However, as it turned out my water heater type didn't need an expansion tank, but a pressure relief valve. The tech explained the problem very clearly, installed a pressure relief valve, and was even creative by installing a pressure gauge where the previous plumber incorrectly installed an expansion tank. The procedure is relatively simple but if you run into a snag getting the rod out then it can be time consuming so I didn't want to mess with it.
