In my case, they could not as the rival vendor likely did not use OEM components for the repair given the price disparity. I'd already looked up the price of the OEM part itself, so I know they were honest about the quote discrepancy. That information just would have been nice to know before hand.

He doesn't pay his employees and has horrible employee retention. He over charges for diagnostic fees and is to busy to get to repairs that sit there for months.
