Sounds like a real. I didn't provide any personal info to him instead I called the branch I know in Pleasanton Ranch 99. One of the representatives answered my phone immediately and we talked about the situation. She checked the system and also called the bank credit card service department and found out this Frank Liu from SF branch and the whole credit card thing are spam.
