It's just in a really odd place but it's probably because they want to regulate the amount taken (the condiments and utensils maybe I could see, but with those messy sandwiches, you REALLY need A LOT of napkins.). Are napkins really that much of a cost for your business? Anyways, they didn't have too many people working there but if they had a crowd or large order, they'd probably get so stressed. I think it's because businesses in Cali have to pay that minimum wage of like $20 for restaurants or drive thrus (I'm not sure if it's just one or both), so they adjust everything to where they don't have to hire that many people.
