Came here on a Wednesday afternoon to meet up with a couple of friends and work on our writing projects (note: the place his free Wi-Fi, but no electrical outlets, so make sure your laptop's fully charged).
The place was almost empty (and therefore quiet) when we got there, but it filled up nicely after 5 pm. The crowd's mostly composed of business people who work at or near the Parliament, all nice and friendly and none of them too loud and boisterous (which was pleasant for us since we were working).
The staff was exceedingly nice, which is always much appreciated! There was some delay in getting our bill at the end, since it had gotten a little crowded, but not outrageously so.
We haven't really tried the menu, except for some drinks (nothing out of the ordinary on that end), and some crepes "chocolat maison" which were very tasty and really filling!
I do believe they have specials for happy hour, but we didn't check it out.
