Myself and twin sister have rented from Harlor for almost Fifteen years . Since then, the team at Harlor have been nothing but professional and kind . Our little courtyard neighborhood is like family taking care of one another especially in 2020 . Jerry is the best at what he's does . As we venture out from our apartment to live in our own, Harlor is who I would like to stay with for another fifteen years . I couldn't imagine renting elsewhere. I rented an apartment from Harlor for several years. He had the entire courtyard outside the apartments torn up and replaced,, no problem. They were putting in various potted trees, some nice and others not so nice. We wanted to ask if we could have one of a certain kind of trees in front of our apartment: simple request. My wife called Harlor, spoke to him directly, told him where she was calling from and before she could get another word out he YELLED something along the lines of, stop bothering him about the new courtyard, it is what it is,, and then hung up. I called him back and just explained to him we were not calling with a complaint just a simple question/request. He listened to me but didn't really give me a definitive answer. I asked the guys moving the plants in and they were nice enough to give us the one we wanted. SO! when we moved out, because of our insane neighbors who had been there forever and Harlor refused ask them to stop bothering the other residents with noise and smoke... back to Harlor. When we moved out we had a walk through with a woman who works for Harlor. Everything was fine. I waited and waited for my security deposit to be mailed to me and it never came. It was now weeks past the time frame the law states they need to refund the deposit. I called Harlor to inquire. He became enraged. He asked how dare I call him. He became irrational. He then told me he was keeping the deposit and that I owed him more money for painting and carpet. I asked him if he had receipts for all this. His answer.... "they will give me a receipt that says whatever I want on it." Incredible. I agreed to pay him $20 a month for as long as it took to cover what he said I owed. He is a real piece of work. He has a lot of properties. Just be aware that your security deposit is not safe no matter how much care you put into your rental. He is a ruthless man. I talked to many people and did a lot of research to see if there was any legal I could take. Unfortunately all I learned was that in CA (Los Angeles) you have very very low chance of winning against a landlord. Especially one who is obviously willing to lie and able to provide false documents for the court. I wouldn't rent from him again. Never. read more

May of this month, I saw that a unit had become available in a nice renovated building on riverside drive. I see the sign for Harlor Management - I call MULTIPLE times, leaving messages, asking to view the unit. I give the benefit of the doubt, it is COVID-19 perhaps they are super busy? I finally get a call from a grumpy old man named Harlor, saying I could view it tomorrow. Great! Let's say 1030 am? I'm not going until I call you in the morning tomorrow. So make sure to answer your phone.... okay? I guess I should have taken these red flags and ran but I thought hey it's a stressful time. Harlor arrives in a mask says the unit is open and we do a walk through alone. We come back down and we start asking questions, the usual, my boyfriend and I ask, so what utilities are included? He says EVERYTHING! We look at each other... no way? My boyfriend gets specific so even power? Yes yes. Well. He clearly wasn't listening or paying attention because as soon as we get the lease agreement we see he only covers BASIC utilities. I ask him to call me, and he immediately like MANY of these other reviews starts screaming at me saying he's been in the business 15 years and he would never say that in his sleep. I tell him to calm down and anyone would inquiry before signing a lease if they thought otherwise, no? He then tells me well I don't need to move in then. OKAY. Give me back the ridiculous deposit of 1200 I gave you (that he tried getting me to pay 1700 as you can see from previous reviews he always asks for hefty deposits) this man is a the definition of bad business. Happy I found a newer building, with only a 300 dollar deposit. do yourself a favor if you see a Harlor management sign outside of a building... RUN! read more

Honestly, I'm not sure why Harlor has gotten such bad reviews here. We having nothing but good things to say about Harlor and the property manager, Jerry. Any issue is dealt with quickly and efficiently by Jerry and staff. We've lived in apartment buildings before that were complete nightmares. If you see a Harlor sign, give them a chance! I am a LANDLORD-TENANT ATTORNEY so I have heard a wide range of stories, from bad to horrible, about many, many landlords/ apt mgrs in the L.A. area. The longer I do this work, the more grateful I am that Harlor manages my building. They do a great job of dealing with issues quickly and effectively. They don't skimp on repairs or upkeep, if anything they generally seem to put extra effort into keeping the place looking and working great. It seems like the one- star reviews here all deal to some degree with the boss, Harlan, being a prickly guy. Well that's true, he can be. He is also very good at his job, and he takes pride in that, and rightfully so. After knowing him for a few years now, I think his problem is that he just has no patience with annoying people... of course the problem is, anyone can be annoying at any given time, particularly in the stressful circumstances of having to move. So yeah, there may be fireworks on occasion, more than most of us are probably used to in, ya know, a non-adversarial commercial transaction hahaha. I can handle it without taking it personally because I litigate lawsuits for a living, but undoubtedly some, shall we say, 'snowflakier' yelpers can't handle it, AND I GET THAT, he won't kiss anyone's butt or mollify us with platitudes or gentle deflection like we might be used to in today's marketplace.... on the other hand what he WILL do is answer your call during business hours, and then far more often than not, see to your needs without undue delay. Take it from a landlord-tenant lawyer, THIS is what truly matters most in a property manager, the rest is just public relations and doesn't mean a thing if you have some sweet friendly landlord who takes forever to fix the plumbing and always lets the garden wither and die. Speaking for myself, I much prefer the fact that our plumbing issues get fixed ASAP and our garden is lovely, among other things. (Oh and BTW it's also worth noting that at the beginning of the COVID-19 pandemic, before the City and State enacted their emergency renters' rights laws and directives, Harlan was more flexible and accommodating than he had to be, given that this wasn't a rent-control building.) If you're not too thin-skinned to deal with an occasionally grumpy guy who takes pride in doing very good work, I HIGHLY recommend renting from Harlor. read more

I found that Janice who I speak to on the phone when I have questions has what I can best describe as 5 star excellent customer service equal to that of the Bellagio Hotel in Las Vegas,five star excellence and that is saying something. Harlor made a wise choice by hiring this young lady. read more

It is not that they're inefficient. They're not half bad on follow-up. It's that their owner "Harlan" is the rudest human being on planet earth. He is an equal opportunity screamer ... at everyone. I have heard complaints about this man from 90% of the people who have dealt with him. He would have made a better Gauleiter than a building manager. And he treats his tenants like serfs. We recently changed management when our building was bought out. And it was very much like finally not getting hit in the head with a hammer on a regular basis. Additionally, their associations with certain BBB (D-Rated) utility billing companies is sketchy at best and marginally ethical at worst. Bottom line. If you see the "HARLOR" sign, run don't walk to the nearest exit. read more

Claudia and Janet are extremely nice and professional, so that deserves a star. The management company does respond quickly to maintenance issues, so that deserves another star. But it kind of ends there. In my experience, the owner/manager of the company is not the easiest person to deal with, and like the other reviewers have stated, he seems to speak in a condescending tone, especially if you are trying to work out an apartment-related issue. After I had moved out of the apartment managed by Harlor, there was an issue with my security deposit. I called Harlor to try to resolve it, but he curtly said, "I don't have time for this," and it wasn't until one of the fabulous ladies called me back did I feel like the issue was resolved in a decent manner. Very disappointed in this management company. After a year of living in the Villa Veneto apt bldg in Studio City as good tenants, we only received back $834 of a $3,400 security deposit! There was NO DAMAGE to the apartment beyond normal living in the year we occupied the apartment. However we were charged over $1000 to paint a 1700 sq ft apt. and over $1000 to refinish the wood floors. (I guess being a painter in LA is the business to be in with rates like that) RENTERS BEWARE! When the elevator broke on the day our moving truck arrived we called the management office to let them know it needed to be fixed asap (we lived on the 3rd floor) there was another family moving out the same day, and they had pretty much finished their move by the time we were emptying our place. The management office sent someone to fix the elevator and also a 'warning' that if WE messed up the elevator again we would be charged for it! What a joke! This place is newer construction but I'd rather live anywhere in LA than deal with the management company. read more

As a relatively new Harlor tenant in Studio City, I could not be more impressed with the professionalism, courtesy, responsiveness, and service I have received. Everyone has gone above and beyond to make sure the process of moving and settling in was as painless as possible. When I had a few minor glitches and problems to solve, they got taken care of quickly. The building is well maintained - and proactively (e.g., a/c filters changed on a regular schedule - without asking - to prevent problems). Harlan (despite other reviews) has been extremely helpful, courteous, and friendly to me - and knows his business; Claudia and Janet always get the job done with care, friendliness, and attention to detail; and the maintenance staff are terrific. (Being a newcomer, I can't comment on return of security deposits - and since I am planning to stay long term hope that will never be an issue.) read more

This review is more about a building managed by Harlor, rather than the company itself. 5336 Kester: Let me start with the fact that the building is completely INFESTED WITH COCKROACHES. We started getting cockroaches in the summer time in our kitchen and they just spread to the rest of the house. Coming from under the base boards, out of the sockets, walls, etc. The only thing my landlord did was say, "call the exterminator". Which I did, and he paid for them to come, every time. The simple fact was that the exterminator had to come multiple times to spray (which is a four hour ordeal and I had to not only take off of work but remove everything from my cabinets, move everything away from the walls, and somehow get my turtle, chinchilla, and dog out of the house EACH TIME.) After the third time I insisted that it wasn't working and the exterminator confirmed that it was not my apartment causing the bugs but the building and the only solution was to have the entire building bombed. But of course my landlord insisted that that was not the needed resolution and told me to just keep calling the exterminator. So I ended up living in a cockroach infested apartment for the next 6 months and two of my three animals died due to the roaches. Secondly, my washer and dryer combo NEVER worked. maybe 3 out of the 18 months I was there it worked. The repair man came at least a dozen times and it was never fixed. Even when the warranty was up the landlord did not have it replaced. I was paying for an apartment with a washer/dryer and didn't have one. Plus the "laundry room" downstairs had one washer and one dryer which were usually broken. I was only reimbursed about 70$ out of 12 months of paying for my own laundry to be done. Which is ridiculous if I'm paying more per month for a washer dryer in unit. Thirdly, the neighbors in the building next to ours are complete PSYCHOPATHS. The cops had to be called numerous times for various extreme reasons. They would blast music at 6am, and it would be so loud it would reach out of their house, across the ally, and into our living room which was in the middle of the building basically. Our apartment just happened to be across from theirs, so we got hit the hardest by the noise. They would also hit, scream, and cuss at their very young children, which was so wrong and heartbreaking. The neighbors in the actual building aren't that bad. One of our neighbors slammed her door EVERY TIME she left and her small dog would yelp, wine, and scratch at her front door which was directly on the other side of our bedroom wall where our headboard was. Even though we asked the manager to speak to her (we never really crossed paths) he said he did but nothing ever stopped. Lastly, when it came time to get my security deposit back I was shocked to only receive half. They completely nickle and dimed me. I called and eventually received more back after kindly reminding my landlord that I did in fact live in an unhealthy living situation for 6 months. In conclusion this particular building managed by Harlor was not properly managed. If you have a cockroach infested building it needs to be bombed, and that's it. Negligence is not the answer and it's disgusting that they've already rented out my apartment to some other unknowing person. Disgusting. read more

The owner of this company (male. Harlor) is extremely rude! My boyfriend and I were looking for apartments in the valley and we came across what looked like several good options managed by Harlor. We gave the office a call and received wonderful service from a very friendly woman (I believe Janice), who told us that the person showing the property we really wanted was currently out showing a different property but that we could first go to another location and then come back and meet with the woman to view our top choice. Awesome (we thought)! She recommended another listing and told us an estimated time of when we could go to view the other property. So we check out the first property (it was a great unit in a HORRIBLE building) and as we head back to Sherman oaks to see the other apartment, we called the office to let them know we were on our way. Well this is where things started to go south. Someone else answered the phone this time and when we tried to explain that we had spoken to someone earlier and we were headed to the property, the new woman on the phone was completely confused and that's when the male owner took over. He gave us so much attitude and spoke to us in a condescending tone. We explained we had just looked at a unit in reseda and we're headed to the Sherman oaks location and he continued to repeat to us that those were two different neighborhoods. DUH! We know that! We are looking in multiple areas! But also so what??? Finally we get the information we need to go to the location and they tell us that someone is on their way to show us the unit (he didn't give us a unit number). We arrive at the complex and call the office to see what apartment unit is the open one since there were no signs and we didn't see a realtor. Harlor answered and told us (again, with attitude) that the unit was rented but we could still look. What????? You just told us (less than 5 minutes ago) that the unit was available to be shown!!! Then we happened to see the realtor and some other prospective tenants walk out of the unit so we went in and looked. The woman showing the apartment was handing out applications and telling people about the application fee! If the unit was already rented why were hey still showing and taking money from people? Also why was the owner soooo rude?! Everyone else was ok but he was a real jerk and totally ruined my day. The apartment was actually really cute with private front and back entrances and a washer/dryer in the unit. But he soured the experience for us and on e we realized it was the owner we had spoken to we decided we DEFINITELY did not want to do business with them or have that sort of person be our landlord/management. read more

Beware!! The owner Jerry is a crook who will steal your security deposit with bogus charges. Stay far, far away from this guy and this company's apt buildings. I have always had my security deposit returned in full since I always leave the vacated apt spotless, but this guy will make up charges to pad his own pockets and his buildings all have problems like mold and mildew in the walls which he does not fix. We had a great experience renting from Harlor. Janet, Harlan and Claudia made it easy to see the apartment we wanted, and then made it very easy to get the lease done. Afterward, they helped with the little details that made our move easy. On top of that, they seem to take real pride in the appearance of the building. While there are always problems with any residence, they have been VERY responsive in taking care of the problems. They get a high recommendation from us! read more

I am not sure why the other reviews are knocking Harlor so much, I've never had a bad experience. I have contacted them regarding stuck pipes and had maintenance there in less than an hour, I have contacted them regarding loud neighbors and seen things done about this quickly, and just recently we had an issue with the door buzzer and it was replaced in less than a day (the whole panel in the apartment). My roomates and I have been with the company for a little over three years and during that time have had no problems and have actually had good experiences with the company. They have been upfront about every cost and straight forward about repairs and have been exceptional about getting maintenance done. I can't really give them anything less than 5 stars, they have been incredibly professional and nice with us and we have gotten other friends to move into their building as well. read more
