- July 28, 2028 - David Farra of D. Farra Contracting and Excavating visited my property at 109 Pope Avenue, Altoona, PA to provide an estimate for renovations. He quoted $40,000 with a one‑month completion timeline. - August 1, 2028 - I signed a contract with Mr. Farra. He stated that work would begin on August 18, 2028, which was also the date my first payment was due. - In the interim, I requested that he also handle the electrical work. He estimated the cost at $1,782, which I paid in full. - Two weeks after August 18 - Mr. Farra informed me that the property had been inspected by the city and that permits were required. I instructed him to proceed with obtaining the necessary permits. - Three weeks later - No permits had been secured, and no work had been performed on the property. - September 17, 2028 - Mr. Farra claimed his electrician was on site and requested that I purchase electrical supplies. - September 22, 2028 - He texted me stating additional wiring was needed. In reality, no electrical work had been performed, and no permits had been pulled. - September 30, 2028 - I met Mr. Farra at Altoona City Code and Inspection to ensure the permit process was initiated. - October 15, 2028 - Mr. Farra sent me another electrical bill for $1,150, later discounted to $750. - November 28th - Mr. Farra falsely claimed the electrical work was completed and had passed inspection. - October 29, 2028 - I confronted him regarding the electrical he claimed to be completed and passed inspection. Nothing was done and no inspection passed. -No electrical work was done until November 8, when he scheduled an inspection for November 12, which failed. - November 9, 2028 - I requested a written plan of completion to provide to my renter, because I was about to loose my contract with the renter. Mr. Farra failed to deliver the plan and did not respond. Since then, I have requested the return of my property keys and a refund of the money paid. Mr. Farra has ignored these requests and continues to avoid accountability, engaging instead in evasive and misleading behavior. read more

Dave Farra took money for material and labor then left my job. I had to hire other people to do the work. Im out $30K. I kept giving him money thinking he was "ordering" the material. He did not. I hired an attorney. read more

We had D.Farra contracting and Excavating come out back in March and he gave us an estimate on tearing down an existing pool deck and replacing it with a new one. Dave (the owner) came out and took his measurements and later quoted us at $7,000. We put $3,500 down and he said that they should have it finished within 4 weeks. We told him to take his time as long as it was done by Memorial Day weekend, of course he says no problem it'll definitely be finished by then. He said the sooner we put the money down the sooner he'd be able to get the materials and start. A few weeks go by and we don't hear anything from him. I reach out to Dave and he says that they sent him the wrong color and that he has to swap it out for the correct color. No problem at all. He says it shouldn't take that long. A few more weeks go by and at that point we're approaching Memorial Day weekend and Dave says that they still haven't sent him the correct materials. He said that he had a meeting with them and that they were gonna send it out. Memorial Day weekend comes and still nothing. They didn't even tear down the existing deck. He tells us to work with him and give him a little bit more time. We told him we'd give him another week or so to get it done even after our initial hit time was over. The next week goes by and nothing. I inform Dave that we are canceling the project since they failed to get the job done. Once Dave realized that we actually wanted to cancel he then tells me that the company is charging him a 15% restock fee on the materials. I asked him several times for a receipt. He said he was working on it and that they were messing around. I told him to show me the initial receipt from back in March whenever he ordered the material because we could easily calculate the 15% restock fee. He said he was charging me 15% of the $3,500 I had put down. Just couldn't provide me with a receipt. Yesterday after trying to get a receipt from him he sends me a paper from Home Depot that shows a bunch of sub totals on it, but no actual total. At the top of the paper it has a quote # listed. I called Home Depot and they told me that the order was never placed. Therefore, Dave charged me a restock fee because I canceled the project. He couldn't send me anything that shows a restocking fee on it. I really hope that this doesn't ever happen again to anyone else. This is sad. Have some integrity and respect. read more
