I was with Barlow Property Management (BPM) for 14 months. I rented in Leisure Village (LV) and when I moved out, I found someone to take over my lease so Dan Klein did not miss a payment. I paid the entire month of Feb. and moved our on Feb. 14th. The new tenant, by law, could not move in until March 1, 2025 but she moved in on Feb. 28 as witnessed by the neighbors. In addition, Dan Klein, the owner, was to pay LV change of tenancy fees of $80. Dan Klein and McKay with BPM charged me both the $80 and for the last day of Feb. even though the new tenant moved in on that day. This is all illegal. Nothing new for both McKay at BPM and Dan Klein. They are horrible and will charge you for things that are not even legal to charge you for. NEVER RENT FROM BPM! read more

I cannot say enough how TERRIBLE THEY TREATED MY MOTHER AND FATHER!!. They would have to call over and over again to get anything fixed! My Mum had to call (8) eight times before they fixed her toilet! They lived their eight years and were still charged for cleaning and flooring! Listen up folks - by law a landlord cannot charge you for carpets after five years! My parents had a sunroom that FLOODED! and they took weeks to do anything.....they never even had the carpet cleaned....is all they did is pull the carpet back and let it dry. I had to have my MUM stay with me, the MOLD smell was so unlivable and they would not put my MUM in a hotel. So I went and picked her up to stay with me. She was having breathing problems! LISTEN UP FOLKS....RUN FROM THEM.....I have pictures of the sunroom flooded....that is whey she moved out....they did not do anything!! Moving Out The law requires that a landlord do a pre-move-out inspection with you if you ask, let you fix identified deficiencies and limits what can be withheld. It also says how long the landlord has to return your money and what he or she must do to justify any withholding. According to California Civil Code Section 1950.5: * The landlord must notify you in writing that you have the right to an inspection and must conduct an inspection of the rental unit with you. The inspection should be done in the last 2 weeks of tenancy. The landlord must let you fix anything which is wrong if it is consistent with the rental agreement and the landlord is limited to taking deductions for deficiencies not fixed by the move-out. * If your security deposit is not returned or accounted for within 21 days, you can sue the landlord in Small Claims Court (limit is $10,000; if higher, then lawsuit would be in Superior Court) for the amount of the deposit and any other loss by the tenant, plus twice the amount of the deposit if you can show bad faith retention of the deposit by the landlord. * Your deposit must be returned to you within 21 days after you move out unless the repair cannot reasonably be finished within 21 days. Your landlord must give you a written, itemized statement of the reason for any amount withheld from your deposit. As specified in 1950.5(e), money can be withheld for: * Unpaid Rent (talk to a counselor if you are breaking a lease or giving less than 30 days' notice). * Damage caused by you beyond normal wear and tear. * "Reasonable" cleaning charges. Landlords must provide receipts documenting the costs of claimed repairs or estimates, unless the landlord does the work themselves (in which case they must describe the work done). In either case, if materials are purchased, copies of the purchase receipts must be provided (or estimates). Suing Your Landlord If your landlord does not return your money on time or if he or she unjustly withholds some of it, be prepared to assert your rights. Remember, many landlords withhold all security deposits knowing that many tenants will not take the steps to get back their money. You may now appear by telephone, which is a huge benefit for those moving out of state. Small Claims Court * Send a letter to your landlord requesting the money. Refer to the Security Deposit Laws (California Civil Code Section 1950.5). Give the landlord a deadline date of when you expect the money, for example, a week. * If the landlord doesn't respond within a reasonable time, you can take him or her to Small Claims Court for a small filing fee. In addition to the disputed money, you can sue for statutory damages for your landlord's illegally withholding your deposit. Small Claims Court is informal and no lawyers are allowed. A hearing will be held. You will tell your side of the story and the landlord will tell his or her side. Your written documentation (receipts, inspection report, photos, witnesses, etc.) will help your case. You must sue in the city where the rental was--if you rented in San Francisco then you must sue in San Francisco court. read more

We leased a place from them for 7 years. The owner of the house passed away and we were evicted because the family wanted their money. We moved out 2 weeks before time so we would be able to clean the house. While we were living there we made most of the repairs since when they occurred Alisa forgot to take care of them or said they would not be reimbursable or she would just never call back. In fact no one in the office called back. Some of the repairs included carpet cleaning, flapper valves in toilets, re-screening window so the bugs would live outside, washer repair and outside light fixture replacement. We never paid our rent late. In so many words we were great tenants. Upon leaving we had a house cleaner come in and we did additional cleaning. We let the flooring people take measurements for new floors and were told not to clean the carpets since they would be replaced. They did not return our security deposit on time according to the lease. When I called to get the story on it Alisa was in Boston on vacation with Corrine and said there wouldn't be any deductions and she would mail the check upon her return and did. When I received the check there was a deduction for cleaning. Cleaning, what? When confronted Alisa lied and said she told me and they gave my husband the run around and would not supply a receipt. This is all because we listened to them. Now they are saying there was pet order or it's a customary charge or whatever it takes to keep the money. Well they knew there was a pet in fact they approved it, and we constantly cleaned the carpet and we are entitled to normal wear and tear and now we have to seek a different remedy. I would not recommend them for renting or sales on either end. This is going to go on for a long time now all because of greed. I hope they enjoyed the $250 Dodger tickets. . read more

My wife and I had been tenants for 7 years. 1 year in Village 26, and 6 years in Village 40. The owners decided to sell so we had to move. We weren't told this until after our lease expired. After 2 e-mails, and 2 phone calls placed before our lease expired, McKay finally decided to let us know what was happening. Great communication. When my security deposit was returned, McKay kept $350 for "excessive staining". Supposedly the money is going towards new carpeting. There was NO receipt of where the $350 went to...it was 10% of an estimate. As I understand the law, all money NOT returned must have a receipt as to where it went. I was accused of using bleach...which I did not use. The carpet was not new when we moved in, and after 6 years with 2 dogs, it had normal wear and tear. I installed 2 new screens (they were bent on move in), and installed a $250 ceiling fan in the dining area so they. place was better than when we moved in. 7 years of being near perfect tenants doesn't count for much. Update: I took them to small claims court and got my full deposit. The carpet was never replaced as I was told by McKay. read more

My parents purchased their home from Dave Barlow several years ago, and when my Dad recently passed and I needed to sell his home, I knew that he would've wanted the listing to go to Dave. I had met several times over the years because he'd drop in from time to time to visit my Dad when he was in the neighborhood. I live out of state, and the Barlow's helped me in so many ways. They helped me find a cleaner and a mover, they helped me find people who needed furniture, piano, kitchen items, etc., and when all that was left were items that individuals didn't want, they arranged pick up of everything else for me. To say it was a difficult case is putting it mildly. The house was in a trust, had a buyer, and some complications arose at the bank that held my Dad's reverse mortgage just days before closing. These complications were something that neither the Barlow's, the escrow company, nor the title company (with probably more than 100 years combined experience) had ever encountered before. It was unsettling to me to be the first of this kind of issue, and the bank wasn't bending on their stance. As emotional as I was over the thought of losing the sale and the stress this was causing me, the Barlow's were so calming. They were concerned, I know that, but tried their best to keep me from falling apart giving me hope, praying. They, along with their team of escrow and title folks worked for days trying to get this settled. Less than a half hour ago, I finally got word that we are closing next week. I am still stunned by the news after the ordeal we all have been through. I can't thank them enough for everything they have done for my Dad over the years, much of it had nothing to do with real estate, and for me with this final business dealing. I am a 66-year-old retired woman. I wanted to lease a condo unit in Leisure Village (a 55+ community in Camarillo, CA) for myself and my aging dog. After being shown a few fixer-upper units with another realtor, I contacted Barlow Williams Realty. I was taken to a condo that was in the final stages of a total rehab and I fell in love with "my new home." Mr. Barlow had me jump through many hoops regarding my financial guarantor and being told that if I didn't meet his deadlines, he would begin showing this unit to others. I DID meet all requirements and deadlines and was then told that the unit would be rented to someone else. His excuse was that the owner didn't want a tenant with a pet. He was fully aware that I had a dog and I believe it was mentioned in the initial meeting with the owner; but I cannot be certain of that.
