I would not rent any house, apartment, garage, etc. from Bell real estate. If Yelp had a negative rating I would go with a negative rating. .IMO they are dishonest and unethical and are a prime example why OR needs to tighten their laws against property management Co. and homeowners who rent out properties.These people prey on college students and then stick it to them when they move out basically because they can. I also wonder how much of this "free money" actually goes into the house. Having done rental maintenance for over 30 years, I was appalled at the condition of the house when my son first moved in.
My son and four of his friends rented a house from Bell for two years while they attended the university of Oregon. When they moved in the house was basically dirty, the walls were dirty and had a small amount of touch up done, but it was done with the wrong color of white paint, the carpets were old, dirty had some stains and looked like they had been vacuumed but not professionally cleaned, the hardwood floors were dirty and stained, the windows were filthy and some of the blinds were broken or had bent blinds, the lower dishwasher rack was missing it's wheels,the shower door in the upstairs bathroom was broken, the ceiling lights were dirty, the lower deck in the backyard was rotting away and the house smelled of cat and cat urine. We brought this up to Bell the week my son moved in and they did nothing to remedy any of these problems.
A year and a half after they moved in the sump pump in the basement broke and the basement flooded, they called Bell, who took several days to send someone out to look at the pump. They replaced the pump, brought in heat lamps and left. The proper method of dealing with a situation like this is to get someone out there immediately, replace the pump and bring in air moving fans and de humidifiers to remove any remaining moisture in the basement. The results of not doing it in a timely and correct manner was the water caused the linoleum floor to separate and buckle at the non sealed seams and come loose from large portions of the concrete floor and mold to form on the walls and in the basement bathroom.
In July, my son and his room mates gave their notice that they would not be renewing their lease and would be leaving on the 18th of August. I flew up to OR on the 15th of August to help my son move out. On the 16th I went to Bells office and asked for a walk thru for the next day, I was told they don't do walk thru's with the tenants present and do it when they leave and send them a final accounting after conducting the inspection. When I told them this didn't seem to be above board and gave the tenants no chance at addressing any problems brought up in a walk thru, I was told that is how they do it. Since I have over 30 years experience in rental cleanup and maintenance, I ended up helping clean the house, Over the next two days I personally cleaned the outside of the house as high as I could reach, cleaned every window and screen in the house inside and out. cleaned the blinds in every room, cleaned the three bathrooms, cleaned the forty plus year old stove and range hood, replacing the filters and drip pans with new ones since it is cheaper and easier than trying to clean them, cleaned the two decks and wood stairs on the outside of the house, sprayed a mildewcide to kill the mildew on the basement walls that had formed after the sump pump failure and flood. I also cleaned the walls in the basement and two of the upstairs bedrooms. When we left the house, the difference was night and day from when they moved in with the house looking like someone had actually cleaned it! We used the clean up sheet provided by Bell and followed it line for line, checking off each item as we cleaned it. In the end it proved to be a worthless exercise because Bell clearly had no intention of giving any of the deposit back.
A month after moving out they received the Final Accounting from Bell. In the review which was dated three days before they left the premises it stated: No attempt was made to clean the unit, which they charged $560. $304.58 to clean and fix the damage to the blinds. $232.50 to clean the carpets. $897.50 to touch up the paint. $279.07 to replace broken outlet covers (there were none!), replace the NEW DRIP PANS on the stove, REPLACE THE MISSING WHEELS ON THE DISHWASHER THAT WAS MISSING WHEN THEY MOVED IN, and repair a small chip (and I mean small) in a closet door. Finally they charged $1015.00 to replace the damaged floor in the basement that was caused by the broken sump pump and resulting flood. They even want an additional $788.65 for the additional damage!
