That would have been fine. But what really annoyed me was the application process. The management is not familiar with more modern ways to verify employment and income (such as third party service) and insisted on unredacted pay stubs - which is much less secure. The interaction as we went back and forth was rude and reminded me of scammers trying to get one to divulge information urgently (because so many people are interested in the apartment!) at the cost of better judgement. In trying to get more information from me they cited their "policies" but being unable to articulate why their policy insists on having the information I didn't want to share (like my pre-tax deductions) This conversation was not with some mid-level employee but what seemed to be the owner. I should hope he could articulate the reasoning behind his own policy! To me, this company clearly orients themselves to customer service of property owners, not renters. Which fair enough, but it doesn't mean I have to like it. To the reader/renter: Don't let these people bully you!

Prompt responses to emails, quick answers to phone calls, transparent updates throughout the process, and even reassurances to call you back if they are tied up at the moment (and they actually call back as soon as they can!) Since my roommates and I are all out of town at the moment, and unable to tour the property in person prior to signing the lease agreement, Hanna assured me that her assistant Johnny would send me a video tour the following day. And sure enough, the next day - Johnny had a detailed video tour of the home in my inbox. Any question I had about the property, Johnny was able to answer. We so look forward to working with Hanna and her team during the duration of our lease agreement. If the last week is any indication of how our experiences will be as Rent the District tenants, I very much look forward to staying at this property. I was charged: $119 for Sewer $139.16 for water $558 in "Miscellaneous" charges such as apparently mowing the grass lol. And $550 in carpet, not $800. Oh and also, I spoke with the apparent carpet guy, who does not own a business for carpet install. He does not recall installing carpet? He had no idea what I was even talking about and denied owning a company called "Julio Perez Carpet Sale"(that was the invoice you sent me) Also, your other invoices from your "Miscellaneous" charges that you had your "Contractor" perform(installing flooring and apparently unclogging drains) does not have an active license from the MHIC, I checked multiple Times and even searched him by name. A recent example: my AC went out on a Saturday during the brutal heat wave (110 heat index). I'm not sure Victor ever really knew who we were and I can't be sure he ever visited the apartment before things really went to crap. He completely missed a major toilet leak--even after the tenant moved out--which left us with a cumulative $5,773.14 water bill. Then Scout didn't handle the tenant's voucher renewal properly, with no warning to us, which made the tenant move out early and cost us rental income. Even worse, we've now been stuck for several months without a tenant and have had to cover all the turnover costs ourselves. Despite that, Scout still charged their full management fees while barely responding to us. All of a sudden, Scout dropped us as clients (including our neighbors who were clients also), kept the fees, and stopped returning calls. Our next‑door neighbors had the same experience -- and told us their tenant was even offered an apartment at another property managed by Scout. Everything started fine but turned into one expensive, stressful mess. Don't hire Scout Properties unless you want poor communication, big bills, and months of lost rent.

While some communication has been responsive, the overall condition of the apartment and follow-through on certain issues have been disappointing. Upon move-in, the unit was not thoroughly cleaned. There were hardened food splatters in the microwave, a dirty stovetop, stained cabinets, filthy outlet covers and light switches, and windows that looked like they had never been cleaned. One of the bedroom windows didn't open at all. The living room and bedroom floors were also worn and splintered--rough enough to tear pieces off my mop while I was cleaning. I submitted an inspection report with photos and received a response from the property manager acknowledging the concerns. A bathroom wall hole was patched (though the repair was done without any coordination or notice), and I was told the chipped toilet tank issue was being reviewed with the landlord. As of now, I haven't received a follow-up. I was also told the technician would be reminded to be more mindful of cleanliness, as the workspace left behind wasn't ideal. The most concerning issue, however, was finding a roach inside the microwave--before I had even used it. That was the final factor that led me to submit an early lease termination notice 22 days after receiving the keys. I'm giving 3 stars because rent payment through the portal was convenient, and Victor did respond to some of my concerns (however, it felt like he never responds to an email in its entirety). But the move-in experience, unresolved maintenance issues, and poor communication has bothered me entirely. I hope more attention is given to preparing units for future tenants and being more efficient in communication.

I experienced constant flooding and sewage leaking from the kitchen sinks (yep, 2 sinks), giant sized insects invading our space, decaying floor boards from water damage, 3 years of uninterrupted mold and mildew, the need for a dehumidifier requiring 4 buckets of water to be dumped daily, and the last stray was a bathroom ceiling leaks flooding the unit requiring a 1 month stay in the hotel paid for by my insurance and I still had to pay the rent for my unit. During those 3 years, I suffered terribly from respiratory problems for the first time in my life. No empathy shown by the leasing agent or landlord for the major and myriad inconveniences. Upon returning to the unit in addition to the floor repairs they used substandard contractors to paint the walls. During my stay at the hotel (on my insurance's dime, mind you despite paying the full month's rent DURING it's renovation) I was not notified that the walls would be painted until AFTER the work was done, nor was my artwork removed from the walls prior to painting. The substandard painters merely painted around my artwork. Essentially their substandard painting contractors sealed the damage free adhesive to the walls with the paint making the artwork impossible to remove without damaging the wall. Moreover, the substandard contractors also painted over the back door sealing it shut. Upon move-out, the property management company wanted to penalize me for the damage caused by their own substandard painters shoddy work, since there're still holding on to my security deposit. Avoid renting through this "property management" company at all costs

Then I realized: a)…read moremost were outdated, b) several placed unrealistic expectations on PMP either because the immediate situation was out of their control or individuals did not fulfill THEIR responsibilities and c) PMP touches several thousand living units and people who are satisfied with their services don't take time to praise PMP's efforts. They are in a business that enforces rules established by the HOA or state/federal law. Most people abide by those rules. Unfortunately some of those that don't unfairly point to the property management company as the culprit. Our HOA (which I am past President) interviewed other property management companies and found PMP to be the best prepared and most professional among the group.

They make promise after promise with regard to maintaining their properties with absolutely no follow-through. They charge an outlandish HOA fee providing the legal minimum in return, and will charge huge assessment fees whenever they need to collect more money--I can only assume--because they failed to manage their business expenses appropriately in the recent past. If you reading this review in consideration of living on one of their properties, be warned, you will NOT be happy.
