Some people come with friends, family, or kids and would prefer to sit at a table and actually relax. It also puts the staff in an awkward position because they have to constantly explain the rule to confused customers. A good happy hour should make people want to stay longer and order more, not make them feel like they're being forced into a specific seat just to participate. BBQ is supposed to be casual and hospitable. Unfortunately, this place managed to make it feel oddly rigid and inconvenient.
