This is about the credit card which they talked me into getting over christmas. They gave me $3000 limit which I didn't need but figured it would help my debt to credit limit ratio with a large mostly unused balance. I bought about $150 of stuff and paid it off that month. They kept sending me non-stop emails to use my account. Several months later I lost my debit card. While waiting for a new one I used my JC Penny card for small grocery items and a local uber ride. Right away they FROZE MY CARD. I went through a long procedure to get it unfrozen. Then I used it for another short uber ride and $10 of groceries. They said their was "suspicious" activity on my account and froze it again. How is a $20 local uber ride from my house suspicious??? How is $10 of groceries at a local store SUSPICIOUS??? This kept on with EVERY SINGLE PURCHASE MARKED AS SUSPICIOUS, A FROZEN CARD, AND LONG IGNORANT PROCEDURES TO UNFREEZE. I'M DONE WITH THIS EFFING CARD. WHAT IS WRONG WITH THESE PEOPLE??? The photo portion is stellar! Zero wait time for our appointment, the reception was friendly and helpful. Shae was our photographer and she was fantastic to work with! We did a goofy shoot and she not only added ideas but had brought the greatest energy! Someone needs to get her a raise because she has charisma and talent that is unrivaled read more

This is a review for JC Penny's Portrait Studio. My family and I have visited this location for holiday photos since 2015. We are always pleased with the outcome! The employees are helpful, efficient and skilled at moving everyone in and out of various poses. We were understandably concerned about COVID-19 this year but they took precautions that made us feel safe. Whereas the lobby has been packed in previous years, we were the only family present for our appointment slot. They also limit the extent to which props are used (disappointing but also understandable). Because of COVID-19, they are extending photo memberships by several months. Highly recommend this location and look forward to returning next year! read more

WOW! Stopped here to return a few items and the staff working this register have done it again and completely botched a return which should be returned the way I payed. Well I'm sorry to say they couldn't figure out between 2 customer service members they couldn't figure out how to return the items and credit to my account. This is also the same register where I paid on my bill 2months ago and they didn't credit the full amount (pd in cash) so an investigation into the issue was opened by myself and the bank at my request. There's something wrong going on at this location and I don't recommend going there for purchases or paying on account. This location is located in between the men's & juniors section on lower level. Multiple trips to The White Marsh Mall JC Penny has brought me to the conclusion that it was not just a bad day but a new norm. We encountered multiple dressing rooms closed with long waits to try anything on. The single dressing room that was open was dirty and cluttered with items that had not been collected. In an effort to obtain a better try on experience purchases items to simply try on at home. When the time came to return the wrong sized items one single line in the store was a dozen people deep with one single person performing returns. Of considering JCPenny save your time, money, and irritation - just shop with Amazon! JCPenny if you hope to save the brick and mortar store - you will simply need to do better! read more

This place is an absolute mess! They never seem to keep anything straightened up (like Kohl's or Macy's). The employees here are less than helpful when you need something. It's like you inconvenienced their day by asking where something is. Penney's need to take a page or two out of the Kohl's playbook when it comes to service and store appearance. The prices are usually pretty good, but they also suffer from 'everything is on sale' syndrome. read more

Lil Blonde Lisa did an awesome job on my hair. She took her time which meant alot because my hair was in bad shape. She highlighted my hair and offered me a Olaplez ( I think that's what it's called ) treatment which I'm now hooked on-my hair feels so soft and is is laying well after I blow dry it. I usually drag my feet to the salon, she made my time spent fun talking as she did my hair. I actually sent my Husb to her and she is now his go-to for cuts. read more

It was as pleasure as it always is. This time I had to return a purchase that was purchased online. I ordered 4 khaki pants and one jacket. In my order I received 3 khaki pants and 2 jackets. Boy was I disappointed. However when I went to return the pants although, it took 3 cashiers to understand what I was saying they finally got it. The problem was they had not charged me for what I received. They charged me for what I ordered but, did not receive. Long story short- they corrected the problem after they understood exactly what I was saying. read more

Pretty typical JC Penney. Nothing to write home about. They generally have a lot of sales, which is nice. I love their window treatments. But their clothes for adults are so-so. Their kids clothing is usually pretty cute. My favorite thing about this JCP is the Sephora. read more

This review is for the salon! For the past ten years I have come in periodically to have my hair cut and colored. My hair is very thick and curly and I have had many people try and cut my hair, only to utterly fail! However, Diane at this location is a master with sheers and knows exactly how to Tailor a cut to an individual! Her ability to master all sorts of styles is astonishing! Every single hair cut or color I have received from her has been nothing short of breath taking! I constantly receive compliments and inquiries on who does my hair! All I can recommend is if you want a show stopping, cut of the edge hair style come to Diane! Also if your more traditional she can handle that as well!!!! The JCP salon has this strange system of master designers, senior designers, and I guess regular designers. I had 2 coupons one for a $50 color and cut with a master designer or designer. And the other was a $60 color and cut with a senior designer. That said I was told over the phone that they didn't have a senior designer so I could use the $50 coupon for both my mother and myself. The stylist I had was Abby. She was plesant and talked to me the whole time-none of that awkward silence stuff. She also knew a lot about natural hair and how to color mine so that I could get the best results and my color would show. The color and the style turned out really well but eveytime I scratch my head the color stains my fingers and my shirts. Is this typical? My mother on the other hand said her stylist was quiet and barely spoke to her unless she asked a question. Her color and her wrap came out really nice but her ends were still frayed on one side. Once my mother gets to the front to pay she's charged $125 for the sevice, which she didn't notice until we got home. When we went back the next day to get the matter straightened the older woman with the dark hair who handles the register was rude and said we should have said something yesterday and scrunched her face up. The other women there seemed to be a little snooty and definitely cut their eyes my way several times which made me uncomfortable. I like the stylist I had but I don't think I'll return. read more

This is your standard JCPenney. I've had decent experiences here, with the sales associates mostly being friendlier more helpful than associates at other department stores. There's almost always some sort of sale going on, and I find that this store is particularly good for outerwear, shoes, and some home goods. The store is as clean as you can expect a department store to be and the sales associates tend clear the dressing rooms pretty quickly. Overall, this store is a decent option for a variety of items! read more

How JC Penny stole Christmas.. Our old stove died 2 weeks before Christmas! JC Penny is usually a great place to get anything. However our first time buying an appliance has been a nightmare. Sales staff seemed fine and delivery was coordinated but installation has been aweful!! The team showed up early and in five minutes said they couldn't install the range (the Friday before Christmas). They said the power cord for the gas range was too short on the new Samsung range. They also said there would be an additional charge above what we paid for installation due to them wanting to replace the old gas valve. Since the cord was 3 inches too short I recommended a proper appliance extension. They claimed that would not be acceptable as changing the gas valve would trigger an inspection and the inspector would ding them for it? They tried to tell me the power cord was part of the unit and could not be changed, we need an electrician to move the outlet on the tile wall. Samsung verified the cord could be changed and gave me a part number. Also 2 different electricians recommended an appliance extension cord. Also they said if you really need a gas inspection how could the installers could not turn on the gas and leave without it? If this is typical and the installer seemed to indicate it happens a lot, I recommend checking elsewhere or get your own installer.. read more

I pretty much do all my clothes shopping here. I used to could always find clothes when I came shopping, but lately I haven't found much. I shop in the women department upstairs. It's sometimes hard shopping there because I'm in my late 40's and I want cute clothes, but the clothes they have look like old women/granny clothes. So sometimes I have to be creative, and dress the clothes up. I still like the women section, I just wish they had clothes for younger women and more clearance items. I love a good sale. read more

This store does not want to take care of its JCPenney.com customers. If there is a problem with an order they they blame the website. The website says that since my order was shipped there and they lost it the store is to issue a credit. I went in looking for a silver chain to wear in a wedding. Diana in the jewelry department was an absolute angel. She knew I wasn't going to ever wear this necklace again and she told me about the chains they sell in their costume jewelry section and helped me pick one out. I was stressing when I walked in there because the wedding was the next day and of course I waited until the last second! She made the whole process a breeze and I left there feeling accomplished and happy because of her. It's hard to find good employees that go above and beyond for their customers especially at stores like JCPenny that are larger corporate run businesses. read more
