When I said that they should have let me know the price upfront, she loudly announced that I couldn't afford my appointment. As directed and outlined by American Optometric Association a standard yearly eye exam should include the following. 1.) Visual acuity test, Refraction test, Slit lamp exam, Tonometry (eye pressure test), Pupil dilation, Visual field test, Color vision test, and a Eye muscle evaluation. Medicaid covers this exam for those who have diagnoses such as Downs Syndrome or Severe Autism, ADA (Autism Spectrum Disorder). The VIEW Killeen - First Eye Care Killeen, is now forcing those with special needs who are under the care of the state or a legal guardian to participate in a mandatory "Additional Exam" resulting in a out of pocket cost of $39.00. This "Additional Exam" is not covered by insurance because it is an elective diagnostic tool that is redundant. The VIEW Killeen - First Eye Care Killeen mandates the use of a laser obtained by the clinic to speed up the examination process and increase profit margins. The clinic wants to replace the American Optometric Association approved Slit lamp exam which is used to diagnose Glaucoma, Cataracts, Macular degeneration, Dry eye, and Corneal infections and injuries with a laser. The VIEW Killeen - First Eye Care Killeen clinic is REFUSING to preform a standard of care exam because it does not allow for additional billing of redundant elective diagnostic exams intended solely to enrich the pockets of the clinic owners while adding extensive out of pocket expenses to the disabled patients current under this clinic's care. The VIEW Killeen - First Eye Care Killeen is demanding a preauthorization and acknowledgement of this $39.00 out of pocket expense for this elective procedure. If the preauthorization and acknowledgement of debt is not signed the clinic will refuse access to care. A single mother who is a parent and the legal guardian of a young mentally and physical disabled young adult was strongarmed into such an agreement. The parent made several attempts to schedule the yearly exam but was refused care 4 time because the owners required all patients to submit to this unnecessary and unwanted procedure that is intended to provide the clinic with an additional revenue of $39.00 per patient while fully knowing that insurance does not cover unnecessary elective diagnostic redundant procedures. Texas Administrative Code Title 25 Part 1 Chapter 122 Subchapter C Rule 133.42, The Texas health services department; health services hospital licensing; operational requirements, strictly prohibits the exploitation and patients' rights. No health care treatment facility may force a patient to endure redundant diagnostic procedures not covered in the standard of care guidelines. This practice of mandating elective procedures resulting in out-of-pocket expenses is strictly prohibited. It is a very sad day when a disabled person is left stranded without proper care because his provider cares more about watching his bank account swell over his patient's ability to see.
