My experience with Jennifer Pascal, a property manager with Clagett Enterprises was very negative…read more I was offered a lease that contained illegal clauses and did not respect Maryland Landlord Tenant Law. The lease contained typos and was never corrected / updated according to the Law. 1 clause stated that I was responsible for rodents and pests that may appear in the townhouse, 48 hours after occupancy. During Showing, Jennifer stated that tenants are not responsible for the care of the small lawn. Yet the lease stated the opposite. Getting Jennifer to correct the lawn care and other lease clauses, was a nightmare. There was a "Possession Clause" which stated that the property may not be available, upon the beginning of the Lease term, even though rent has been paid. The Lease was 1 sided and sketchy. When I asked Jennifer for a law-abiding lease, my request was denied.

The fee started at $90 and is now $354 for snow and grass removal. The grass is contaminated and full of weeds because it hasn't been maintained properly, yet they do nothing to fix it. There are also issues with parking and traffic, but they continue to ignore them. Make sure you understand the role of the HOA in your community. They are supposed to solve problems, but they don't. I keep wondering where all that money is going.

I'm not sure Victor ever really knew who we were and I can't be sure he ever visited the apartment before things really went to crap. He completely missed a major toilet leak--even after the tenant moved out--which left us with a cumulative $5,773.14 water bill. Then Scout didn't handle the tenant's voucher renewal properly, with no warning to us, which made the tenant move out early and cost us rental income. Even worse, we've now been stuck for several months without a tenant and have had to cover all the turnover costs ourselves. Despite that, Scout still charged their full management fees while barely responding to us. All of a sudden, Scout dropped us as clients (including our neighbors who were clients also), kept the fees, and stopped returning calls. Our next‑door neighbors had the same experience -- and told us their tenant was even offered an apartment at another property managed by Scout. Everything started fine but turned into one expensive, stressful mess. Don't hire Scout Properties unless you want poor communication, big bills, and months of lost rent.

I thought I…read morescored a deal when I recently moved into a unit on Bunker Hill Rd (early June) managed by this team, however, I have had a mixed experience. While some communication has been responsive, the overall condition of the apartment and follow-through on certain issues have been disappointing. Upon move-in, the unit was not thoroughly cleaned. There were hardened food splatters in the microwave, a dirty stovetop, stained cabinets, filthy outlet covers and light switches, and windows that looked like they had never been cleaned. One of the bedroom windows didn't open at all. The living room and bedroom floors were also worn and splintered--rough enough to tear pieces off my mop while I was cleaning. I submitted an inspection report with photos and received a response from the property manager acknowledging the concerns. A bathroom wall hole was patched (though the repair was done without any coordination or notice), and I was told the chipped toilet tank issue was being reviewed with the landlord. As of now, I haven't received a follow-up. I was also told the technician would be reminded to be more mindful of cleanliness, as the workspace left behind wasn't ideal. The most concerning issue, however, was finding a roach inside the microwave--before I had even used it. That was the final factor that led me to submit an early lease termination notice 22 days after receiving the keys. I'm giving 3 stars because rent payment through the portal was convenient, and Victor did respond to some of my concerns (however, it felt like he never responds to an email in its entirety). But the move-in experience, unresolved maintenance issues, and poor communication has bothered me entirely. I hope more attention is given to preparing units for future tenants and being more efficient in communication.

Most 5-star ratings come from property owners or contractors hired to perform repairs at minimal cost. Renters tell a very different story. My husband and I moved into 131 Cypress Point Drive on February 1, 2025. By the end of that first week, we were already ready to leave. What followed was a deeply distressing experience filled with dishonesty, neglect, and emotional strain. We are not exaggerating. We are currently in court seeking accountability for what this company put us through. What You Need to Know - Security Deposits: The most consistent complaint from renters is that they never receive their security deposit back. We are among them. - Dishonesty: We were repeatedly misled by staff, especially Laura and Tina. Promises were broken, and concerns were dismissed. - Walkthrough Advice: Before signing anything, inspect every drawer, closet, wall, and floor. Take detailed photos during your move-in walkthrough. Document everything. - Lease Review: Read every word of the lease. Ask questions. Don't assume anything will be handled fairly or transparently. Rent Increases Without Justification When we moved in, we were paying $2,550 per month. The family before us paid $1,900. The tenants before them paid $1,700. Now, the company is asking $3,075 for the same property. This pattern of steep, unjustified rent hikes is alarming--especially given the condition of the home and the lack of responsiveness to tenant concerns. The house simply does not warrant this price. It's not an upgrade--it's exploitation. Photo & Documented Evidence We've attached a PDF titled "ALL PICTURES OF INSIDE HOUSE Move In Day 02012025" that includes: - Basement flooding and mold due to a clogged sump pump--reported but ignored. - Kitchen damage including broken drawers, rotting cabinets, and an uncleaned oven. - Master bathroom mold and rot around the shower door and base. - Bedroom walls in poor condition, unpainted and visibly dirty. - Living room ceiling leaks and patchwork caused by unresolved plumbing issues. - Clogged gutters leading to water pouring into the garage. - Bugs on windowsills, dirty carpets, and makeshift tile repairs. - Utility bills and maintenance cancellations that show neglect and lack of accountability. These photos and notes were taken on move-in day and throughout our tenancy. They speak for themselves. Emotional Impact We've had doors slammed in our faces simply because of our association with this property and its representatives--especially Patrick Blood. The emotional toll has been immense. It feels like a blessing to be out of that environment, but the damage remains. Final Words of Caution Please be careful. We are not joking. We are trying to prevent others from going through what we did. If you're considering this property, do your homework. Protect yourself. Not only did they raise my rent over 400$ from my original rent; they took forever with repairs and eventually I felt unsafe living there due to how incredibly uncaring and literally offensive their office staff is. Poison Ivy literally blooming in the yard, a leaky kitchen sink that took 3 weeks to fix and caused damage for the property owner They made horrible comments when my Dad died, and about his blindness while he was alive. We were on a fixed income and with their hidden fees; I cannot and will not support their incompetence anymore I am in a place with no AC now, and like half a window, and I'm just so glad I'm no longer in an abusive relationship with this company. I adored my old place. DO NOT TRUST THIS OFFICE WITH YOUR PROPERTY MANAGEMENT NEEDS.

We rented a unit in Parkfairfax managed by this property management company and their "property…read moremanagement" was a disaster. I experienced constant flooding and sewage leaking from the kitchen sinks (yep, 2 sinks), giant sized insects invading our space, decaying floor boards from water damage, 3 years of uninterrupted mold and mildew, the need for a dehumidifier requiring 4 buckets of water to be dumped daily, and the last stray was a bathroom ceiling leaks flooding the unit requiring a 1 month stay in the hotel paid for by my insurance and I still had to pay the rent for my unit. During those 3 years, I suffered terribly from respiratory problems for the first time in my life. No empathy shown by the leasing agent or landlord for the major and myriad inconveniences. Upon returning to the unit in addition to the floor repairs they used substandard contractors to paint the walls. During my stay at the hotel (on my insurance's dime, mind you despite paying the full month's rent DURING it's renovation) I was not notified that the walls would be painted until AFTER the work was done, nor was my artwork removed from the walls prior to painting. The substandard painters merely painted around my artwork. Essentially their substandard painting contractors sealed the damage free adhesive to the walls with the paint making the artwork impossible to remove without damaging the wall. Moreover, the substandard contractors also painted over the back door sealing it shut. Upon move-out, the property management company wanted to penalize me for the damage caused by their own substandard painters shoddy work, since there're still holding on to my security deposit. Avoid renting through this "property management" company at all costs

As a prospective renter, my experience was very poor. The man who showed me the apartment I was…read moreinterested in was very nice, but didn't know much about the property or me (he was waiting in a different unit than the one I wanted to see because he got mixed up). That would have been fine. But what really annoyed me was the application process. The management is not familiar with more modern ways to verify employment and income (such as third party service) and insisted on unredacted pay stubs - which is much less secure. The interaction as we went back and forth was rude and reminded me of scammers trying to get one to divulge information urgently (because so many people are interested in the apartment!) at the cost of better judgement. In trying to get more information from me they cited their "policies" but being unable to articulate why their policy insists on having the information I didn't want to share (like my pre-tax deductions) This conversation was not with some mid-level employee but what seemed to be the owner. I should hope he could articulate the reasoning behind his own policy! To me, this company clearly orients themselves to customer service of property owners, not renters. Which fair enough, but it doesn't mean I have to like it. To the reader/renter: Don't let these people bully you!

Prompt responses to emails, quick answers to phone calls, transparent updates throughout the process, and even reassurances to call you back if they are tied up at the moment (and they actually call back as soon as they can!) Since my roommates and I are all out of town at the moment, and unable to tour the property in person prior to signing the lease agreement, Hanna assured me that her assistant Johnny would send me a video tour the following day. And sure enough, the next day - Johnny had a detailed video tour of the home in my inbox. Any question I had about the property, Johnny was able to answer. We so look forward to working with Hanna and her team during the duration of our lease agreement. If the last week is any indication of how our experiences will be as Rent the District tenants, I very much look forward to staying at this property. Hanna and Johnny were both very friendly, and professional. I will recommend Rent the District to any of my friends who look to rent or have property management services in DC. Thank you again!
