That would have been fine. But what really annoyed me was the application process. The management is not familiar with more modern ways to verify employment and income (such as third party service) and insisted on unredacted pay stubs - which is much less secure. The interaction as we went back and forth was rude and reminded me of scammers trying to get one to divulge information urgently (because so many people are interested in the apartment!) at the cost of better judgement. In trying to get more information from me they cited their "policies" but being unable to articulate why their policy insists on having the information I didn't want to share (like my pre-tax deductions) This conversation was not with some mid-level employee but what seemed to be the owner. I should hope he could articulate the reasoning behind his own policy! To me, this company clearly orients themselves to customer service of property owners, not renters. Which fair enough, but it doesn't mean I have to like it. To the reader/renter: Don't let these people bully you!

Since my roommates and I are all out of town at the moment, and unable to tour the property in person prior to signing the lease agreement, Hanna assured me that her assistant Johnny would send me a video tour the following day. And sure enough, the next day - Johnny had a detailed video tour of the home in my inbox. Any question I had about the property, Johnny was able to answer. We so look forward to working with Hanna and her team during the duration of our lease agreement. A recent example: my AC went out on a Saturday during the brutal heat wave (110 heat index). John even came over and replaced the batteries on the smoke detector when I couldn't figure out which one was low and the beeping wouldn't stop. Our microwave broke and I messaged John and it was replaced within a few days. In my experience Scout Properties is a great property management company. I'm not sure Victor ever really knew who we were and I can't be sure he ever visited the apartment before things really went to crap. He completely missed a major toilet leak--even after the tenant moved out--which left us with a cumulative $5,773.14 water bill. Then Scout didn't handle the tenant's voucher renewal properly, with no warning to us, which made the tenant move out early and cost us rental income. Even worse, we've now been stuck for several months without a tenant and have had to cover all the turnover costs ourselves. Despite that, Scout still charged their full management fees while barely responding to us. All of a sudden, Scout dropped us as clients (including our neighbors who were clients also), kept the fees, and stopped returning calls. Our next‑door neighbors had the same experience -- and told us their tenant was even offered an apartment at another property managed by Scout. Everything started fine but turned into one expensive, stressful mess. Don't hire Scout Properties unless you want poor communication, big bills, and months of lost rent.

I experienced constant flooding and sewage leaking from the kitchen sinks (yep, 2 sinks), giant sized insects invading our space, decaying floor boards from water damage, 3 years of uninterrupted mold and mildew, the need for a dehumidifier requiring 4 buckets of water to be dumped daily, and the last stray was a bathroom ceiling leaks flooding the unit requiring a 1 month stay in the hotel paid for by my insurance and I still had to pay the rent for my unit. During those 3 years, I suffered terribly from respiratory problems for the first time in my life. No empathy shown by the leasing agent or landlord for the major and myriad inconveniences. Upon returning to the unit in addition to the floor repairs they used substandard contractors to paint the walls. During my stay at the hotel (on my insurance's dime, mind you despite paying the full month's rent DURING it's renovation) I was not notified that the walls would be painted until AFTER the work was done, nor was my artwork removed from the walls prior to painting. The substandard painters merely painted around my artwork. Essentially their substandard painting contractors sealed the damage free adhesive to the walls with the paint making the artwork impossible to remove without damaging the wall. Moreover, the substandard contractors also painted over the back door sealing it shut. Upon move-out, the property management company wanted to penalize me for the damage caused by their own substandard painters shoddy work, since there're still holding on to my security deposit. If you need an example, just drive through The Commons of Avalon, in Frederick, MD to witness it first hand. They make promise after promise with regard to maintaining their properties with absolutely no follow-through. They charge an outlandish HOA fee providing the legal minimum in return, and will charge huge assessment fees whenever they need to collect more money--I can only assume--because they failed to manage their business expenses appropriately in the recent past. If you reading this review in consideration of living on one of their properties, be warned, you will NOT be happy.
