    Gateview is a very old complex, and it is showing its age. There are a lot of structural problems,…read moreleaks, water issues, elevator problems. Currently two out of the seven elevators are out of order. One of the elevators is shut down because someone got stuck for two hours in the elevator today and had to be rescued. Unfortunately, this has happened to a lot of people. If you can walk the stairs, it's better. If you have children, don't have them take the elevator alone. Too many people live here, and the class of new people moving in has definitely gone down over the years. There is the smell of marijuana and cigarettes around the complex and within some units. Gateview is a block from the freeway and also a block from the railroad tracks. So expect a lot of traffic noise and train honking its horn super loud. My neighbors are noisy. Whether yours will be is a crapshoot. But remember that you'll share walls with other people. HOA rates go up every year and are quite high. So plan for this. As for management, currently we are between managers. We had two men for several years but they both left. This is good because they treated the residents very badly. The Board of Directors is well-meaning, but they are just volunteers. I think they are often out of their league in dealing with all of the problems from neglected maintenance. They also do a lot of projects that are not necessary but cost a lot of money. Most of the residents here aren't particularly friendly. It's a very urban-feeling place. People come and go, and most people are just staring at their phones. The laundry room gets extremely crowded so plan for a possible wait for machines. On the plus side, the parents like the Albany schools. There is 24/7 Security in the parking garage, although still vandalism of cars. There is underground parking and you would get one reserved space. So that is very good too.

    I would strongly advise other property owners not to use Jan at Access Property Management to…read moremanage their rentals. We were very disappointed with Jan for the following reasons, among others: * Her email communication skills are atrocious, and she depends predominantly on email. In one case, the tenant forwarded me one of her emails and we tried to decrypt it together. In another, her email curtness and vagueness cost a significant amount of money. * She was fast to engage us in a contract, but exceptionally slow to contact the tenant to begin collecting rent. * The property began getting fines from the City of Richmond for an easy to fix issue caused by the tenant. She did nothing about it for 3 months. We were responsible for extraordinary compounded fines. * She does not do rent increases, unless asked by the landlord. Set your calendars. You have to ask her everytime and at the right time. * Her repair estimates come from a non-licensed contractor who does not list any address or other contact information on their estimate. * The work estimates were extraordinarily high. Need carpeting put into a 10x20 room? That's $6k. We got a bid from Home Depot and Abbey Carpets for $2k and $3.1k respectively. * She does not show your unit personally. She provides prospective tenants with the keys and sends them to view it themselves. * She only does showings at certain limited times on certain days. In a hot market, it took 22 weeks to rent out our property. We would not recommend using Access Property Management.

There were many days I was thankful to have lived in this housing complex. The air smells so fresh and crisp. That's the good. The bad? The homeowners association. They are terrible. We fought with them constantly, over several questionable rules from their CC&R's, and one outright falsehood they kept perpetrating. Issue #1: Everyone takes their garbage out the night before, and pulls the cans back in the next day. *One* time I got home late from work and forgot to pull the cans back in the same day as pickup. I went out the following day and had a $50 ticket for "storing" cans outside the garage. I can understand not wanting people to be lazy and leave the cans out for a long time. But for a single instance of a 2nd day can recovery to result in a fine!? Issue #2: When we moved in we had a disassembled small kids slide/play structure neatly stacked in the corner of the front porch. Again we got a citation for 'storing', this time for items on the front porch. I could kinda have understood this one had the enforcement been consistent. My wife and I walked around and counted at least 7 other residents with similar sorts of things on their front porches as well. Why single us out? Issue #3: The garage. This is the big one. When we moved in we had assurances the garage could be used for weekend shop time (DIY projects, woodworking, crafts, etc.). But this was definitely not the case. We got cited for being too loud. And arguably, this was a valid complaint. I probably was. One day in particular I was planing some boards to width and that machine is particularly loud. I *only* ever used power tools in the middle of the day, never at night (after 7 or so) and never early in the morning. We're talking about a basic drill press, table saw, or sander here, not a jackhammer or welding torch. So, we tried to work with the HOA to agree on some fair use rules that would let me continue to do projects, but limit either the noise output to a certain level, or restrict to certain hours. We were never able to hammer out (no pun intended) an acceptable noise threshold level, and so I basically had to give up weekend workshop time. Here's the thing that really bothered me... someone on the HOA was convinced I was running an [illegal] commercial enterprise out of the garage. The evidence? My collection of tools. 'Why would anyone have so many tools *unless* they were making and selling things?', went the logic. You know what I was doing? Making coasters. For who? Family. When? For the holidays. As what? Gifts. There was a social component to the garage as well. On the weekends the kids from down the way would always come by and say hi. I would show them what I was working on. Neighbors would walk by and I would wave and chat. Sometimes a neighbor would even have a curious dog run into the garage and ask me for a couple pets. It was the primary way I felt connected to the Cove, but after we started fighting with the HOA it all went away. I lost my weekend recreation, and I lost my connection to the neighbors. So, we moved out. Your mileage may vary. If you move to Anchor Cove, be prepared for *strict* enforcement of the CC&Rs. They cause cold conformity, insular living, and lack of community engagement. Don't believe me? Take a tour around 6pm on a nice sunny weekday when people should be home from work out on their porches or just generally being neighborly. Or try a weekend afternoon. How many people do you see enjoying being part of the community? Not many, I'll wager. And if you are a 'maker' of any kind, definitely look elsewhere for a place to live.

He gave us great advice during each step of the process. His kindness helped relieve our stress, which made the whole process easier for us. Allan was invaluable during the many years that he managed mom's condo rental at Gateview. But I will give you a head's up that Gateview has become severely overcrowded, with all of the inevitable problems associated with that: hot water issues, long waits for washer/dryers and ill will among residents because of that (we can't have our own washer and dryers), horrendous noise problems, dog poop in the hallway, cockroaches, etc. . . what you would expect with severe overcrowding. The take away: If you decide to buy here, Allan and Cathy are the ones to go to. They are very kind and very experienced. But think twice about buying here. It is a very stressful and chaotic place to live.

The place is located…read morein the Richmond point area and for being located in Richmond, it is a really nice location. The place is in a gated community and the grounds of the property are super nice and well maintained. Every resident here has their own parking spots with plenty of guest parking spots to go around. The apartments are very large and spacious, with porches looking over various spots of the property, washer and dryer in the units and high ceilings (on top floors). There are plenty of walking trails inside the property and outside of the property which is great on a nice day. The staff here are really nice and the residents are for the most part quiet. If you have the chance to buy or rent here consider yourself lucky - very gorgeous place.

One consideration was a freight train that crossed Marina Bay Parkway which could hold up the traffic but there is an underpass now. There are 'ponds' fountains, mature trees and geese, ducks, seagulls and ravens. It is a block from the Bay Trail and a view of San Francisco. The buildings are two story, with four units on each floor. There are larger buildings, also two story. The buildings are incredibly well maintained, and painted a restful muted color. Each unit has it's own entry so it is more like a house. Some units have a patio looks out on a pond.I bought a smaller condo facing a large pond, with fountain, and a pine tree. There are two outdoor pools and spas....each overlooking a pond. It does feel like you are living in a resort, as friends of mine have commented on. The location at The Shores is beautiful with the Bay Trail, view of the yachts, water and even a few sand beaches. 80% of the residents work and each unit has a separate entrance so it feels more like a home, but I rarely see anyone except someone walking to or from their car. There is no clubhouse or activities yet. There is a small strip mall with a CVS and Starbucks, cafe, cleaners, Italian and Mexican restaurant. You have to drive on 580 to find shops and grocery stores, like Central Ave in Albany to the El Cerrito shopping mall.. The sales team are wonderful...always very friendly, knew me by name even though I didn't drop in frequently. The HOA meetings are well attended. It is a beautiful complex,, very well maintained and landscaped and so much nature, but it is quite remote. Everyone I have talked to love living here.
