property manager is not a decision-maker or political influencer 3. Retaliation targeting people for raising concerns violates HOA governance rules and potentially broader legal protections. 4. Metropolis recently took over our community. They were to start March, 01, 2026 but emailed us a month ahead. They sent us over a dozen emails with conflicting information. They also sent incorrect information by paper snail mail. Then they sent us a mailing to disregard prior mailings. The statement they sent to pay our assessments was incorrect with $74.23 added to our balance due. The address was also incorrect in two areas on this statement of account. I notified them of the errors at the beginning of the week. It is Friday, March 6 and no corrections have been sent out. I went ahead and tried to set up my auto pay online today but I could not because my address has not been entered. I called this morning to speak with Alexis concerning my attempt to set up auto pay and to let her know about all the errors. After waiting a long time, I was told that she was going to go to lunch and would call me after she returned. It is now 3:20 p.m. and she has not called. Calls will not go through and they stop work at 4 p.m. This is two days I have wasted in trying to correct their errors and make my payment. I absolutely hate this HOA. Out of all places do NOT live in the Forest Park district if you want to pay for a pool house with no gym, a few small play grounds, and 1 basketball court. They are rasing the fee to $308 and some change just for them to sit in an office and pretend to assist the community. Huge, unannounced roofing repair/upgrade was started this week at my home in Cross Green Condominiums in Lakelands, Gaithersburg Maryland. The work has been loud, messy, and many of us had our driveways blocked for hours. A few of us were literally trapped in our homes, unable to move our cars out of our garages. Others were forced to find parking on our already-crowded streets after coming home from work to this cacophonous surprise. Not one of use homeowners was notified by Metropolis Management that this project was upcoming, let alone the actual dates it would be occurring. We could have planned for this easily if we had just been given some notice. I would give Metropolis zero stars if I could. Absolutely abysmal communication. read more

The only times I've had to reach out to them, it's been obnoxious, drawn-out and no solution was ever reached. Now that I looked them up on Yelp it makes sense. I'm guessing if your HOA hired them you're living in a slummy building and they want to save money, so you get what you're paying for. Even if your building is nice, it will turn into a dump under Metropolis' watch. One of the pluses is that you can completely disregard any of their rules because they're too lazy to enforce anything. Don't want to deal with their time-consuming parking permit procedure? No problem, just don't get one. The most they'll do is post a warning about being towed if you don't get their new permit, and then nothing will happen. An abandoned car continues to sit in the lot for over a month, and the towing notice had a 48 hour warning. I walk by the car every morning and have seen the rain slowly wash the towing notice off, and it's like it never even happened now. Don't have a key to enter the building? Why be a sucker and pay them $40 for a key when you can just break the lock or permanently prop the door open. The most they'll do is post a notice saying "hey, whoever's doing that, stop that or we'll warn you again." Then you can look forward to hobos sleeping in the laundry room and Metropolis will just tell you to call the cops, because it's not their problem. But they will send an exterminator at the most inconvenient time (when you're guaranteed to be at work) to deal with mice/wildlife that somehow find their way in, and it just might have something to do with the building door being open all day and night. But for the exterminator to gain access to your condo, you'll have to leave your key (labeled with the unit number, no less) in a flimsy box with the sign "DROP KEYS HERE" in the common area. If anyone off the street is already able to enter due to the unsecured door, why not advertise to them that there's keys to every unit in some cheap box? And if you don't leave the key, only then will they send a locksmith out to break into your condo and then bill you for it. Metropolis told me that they reached out to a tenant who had a camera installed outside their door to find out who's doing breaking the lock or propping open the door, and there's no tenant who matches that description. I made it up in a previous email to see what they'd say. When I admitted that and told them that they got caught lying, they just said I'm not allowed to reach out to them anymore and they'll only communicate with my landlord who doesn't even live in the state. In the unlikely event someone from Metropolis responds and claims they can't find the info about it, it's RFA 342532 and 355266. It seems pretty clear that Metropolis doesn't know (and doesn't want to know) anything about the building they claim to manage. read more

Whiskey Bottom Square Condominiums was assigned Mrs. Carey Porter as our property manager in January 2021, although we are only 3 months in we are very pleased. Carey is knowledgeable and is always available, and I do mean always available. We have gotten more accomplished in 3 months than we had in 3 years with prior management. We were in talks with Marty Lobb for about 2 months before we decided to even sign with them. Marty took his time with the Board addressed our million concerns and put us at ease. So far the talk is matching their walk! We look forward to a long and prosperous relationship. read more

I have never met such a incompetent manager before! Current manager of HPJP in Falls church is from Metropolis for my condo community. I'm the owner of condo unit, and my new tenant started lease this week. My condo parking system is run by Pango. Not to be towed overnight even in the assigned parking lot, all residents' vehicle should be registered in Pango system by manager. So this is an urgent issue to the new resident. However, manager ignored my request, my tenant's email to register him to the Pango system, and gave wrong information to my agent to be confused. He never answers to my email. I'm not talking about more complicated management issue such as high HOA, but the BASIC new RESIDENT/VEHICLE registration on the CONDO SYSTEM/PANGO PARKING SYSTEM! Manager has no idea what's the manager's responsibility at all and totally lack of knowledge what to do and how to do. I wonder who and why hired him. ISSUE: FADED BUILDING NUMBERS I reported to Metropolis on 7/27/2018 that the numbers on my building are extremely faded and barely visible from the parking area.... visitors and delivery people sometimes cannot find my building because they can't see the numbers; on 8/1/2018 Stephanie Mendenhall (from Metropolis) emailed me to say that buildings within Brookmeade would be getting address numbers re-painted. MORE THAN 1 YEAR LATER... the numbers are more faded than ever and NO work has been done to repaint or replace these numbers. They are one of the worst management companies, our building has complained so many times to them about the behavior of the renters in the building and it falls on deaf ears. I don't know why the board didn't do their research about them especially when they had bad reviews. There was a shooting in the building from the same apartment that continues to cause trouble and the cops said there are so many people registered to that apartment when it's only supposed to be about 3 people. This shooting almost killed a man and his child and it was affiliated with the apartment but yet they let these people stay and put the whole building in jeopardy and in harms way. The don't care of the wealth being of the residents, these people go in and out of the residence all night and morning snatching the door off to come in the building to do God knows what. Anybody can get in the building and cause harm to women and children. It's really sad. In the Bylaws the people that are affiliated with the suspect should be kicked out. I own a property in Chase Manor Community. I pay the HOA in full every year. This is the only property I own with an HOA that does not give fee reminders/vouchers/anything until you get a late notice. No courtesy reminder. I own numerous properties and every single year, this is only property that ends up getting paid in March because that is first late notice. I own a number of sites with hoa fees due at different times. C. Porters response is that I should just know due date and that I am irresponsible to not remember the amount or due date. I have to contact them EVERY YEAR TO GET LATEST FEE! Last communication regarding 2023 HOA fee was October 17, 2022. Not evena 2023 notice. This is Customer Service. They have been working with us for several years now. anyone who has worked with Management companies knows that they never make good on ALL of the promises they make. But what sets this company apart from the rest is that they try very hard at keeping them. They have given this Board of Directors very sound advice, and their knowledge of HOA laws in Maryland is impressive. The owners; Marty and Smita, treat us like a family. They answer all calls and texts in a timely manner. And if something goes wrong on their end, the owner is on the phone with me with a prompt solution. We have been through several Management companies in the past, this one is the best that we've had. Like I said, all management companies tend to under deliver on some promises. it is quite dismaying that the largest increase of the condo fees has just been imposed on the community since i have been here, and now envelopes for payment are not made available. likewise, ach was discontinued when metropolis began managing this property. even though other metropolis managed properties have access to the ach service the ach service is generated by the mgmt co, not the homeowner. i strive to pay regularly and timely. but the increased fees render a decrease in services which impair payment. read more

If I could give zero stars, I would. I am having a very difficult time getting an explanation and proper accounting for payments sent. I had to get cancelled checks from November 2021 to April 2022 to prove payments were made. Looking at the cancelled checks, I discovered that payments were deposited to the WRONG account and thus not credited properly. Then on 5/17, no one can explain where is my payment for May 2022 that was received on May 4th. Do not, I repeat do not use this company. Our HOA uses them and their practices are illegal. I've had 3 straight years of going to court due to their incompetence. Paid thousands in outrageous fees. They will never send the homeowners any type of notice that you owe HOA. Their online system is terrible and if you are one cent under what you owe they will send you to an attorney who will charge you 2-3 times the amount you owe in legal fees. Straight extortion. Even after you pay them, they will still serve you papers saying you owe them. Then when you try to call them, they will say it's a legal matter and refer you to an attorney! The problem is proliferating on the floor and they do nothing about it ! They don't respond to mail or call for updates . Yes they once in a while they call the pest control company who clearly doesn't want to get to the root of the problem so we keep them coming back for more fumigation! Our unit at Sligo Station Condominium, 601 Hudson Ave, has had a water leak in the kitchen for weeks and a water shutoff is needed by Nick and Metropolis to make the repair. But he has not responded to numerous phone calls or emails. This directly impacts all unit owners has the kitchen faucet has had a continuous leak for weeks while Nick and Metropolis can't find the two minutes to respond to coordinate a shutoff and repair. If you want someone who is obstinate and refuses to follow simple & clear instructions from the Board of Directors ask for Carey to be your Property Manager. If you want someone who is argumentative with the Board of Directors and insists on doing things her way instead of the Board's way ask for Carey Porter to be your Property Manager. If you want your list of Open Items for the Property Manager to be open for months at a time with no follow-up look for Metropolis as your HOA Property Management company. If you want contractors to show up at your community and do work that you didn't want done and then not have it corrected ask for Carey Porter as your Property Manager. If you want your receivables to grow with no collections activity for months sign-up with Metropolis. We have been through 3 property managers in less than a year with Metropolis. If you want to feel like you are paying money to a Property Management company and you are not seeing the load being taken off of the Board hire Metropolis. The owners have not been very responsive to the Board's expectations and requirements. I would like to comment on this HOA management company. I am the president of the board of management for Laurel Carriage Hill HOA. We are a neighborhood of 76 single family homes. We were self managed for 30 years and really blind to what we could be if we knew what Metroplis knows. Since hiring Metropolis things really started get better and after 2 years with this management company, things are really starting to turn around. Our board of directors dream up what would help homeowners and Metropolis makes it happen. It feels like Metropolis staff loves our neighborhood as much as we do. Their fees are very reasonable and they have a system that keeps all issues in order and tracked so you know exactly where you stand with the progression of every problems and success's. Nothing ever gets dropped. I have lived in my house since the Neighborhood was developed and have served on the board since 1984 and can see the difference with professional management. I appreciate having my grass cut often, but what is being cut when you have no grass and it has just been rocks for over 14 years. One morning, the landscapers were performing maintenance of our lawns and I heard a loud noise. I went to open my front door and all this shattered glass just fell inside the house from the security door because of the gravity or force from opening the front door. If you've seen security doors, you know that the glass can be touched from the outside or inside, especially an object flying at high speed from landscaping tools. All of this happened within approximately one hour 20 minutes of me going out the unbroken door initially at around 9:30am. By 10:40 am, after hearing a loud bang, my security door is shattered with a hole in the middle. Landscaping was the only high impact activity going on that morning but the Board stated that they didn't do it. The neighborhood is pretty quiet during these hours, and the only people out are walking their dogs. I have to fix my door and hope they don't break anything again because I have heard pings off of my windows and house during landscaping activities. This company does not respond or at least the representative for this company who manages my community. Today, residents were awaken by tow trucks blaring horns! Then I see residents cars being towed! The company contracted to do our re-pavement were there to do our grounds, the problem is, we were never notified by Metropolis!!!! Despite my continuous calls to Thomas of Metropolis for information the week prior. Thomas, our representative, has never responded to my inquiries about the re-pavement schedule. As a result, several cars were towed at seeming the expense of the owner!!! I beg to differ because I called 3 times on Wednesday, Oct. 10th the original date the pavement was to be laid. I called again on Friday, Oct. 12th to find out the new schedule. No return call. I called again today, Oct. 17th to find out why we were not notified. No return call. Please note...this company has more than one profile on Yelp and they all reflect POOR ratings! I lived in Park Place Condominiums for approx 7 years. The last year was the worst. I found out my landlord was illegally renting the unit...and I experienced firsthand the result of a corrupt condo association board and piss poor management company. Long story short -- the row of condos I lived in was mouse and rat infested. Stray cats roamed the property and picked through the trash on trash days..and crows, too, made a regular appearance to rummage through the litter. Calling this company, emailing the pictures... all went disregarded because a board member named Kelly was abusing her authority, bullying tenants, and lying about encounters. I had to call the city to send out pest control and they found so many violations that exacerbated the rodent issue, they recommended I move immediately. (Note: And it was at this time I found out my unit had never been inspected and approved for rental.) I communicated with legitimate reason the hazardous issues circumstances encountered at Park Place under the management of Metropolis and Benjamin C., the "community counselor" did nothing. He is the epitome of BAD MANAGEMENT. If you see ONE STAR for this company -- it is correct. They do the bare minimum. Check their many profiles on YELP! I've not seen one FIVE STAR review. So last week I came home around 5p to my immediate front door being a work zone. I'd not received one call or notice to explain what was going on. Imagine coming home to plywood on the ground and orange construction cone; and the next day when the wood is removed, a huge hole. No tape, no warning indicator, just five men in front of your unit and hole in front of your doorstep. When I called/emailed the management -- my messages went ignored and after four attempts, I just got the community counselor on the phone today and he had noise in the background, gave little acknowledgment of poor handling/wrongdoing, and seemed overall unconcerned with my safety concerns. How dare any of think it's okay to disrupt your quality of life and not so much as offer a reason. I had to speak to the plumbing crew to be informed of the activity and how long it would take place. As a mother, I also feel it only right to make special accommodations for my child (who travels to and from school solo) when such work is being done at the house. I was given no courtesy to plan for her being accommodated elsewhere to avoid the grown men and construction hazards at my doorstep. Geez, I don't encourage we think the worst but I want to do my best in making smart, safe decisions as a parent. Again, I had no clue this company was going to be on my property, let alone directly in front of the door. Not even the POSSIBILITY was communicated to me. My unit was the ONLY unit impacted and I was the only one in the dark. And all I got was a nasty apology from a board member named Kelly, who then fed false information of my concern to the management company; to which I assume is why he (Ben C.) then blew me off, though his staff assured over and over he'd call me back each day of the previous attempts to contact. Quick apologies without listening to the issue. Dismissive tones and body language. No respect. Whether the person owns or rents at a community, you should receive prompt courtesy and respect from the people managing the community affairs, especially when your concerns express impact to your safety and quality of life. Had I fallen down the unmarked hole, then what? Then later that day I had wet concrete in front of the door with a 24 hr dry time. Guess who notified me of that? Not the management company. The PLUMBERS left a note because I spoke to them early to get briefed on what the heck was going on! They were the ONLY apologetic party involved and said they thought I knew this was happening. Ugh...such a mess. Funny, Metropolis leaves a dozen of notices about parking and pool passes, but a 3.5ft hole in the ground of your doorway -- not important.
