As part of the standard Cooks work list they stripped off 2 + layers, applied plywood sheathing, winter guard underlayment on top of roofing underlayment, installed ridge vent & soffit air vents. Yes - Cook told that he would need to do a new roof NOT because the roof was bad, but because we had a problem with not enough venting and soffit vents, etc. That is why we had moisture trapped in the attic. Cook explained that if the roof was less than 5 years old, then he could just do all the venting, but the only way he could guarantee all of his work ( on a 20 year old existing roof ) was to replace the roof AND do proper venting.
