I first saw Dr. Costigan a few years ago for an epidural injection and had a positive experience. Unfortunately, my recent experience as an Aetna Medicare PPO patient was very different. Before my appointment, both the office and Aetna confirmed that Dr. Costigan was in-network. However, I repeatedly received out-of-network bills after visits in November 2025, January 2026, and February 2026. Each time, I had to spend considerable time working with Aetna to have the claims reviewed and corrected. Aetna advised me that there appeared to be issues with how the office was being billed in their system. On February 10, 2026, I received an epidural injection. Unfortunately, I experienced significant side effects and did not receive any meaningful pain relief. Because of the ongoing billing confusion, I filed a complaint with HICAP for assistance. Based on my experience, I recommend that Medicare patients carefully verify network status and billing arrangements before treatment. This review reflects my personal experience. read more

They overschedule. We waited 3 hours and then saw a PA who insisted she was the md. I asked for her credentials which she corkscrew b produce. We were then told if we wanted to see an MD it would be another hour. Because of them my son will have life long knee injury. They truly don't care and I should have reported them to the medical board for trying to pass off a PA for an MD. Don't go there! The care is also substandard. read more

I went to Congress for knee pain, I was started on the Orthovisc 4 shot regiment. These you get every 6 months. I completed 2 rounds but the 3rd round is where they screwed up. Supposedly this time they called the ins company and was told they didn't need pre-authorization even through the previous 2 rounds with the same ins company required it. They never told me this and I got the series of shots. 6 months later they say it was declined because it needed pre-authorization and now I owe them $$$$. They keep telling me they have records and reference numbers show they made the call and it's the insurance's fault but I have to pay. Even funnier is they attempted to get pre-authorization for the 4th in the series and was declined due to it being not 6 months yet. Someone is lying there and I will never go back or refer anyone to go there. Talk about unethical and bad patient care. read more

Doctor was warm and energetic, but probably over scheduled and staff overworked. Will not be returning, can't be waiting +3 hrs to be seen every time. Had to reschedule all my afternoon work appointments and calls read more

I Love, Love, Love Doctor Harris and most of his team He is the most Upbeat & Happy Physician I have ever met. He is quick, but covers all the bases Erica Shepard, his medical assistant, is very kind, and will explain to you the steps I would go through, in advance, with Dr.Harris. All are available by email. read more

The front desk could use some management direction and tips on being courteous and respectful. (1) it is very difficult to get someone to answer the phone. It rings, and instead of answering and saying, "Thank you for calling, please hold," they just keep putting you on hold. They either need some training, or more staffing if they are overwhelmed. (2) Called to schedule an MRI as my physician said I should do if the pain does not go away. I finally get ahold of a human being and explain I need to schedule an MRI, and again, they just transferred me to Arcadia MRI with no notice. Then I leave a message. (3) Alyssa at radiology called me back (she was very kind and respectful), and she in confused. She says I need an order for an MRI from the physician. DUH! This is why the front desk should ASK QUESTIONS so as not to waste anyone's time. Alyssa offered to call Congress back and request an order. She is then going to call me back to schedule the MRI (4) Last but defiinitely not least..... the front desk staff at the Raymond location are very rude. I was sitting near the front desk in the lobby waiting, and I overheard them belittling the elderly person they just spoke to. This individual was not rude but rather old and hard of hearing. For them to speak loudly for all to hear, or even be that disrespectful, is unacceptable. Congress Management, train your staff and weed out the people who don't have common courtesy for people who are in pain and are in need of help and compassion. read more

They rarely pick up the phone. I understand offices are busy. Yet this is ridiculous. I just wanted to make an appt to see an orthopedic since I'm in pain. When they do pick up they transfer you around and around and when you try to leave a voicemail for one person, the mailbox is full, next person who actually do leave a voicemail for, they never return the call. I called during work to catch them and I was on hold work for a couple hours before they hung up on me. They especially don't care if you're on workers comp so please save yourself the trouble and go somewhere else. I'm on a workers comp case and they shuffle you around to different people until you give up. When I first made an appt a while back, the lady on the phone was extremely rude. I was sick and had Covid and had missed my appt so I called to reschedule. The woman on the phone again was sarcastic, condescending, and unprofessional and told me I couldn't make an appt. Well I didn't want to get anyone sick during that time. I work in customer service as well. I don't treat people like this. Understand the pains of customer service, how people who work in this area get treated. Just sad. read more

Update. I still stand by the staff is excellent. They're efficient, kind, and knowledgeable. I am quite frustrated with my results 9 no after a surgery and consistently sharing my lack of results with surgeon #1. I finally took it upon myself to change to a different provider in the practice. He confirmed I needed another surgery, as my complaints were valid. Advocate for yourself. Get a second opinion. STAY AWAY!! GET A 2ND OPINION IF THEY PUSH SURGERY. Highly disorganized..they insisted that we needed to have another appointment a few days after the first one...ended up being a waste of time since we were already seen, which we told them...they threatened that if we don't go to that appointment, it could be a month or more wait to schedule surgery...after our MRI, the only thing Dr. Garg kept pushing was surgery, ASAP, for a torn muscle...he did not even pull out the MRI to discuss the details of what's going on unti we asked about what it showed, he said it's x amount of inches from the bone, then quickly pushed again to schedule surgery...obviously surgery should not be a knee-jerk reaction for a torn muscle, and we needed to weigh the pros/cons...the office (Emily) called the following day to say we needed to schedule surgery ASAP, and if we didn't go in for surgery in 2 days, Dr. Garg would not do the surgery...at this point, it was a week after the incident...SO happy to report that EVERYTHING WORKED OUT FANTASTICALLY BY NOT HAVING SURGERY, AND WE, OF COURSE, WENT TO A HIGHLY ESTEEMED ORTHOPEDIC SURGEON FOR A 2ND OPINION!! THIS PLACE SEEMS EAGER TO CUT PEOPLE OPEN FOR UNNECESSARY SURGERY, AND MONEY-HUNGRY...my guess is that it will take a LONG time for them to get organized after the Cedars merge, but I wouldn't expect anyone's bedside manners to improve- it really is bottom of the barrel read more

As other reviewers have noted, this practice has a serious administration and communication issue that will negatively affect your care. I saw Dr. Fraipont for knee pain. He gave me a weird canned speech about inflammation and referred me to physical therapy. If I didn't see improvement in 6 weeks, I was told to call back and schedule a MRI as a next step. I made the mistake of canceling a placeholder 6 week follow up appointment because I wanted to keep trying PT. Doing so was exhausting. It was unbelievably hard to get someone to answer the phone. I've experienced long hold times for credit card companies, banks, etc. I've never been put on indefinite hold by a medical group before. If you call and they don't answer within 5-10 minutes, hang up and try again later in the day. A few weeks later, I decided it was time to move forward with the MRI. Again, I couldn't get someone on the phone. When I finally did speak with someone, they seemed annoyed and transferred me to Dr. Fraipont's medical assistant to inquire about a MRI order. I've lost confidence in this practice. If I miraculously did get a MRI scheduled and it led to some diagnosis, I would not trust Congress Orthopedic Associates to manage my care. Can you imagine trying to coordinate surgery or some other procedure with a practice that doesn't answer the phone, doesn't return messages, can't do something as simple as schedule/cancel an appointment, and refuses to treat its patients with a bare-minimum level of human decency? It's so unprofessional that I really worry for other patients, with more serious medical issues, that have entrusted this practice with their care. Personally, I decided it was best to ignore sunk costs, start over, and schedule a new patient appointment with another Orthopedist. I selected one who had universally positive reviews on Yelp. It was immediately refreshing and comforting to speak with a kind receptionist and schedule an appointment for the following week. I've learned my lesson to check here first before blindly following a referral. I hope this review will help you avoid my mistake and get the care/treatment you deserve. read more

This place is a joke. I waited 45 mins after my initial appointment time to been seen by a doctor. Once I was called back into a room, it was less than 10 mins before the doctor came in to see me. The doctor was nice but was very dismissive and didn't seem interested in spending any time to help me. My injury had happened many years ago and I was having a flare up. I guess because I told him what my injury was awhile back he took that as "ok thats what you have, here's a prescription for some anti-inflammatories and a work order for some physical therapy". He spend less than 10 mins with me. Waste of time! Plus you know I'll get like the highest bill ever for what, nothing!!! Front staff is rude and dismissive too. read more

I am at their office right now and they insisted that you arrive at least 15 minutes early for your appointment. I have been waiting for 50 minutes to see Dr. Fraipont. I completed all my check in forms prior to my arrival and yet the process is excruciatingly slow. Since I am paying for this care, I would have expected better. read more

The office Pasadena is horrible. I have tried for 4 days to reach them by phone holding over 1 hour on two separately calls daily to confirm my appt. I also wanted to make sure they had my images, as I have been moved to a different Dr. from a different office. Wake up and service those who rely on you for their ortho needs, as of this point your office is a total failure, with regards to answering your phones. Time to step up to the Plate! read more

The office is so overbooked you have to wait longer than normal to see your doctor. When you try to schedule a follow up the Dr has requested for 2-3 weeks out they don't have any openings and you end up waiting over a month. Dr Harris saw me 3 times for a tendon tear and did NOTHING TO REPAIR IT. He physical therapy but it caused the issue to worsen and the PT office was shocked with my diagnosis he would even suggest it. Prescribed steroids which helped but I couldn't get in for another appt. One year later and I found that there are many other orthopedic doctors that do better, care more, and are better managed for the office and appointments. My 75 year old father was treated horribly as well for back issues. I grew up in Pasadena and this is a travesty that a physician group who used to be the premiere office in the area has now become a nightmare reminiscent of hmo coverage or a county facility. read more

Dr Steven lin was great as well as his assistant. They were always very responsive and great with giving me answers that I needed. However, once I switched over to the shoulder specialist Dr Charles Long, it went downhill from there. I would give Dr Lin 5 stars rating and Dr long 0 star. Dr long never got back to me with questions that I had. Or rather his assistant. I had listed a few real concerns about my shoulder and getting the shots I received once from him. Not only was there no reply. He also did Not, listen to me a my Dr. Did Not take into consideration of my age and the fact that it takes longer to heal and to be able to really use my shoulder in order to be able to do the things that i would need to for wrk. So instead of looking out for his patients interest or listening to me. He:1. Canceled the appt I made to see him on the day I was heading over to the Dr's office. 2. He never answered my concerns about whether I needed or should, get more injections so that, when I went back to work and my shoulder was hurting and a problem, that this would be a way for me to be able to at least keep working. 3. Released me to go back to work, when I was definitely NOT ready to go back to wrk. I know the nature of my work and how physical it is and the type of functions and how my arm is used during a regular 10 hr work day. I knew that I was definitely not ready... to go back to wrk yet. However he did not listen to my concerns or the fact that I am much older and it takes longer to heal then when I was younger. Nor did he want to see me about my shoulder and canceled my apt as I was heading into the appt, just as I pulling into the parking lot! I actually went back to wrk 10 months later ( he said I was good to go back to wrk 7 mths later, even though i wasn't. ) and after day one of wrk. My arm and shoulder was killing me and I am seriously concerned about being able to survive the next day and continue working. So hey! That's what happens when you have a crappy dr that Doesn't, LISTEN to their patients when they tell them how their own body is recovering or even want to see them. I would advise to Steer Clear of Dr Charles Long. Unless of course you want a Dr. That doesn't care about their patients, Doesn't give you answers to questions you ask them directly about, Doesn't have your best interest in mind and doesn't make you feel like they are taking care of you. I can't tell you how many sleepless nights and stress I've had because of Dr Long. Take the time to find someone else for your shoulder care!!! read more

I had a full right hip replacement. Dr. Jackson was great and so were the staff at the Pasadena office. This review is not for the doctors, as they are excellent, but for how this office is run. I have been at this facility twice and both times, the computer screen was left on in the treatment room showing a long list of patient names, medical ID #, gender, birthdate, doctor assigned, and body part having the issue! During my exam, my imaging was pulled on the screen (with my name and birthdate), and not like other offices I have been to, the computer wasn't shut down when the provider walked out. They also also gave me the wrong doctor's orders with someone else's contact information and insurance information! It feels sloppy in terms of protecting patient information. Isn't this a HIPPA violation? read more

Yesterday was the last straw for me...I took my son out of school early and checked in 15 minutes before his appointment, as instructed. After sitting in the waiting room for over an hour, waiting to talk to Dr. Fraipont about my son's MRI, I let the receptionist know that I would be taking my son elsewhere. Not once in the hour we sat there were we told it would be awhile before he would be seen. In the past, we've waited up to half an hour in the exam room. Needless to say, this will be the last time I visit this office. read more

Fantastic doctors and staff provide excellent medical care. I came to Dr. Harris with ankle pain following a fall. Dr. Harris recommended conservative measures and physical therapy first, which unfortunately did not resolve the pain. Dr. Harris performed surgery on my ankle and a year later my ankle is back to pre-surgery performance. This association has treated multiple of my family members for back, shoulder and neck problems. I trust them with my family and highly recommend them to others! read more
