I was really surprised at the number of negative reviews PMP has received. Then I realized: a) most were outdated, b) several placed unrealistic expectations on PMP either because the immediate situation was out of their control or individuals did not fulfill THEIR responsibilities and c) PMP touches several thousand living units and people who are satisfied with their services don't take time to praise PMP's efforts. They are in a business that enforces rules established by the HOA or state/federal law. Most people abide by those rules. Unfortunately some of those that don't unfairly point to the property management company as the culprit. Our HOA (which I am past President) interviewed other property management companies and found PMP to be the best prepared and most professional among the group. read more

They don't like to enforce their own hoa rules which they can violate but you can't. Try to drag out issues that are simple so hopefully you will just stop calling. I understand now how they have a 2 star rating which is 2 more than they deserve. read more

We rented a townhouse in Frederick through PMP and had a pretty good experience. They were respectful about giving us advance notice if they needed to do anything to the interior or exterior of the property. They have an easy online portal to make requests or to pay your rent. Most of the people I dealt with were professional. We received most of our deposit back with a reasonable amount taken out for carpet damage. I was pleasantly surprised. read more

I am a tenant in one of the PMP neighborhoods, and I would never consider purchasing the home. It's unfortunate that the owners pay monthly, and I don't see that they receive an equal benefit. There's a drainage ditch that they refused to dredge, and by mid-summer, nobody can sit outside due to the preponderance of mosquitoes. Fences along this ditch have been broken for months, and one for years. The wood has simply rotted away, and nothing is ever repaired. read more

I wish there was an option to select ZERO or TERRIBLE. I have tried to contact this terrible company for a month straight. When I was not receiving the service I was hoping for, I went to Better Business Bureau. Normally, they come back to you with a compromise or resolution. Instead, this company just closed my case saying there was nothing they can do. Are you serious? Take a look at your feedback. You have not one positive remark. Is that how you want your company represented? I am a coworker in Leesburg. Over the blizzard, we didn't see one plow truck for 3 days. Yes, we are aware how much snow we got and that you had to bring in other means. Why when we called on Saturday, were we told by a receptionist that we would get a phone call back and no one ever did? Silly us for expecting her to do her job. We called back Sunday. Same thing. This time, we didn't fall for it. She gave us the lame excuse of "I'm really sorry, but someone will return your call." No one did, of course. Maybe your receptionist do not know how to take a message or they are just an answering service. You could get a machine and not pay someone to say that, just an FYI. Finally called back again on Sunday. Still nothing. We finally asked for a manager. We pay an HOA dues. Where is our money being serviced at? You pocketed our money so someone can sit at home on their couch and not do their job. Very nice. Sunday night, we were told someone would be there on Monday. No one here yet. Called on Monday afternoon. Was told to give them until noon. Then it was 3pm. The sun sets and still NO ONE!!!!! At this point, I have gone to the CEO. This is who was providing me with that information. WHAT A JOKE! Again, you have my money. Why are you not working? If I didn't do my job, I would get fired. Tuesday morning, still NOTHING. At this point, the neighbors give up with their pathetic, terrible and worthless HOA and start digging out themselves. They create a path so we can get out and get to our jobs. Much like the HoA believes. Then, I get a message saying that "oh we don't know why you did that because a plow truck was in your area on Tuesday night." Are you kidding me?!?! That is like boy who cried wolf! You told me they would be here on four different accounts. Your receptionist told me 3 times someone would call back. NOTHING EVER. And I'm paying you for what?!?! And you so easily close out my case? I'm not done complaining about you all yet. I'm still waiting for my prorated reimbursement for January 2016. You didn't do a job that is written in my paper work for you to do. And because of that, I want my money. If possible, DO NOT use this company. Good luck going to the CEO Ed because he is the one that told me everything above. This company is terrible and will be hearing from the residents at the next meeting. My girlfriend lived in her apartment for 3 years. She always paid her rent and water bills on time. When she moved out we tried to match the paint to cover any scuff marks on the wall, figuring after 3 years they would be obligated to paint the apartment anyway. Well of course not!! They dinged her for the paint not matching and charger her over $900 to paint. We had scrubbed that house from top to bottom and I know in that neighborhood, houses were left in much worse shape. We were really counting on that deposit being returned to us for the next place. So if you rent from these crooks, do yourself a favor and just write off your deposit and don't bother cleaning. Spring Ridge office is very poorly managed. It's very difficult to reach an actual living person. If you do get to speak to someone the Community Manager, Victor Roche, and Assistant Community Manager, Nadena Mowry, are exceptionally rude and condescending. Maintenance issues in and around the condo buildings frequently go unrepaired. Over 2 years ago I reported that some of the buildings outer trim is rotting, leaving holes that animals have been going into to nest in. Over a year ago I reported large broken tree limbs dangling precariously close to the buildings balconies, every time it storms the broken limbs come perilously close to damaging balcony railings. Attempts to contact anyone at the main PMP office to report the issues with the communit office get blocked by their secretary and rerouted vack to the community office you are already having problems with. read more

This is without a doubt the most corrupt management company I've ever dealt with. They protect slumlords and will steal your security deposit. Look at my move in pictures and see my mold and mildew report that this crooked company allowed to happen , they also allowed a neighbor who was a shady old man that was captured on my Ring security system to take pictures of my 8 yr son playing out front of my house as well as my personal property and not warn those owners who live in Texas to not encourage the neighbors to engage in that behavior but instead they sent me a violation letter without checking to see themselves if there was a actual violation , and there was not , the property manager broke into my house 3 days before a inspection and thought it was funny when after dropping my son off at school I came home to find a stranger going through my stuff and then when he started laughing I realized it was the actual property manager 3 days early and going through my personal property thinking it was funny I thought he was a thief who broke into my house , the house had a major foundation leak but they rented out this moldy swimming pool anyway and had the guts to keep my deposit after I left because of the dangerous mold levels , they allowed me to leave my lease 6 months early because of the black mold that endangered my son , 5 months of major doctor visits for my son that ended once I moved out ! I strongly recommend not using this company to manage your property. I had them for years and paid them 8% a month usually to do nothing but collect the rent. A fee in the agreement that I somehow missed is they charge 10% for any repairs above $500 for the year!?! I was charged hundreds of dollars because they coordinated a contractor to make repairs. What exactly is he 8% a month for? They will charge you again if they actually have to do any kind of management. Shady company. Avoid it. read more

They say that a property with an HOA will retain its value better due to the rules that govern the community. I think the opposite. $50 a month for downright FRUSTRATING garbage handling, 7AM on Saturday lawn mowing behind my house, and a slew of other backhanded "benefits" that really are more like hassles. Not to mention that this company is one a few backward-thinking organizations that think that I should have to pay an additional $5 fee, every month, to pay my dues over the internet. But, they only issue a late fee every 90 days, so I simply wait 3 months, take the late fee, and pay a single time for the $5 charge, and since the late fee is less than $10, I end up making a single payment for three months worth of dues, and save a few bucks instead of paying the $15 in "convenience fees" over three months. So absurd. I don't see how my money going straight to their account via online payment warrants a fee, while having to have a person sit and open an envelope, endorse a check, drive it to the bank, and then waiting for it to clear. If anything, it seems that paying online is a convenience for THEM. I personally join the throngs of 20-30 somethings that think of an HOA as a negative attribute when buying a house. Forced monthly dues for as long as I own the place? Some busy-body telling me I didn't mow my grass low enough? Threats to tow my new car parked on the street in front of my house because the retiree across from me doesn't recognize it? All these hassles sound like a NEGATIVE IMPACT ON MY PROPERTY'S VALUE if you ask me. No HOA will ever force me to give them my "business" again, and I'm part of a huge demographic that thinks the same. Keep that in mind when thinking about "resale value" when you buy your next house! read more

I unfortunately had the non pleasure of purchasing a home where PMP was the management company. I love my home but the HOA president is a heartless and cold person. We were kept in the dark about a landscape easement on our property right up to closing and when applied for fencing per HOA guidelines it was denied. At no time before or during the purchase were we made aware of this. Furthermore Carla Coffee the "President" was condescending and rude to us when we inquired as to why it was denied. I'm an owner of a very expensive condo. For months I complained about ants coming from the outside into the kitchen. I have cancer and little energy. I also complained about poor grading of the grounds when it froze and later melted some water would penetrate into my ac outside closet. There was always procrastination although we pay a very high HOA. I am very unhappy with their job! And they also expect us to clean the ice and sprinkle the salt!! Most of us are older!! No option to choose 0 star. We currently rent a property through PMP. We read some bad reviews about them but decided to ignore them thinking it's the exception and not the norm. We were wrong. Please do not get us wrong. We pay our rent on time and we take care of other people's property like our own. From day one, it was a nightmare after we signed the lease. But what can we do? That's probably why they treat us the way they do because we are stuck in the lease. House was rented to us dirty. We had to clean the entire house from top to bottom. Toilet bowl had dirt rings in it. Freezer still had food in it. Baseboards and floor were dusty. Trash cans were full. Walls had marks. You know what the property manager told us? That the perception or standards of cleanliness varies from one person to the next! What? We assumed these would be taken care of prior to us moving in. Previous tenants moved out a few days prior. They still had stuff they left behind. Since then, communication with them is a nightmare. We email and call and if we're lucky, we might get a response after a week. They do not care about the renters. They might look out for the property owners. We will never rent from them again and believe me, this is their norm. We get attitudes from their property managers and if you're fortunate enough, they might respond to your emails. They are getting a fee from the property owners for basically doing nothing. We like the house we are renting, and it's location etc. However, because of PMP, we will not be extending our lease. They treat us like they're doing us a favor. We have options in life and dealing with them is one we prefer not to do ever again. Probably will not buy from Spring Ridge either since they are the Homeowners Association there! It looks like most of the property management companies act like puppets to the Board of directors and PMP is no exception. Our community does look better but I am getting weird letters that my 15 pound dog is apparently ruining the grass on the common islands and i should take my dog to the rear yard of my house. They also go on to mention that the dog should not be a nuisance to the homeowners and somehow my dog peeing on the common area outside is a nuisance? They send this letter to me while the president has 4 dogs and she always takes her dog out to the common area. read more

I have had this company manage my homeowners association where I live currently since 2013. I have always did what they recommended done to my house since I purchased my home which at times has been just Knick picking. Recently within the last couple months the tow company, Dorsey's towing, has been basically stalking and almost feels like harassing our neighborhood. This is the company that is under contract with PMP. I have had several altercations since this year with Dorsey's and have notified PMP regarding this with no sympathy or help. Recently my son, who is a minor, parked in our parking spots for 20 mins after school to let our dog out. Dorsey's came through very rude telling him he can't park there being very rude insisting he needed to move when first this is my parking spot second he is a child and third he had only been there 10 mins which seems that they just stalk parking lots trying to make money. A couple days later I wake up to my car being towed in the middle of the night. PMP was notified I had lost my parking tag recently because of a flood in my house and I just haven't had the money to replace it which is $100 which is absurd to me for a plastic tag which breaks easily. I have had the same 2 cars parked there for years. I had to pay $200 to get my car out of impound and PMP could careless from emails back and forth regarding this issue. I have had my parents harassed when they parked there for a couple minutes, when moving back in from my house being renovated I didn't have my tag hanging up I was there for 30 mins and they were out there ready to tow. It's ridiculous to live somewhere where I pay a mortgage plus homeowners fees every month to deal with this type of harassment. I have pulled the bylaws up and actually PMP is in violation of some things stated on them. I've had no help from them regarding any of these issues and am left no other option but to legally pursue other options. It's absolutely crazy that I have to live in a neighborhood where I pay a mortgage, taxes and fees to an association and be harassed the way I do. I will definitely make sure this gets out further then this due to the fact nobody even cares about my issues. I have emailed the CEO and president with no response which is very sad. It's one thing to regulate parking and illegal cars but to harass people for no reason is ridiculous. read more

Really, all the 1 star reviews are right. HORRIBLE customer service. Changed my credit cards, so I needed to set up an automatic payment again. Spent about an hour on the phone with someone who was just not qualified for the job at all. First it was a woman, who told me I would get an email within 20 minutes--no email. I called again and tried to set up an automatic payment for an hour. I had to repeat my bank account probably 4-5 times. Every time the person (male) on the other end would lose it. I had to have him read it back to me in the end to actually make sure he wrote it down. I wanted to 1)pay the amount owed, which was larger than a monthly fee and 2)set up an automatic payment. He continued to ask me if the larger amount was the monthly payment. This went on in circles for about an hour. He told me I'd be getting an email within the next hour (conveniently they were closing within that hour). No email months later. Just got a bill for previous month. No one even attempted to set up any automatic payments or pay the fee I had. Now I am going there in person because obviously phone communication is impossible with these people. My expectations of complete incompetency were exceeded. I will contact our HOA to see if we could change from this awful company. It would be almost comical how terrible this service was if it didn't involve my money. read more

This company is unbelievable. My daughter lived in Ambertowne on Heather Ridge drive for one year and barely made it out alive. They let her live in a unit with faulty wiring and an oven that blew sparks, they were not going to do anything about and told her she could go OUT to eat!!! I had to call and threaten to take legal action, The neighborhood over there is horrible and when her car was hit by a stray bullet, we tried to get her out of her lease, they said no. Now that she is moving they are charging her for cleaning after she already made it cleaner than when she moved in and the worst part is they are adding a bogus (parking pass) fee of $200 to her security deposit fees!!!! Parking pass? really there is no charge to park there. They are taking huge advantage of young people there and I hope everyone reads this and tries to protect others from being ripped off by these people. It is disgusting to do business this way and they should be ashamed of themselves. I have always encouraged my children to do the right thing and pay their debts, but in this case, i wish i would have told her to leave without paying the last months rent!!!! If there was a rating of zero stars, PMP would receive that rating. The experience with PMP from the beginning was wonderful. That is, the first meeting I had with them when they wanted to list my home and have me sign a lease agreement. However, as soon as the lease agreement was signed, everything changed. I could no longer reach my property manager and every message that I left for her took at least 10 days for a response, if I received one at all. When we did have a potential Tenant, I was never provided any background information, references, or credit history so I could make an educated decision on whether this Tenant was the right Tenant to for the property. I did not need to see the exact credit report or background check, but I should have been made aware of any red flags which were out there, which I was not. Documentation such as Renter's Insurance information, conferment of direct deposit information so that I could receive rent from the Tenant, and other documentation such as using contractors in their area that I had experience with, etc.....was never provided to me (the owner) by PMP even after numerous written and verbal requests. From the assistant who worked with my property manager, to the property manager, all the way up to the owner of the company (her name is in a response on this website) were unprofessional, dishonest, and in all manners of speaking just plain rude. This is the worst experience I have ever had using a Management company and I have been doing this for 14 years. I would recommend to any owner who is looking for a Management Company to manage your property to seriously look elsewhere. I strongly believe that not only were they dishonest with me, but also with my Tenant. She was made false promises about upgrades to the property which she could do and also that the owner promised would done both before and during her Tenancy. I have never spoken directly to the Tenant at the request and rules of the owner of PMP. Even though these were items that were never in the lease agreement, the Tenant was told that the Owner gave permission to do certain things in the house, which I had never even heard of before. It truly made for a horrible experience for both parties. I can safely say this even though I have never spoke with the Tenant. The Tenant has told a lot of neighbors how the Owner is such a rich jerk (I am not rich by any means) and refused to upgrade items in the house which were promised to her by PMP. The neighbors have tried to speak with PMP regarding the maintenance and condition of the property, all of which were ignored. When I reached out to PMP about the concerns brought up by the neighbors, they refused to make a trip to the property to speak with the Tenant even after I informed them of the numerous H.O.A. complaints from the neighbors and other home owners. One of the previous individuals who responded here was right, they basically get paid to do nothing. The owner of PMP was one of the most unprofessional people I have ever met, even to the point of insulting myself and my family in certain ways. I wish there was someone I could talk to in regards to the treatment by PMP to myself and my family, but I am not sure where to even begin. I can't even get copies of legally required documentation. I felt like my interests, the interests of the Tenant, the maintenance and overall condition of the property, and the concerns of the neighbors (considering the property is in an area with a Home Owner's association) did not matter in the smallest bit to anyone at PMP, especially the owner of the company. Once PMP received the largest portion of their money, the 75% first month leasing fee, they did not care at all what happened to myself, the property, or the Tenant. Please do your research both Owners and Tenants and find another company. Do not put yourself with a company like this. You will REGRET it until it's over. read more

I have used PMP's rental management services for over 15 years and couldn't be more pleased nor would I consider changing to someone else's service. I'm sure there are other companies in the Frederick area who provide this same kind of service and perhaps they do well at insuring your unit remains rented and that you receive your rental proceeds and all this is important. PMP however, surely has the best personnel performing the management functions on which I depend. Every contact, every service, every follow through is accomplished very timely, very courteously, and very professionally. Above all, that which puts PMP at the top for service provided is, for me, I can be as hands off as I choose regarding my properties. Certainly there are those owners who want to be hands on and that's fine, but its not me. PMP seems to adjust their level of involvement and performance to what the client wants. I can honestly say there is nothing I want from them that I'm not getting. Its been a great relationship and one I intend to maintain. read more

I rented from PMP for the last two years. They were good, not great by any means, up until the "end". I rented a 3 story townhouse from them and I was the first tenant for the owner of the property. The staff member Amanda that did the intake inspection 2 years ago was wonderful. SHe was very tenant oriented. She did her best to document all the defects in the property on the written form however there were many that never made it on the page. Per PMPs lease instructions, I followed all the requisites for the move out inspection exactly. This included professional steam cleaning of the carpets and flea and tick treatment by a professional exterminator. However, I used the companies that PMP recommended and that was a mistake. It seems as though they have some kind of behind the scenes agreement to help rape tenants of their security deposits. After having the carpets thoroughly cleaned, they claimed there was animal damage and smell that had not been eliminated. The carpet was still wet from the cleaning and they enlisted the company to test for areas of urine that relied on wet spots. They then proceeded to tell me that the normal wear and tear on the carpet over the last 2 years (which looked amazingly better from the steam cleaning.....the carpet looked worse when I first moved in!) was excessive and I would need to split the cost of replacing the carpet in the entire upstairs of the house even though the areas they were complaining about were localized to mainly one room. This added up to a significant chunk of change. Further, after scrubbing and cleaning the house from top to bottom and employing the help of several family members that know how to scour a bathroom, the management claimed that the bathrooms (which were spotless) and the wood floor in the den and the refrigerator (all of which amounted to hours of cleaning) had to be recleaned by a professional company, adding yet another expense to the bill. All in all, this amounted to a significant financial deficit from my security deposit. It is now past the 45 day limit for them to return the security deposit and I have not seen it yet. Further, over the last 2 years, good luck getting the management company to get the owner to take care of any issues at the house unless you want to spend all your time calling and emailing day after day. There were many issues....missing screen windows, leaky water faucets, broken fence posts, etc that were never addressed despite my continual requests. After awhile, I just have to give in and accept that they were not going to be taken care of and just deal with it. All in all, if you like not being pestered or severely managed during the tenant process, PMP will be fine for you. Just make sure you are prepared to pay for it in the end! read more
