    LONG TIME HOME OWNER CUSTOMER OF COUNTY PROPERTY MANAGEMENT:…read more I am an out of town landlord who relied on C-P-M to protect my property. LESSON LEARNED! I heard through friends and neighbors my once pristine home in Oxnard California was being trashed by the tenants C-P-M brought to me. I was faced with the sad fact I had to sell my home to financially survive this nightmare situation. Upon evicting the tenants and seeing my home, that LITERALLY LOOKED AND SMELLED LIKE A FARM YARD! I was disgusted hearing Richard Miller, owner County Property Management tell me this was "normal wear and tear". My family has rented homes since I was a teenager. I know the realities. County Property Management ignored my many requests to inspect the home every year. When they did inspect the home, a very few times over a decade, I became suspicious when they stopped providing photos, even one time providing a photo that was not my home!. Richard Miller told me for years these tenants were "living like slobs" so I expected the normal carpet and paint needed when a home is vacated. But I was told nothing about carpet saturated with feces and urine as if cows lived in the home!, stucco being chewed off the home, wood floors ruined, appliances damaged, the entire wood fence ruined, the entire irrigation system ruined, the gorgeous "oasis" landscaping DEAD! etc. C-P-M convinced me to allow 1 dog ONE DOG my mistake for listening. I had to find out through others that these tenants had 4 dogs and what I was told was a "200 pound pit bull". By the time I found out it was too late!. When I pleaded with Richard Miller to help me bring legal actions against these people BECAUSE WE HAD A SPECIFIC CONTRACT DRAWN AFTER I HEARD OF THE DOGS STATING THE TENANT WOULD PAY FOR DAMAGES he instead sent me a 780 word letter threatening ME if I asked for any reimbursement. He blamed California laws and called the state "NAZI". Huh?. That's just a cop out. I've been told by other property managers that now in 2025 there are amendments to leases that property managers should have added to protect them from outlandish Covid era tenant actions. In the very least a real PM would have drawn a complaint and filed it with the tenants insurance company (Providing the tenant actually upheld the insurance requirement in our contract, another thing C-P-M should have confirmed.) It was about this time Richard Miller told me something like this "you made a lot of money, you should be happy". OMG, really? So, first off I had a sizeable mortgage, ongoing standard maintenance I paid, normal repairs, upgrades, new appliances, etc. But, I guess County Property Management just thinks all it's home owners should pay for damages caused by tenants??? and smile??? From their point of view, why not? C-P-M aren't the ones who pay! QUOTES FROM COUNTY PROPERTY MANAGEMENT WEB ADS: "Your Trusted Partner", "top-notch property management services", "our exceptional services" and my favorite "Enhance your property's value with top-tier maintenance" After giving the tenants legal notice to vacate, I was given a date the tenants would be out of my home. I traveled to Oxnard, saw they were not gone. I got NO RESPONSES asking C-P-M why?, when?. I spent days in a hotel waiting for someone to be half-way honest about this mess. I did finally get a message the tenants were out YIPPIE! But, then C-P-M stopped responding to all of my messages BEGGING for them to step up and help me cover the more than $35,000 in damages I had to pay. (To date: I've got more than 30 texts to C-P-M asking for clarity and help IGNORED.) When I tell property managers about this they all say "sue your PM!". They say things like "A Monkey can collect rent... a professional property management firm is paid to inspect and protect your home". When I spoke to an attorney he asked one question... "How often was C-P-M late posting your draws?" I realized the "Blood from a Turnip" rule might apply. If anyone wants to see photos of my home after C-P-M's "top-notch property management services" let me know... also I kept some samples of the carpet for sniff-tests. PS: Go figure, these tenants offered to buy my home for about $230,000 less than it's value... great plan huh? Turn a beautiful home into a pig-sty then ask to buy it cheap. Just disgusting.

Routine tasks are transformed into ongoing sagas, complete with suspense, callbacks, and unresolved endings. Operations: Response times appear to be governed by a proprietary calendar system not aligned with urgency or reality. Emails are acknowledged in a friendly, professional tone, which is helpful, because resolution is optional. Institutional memory is impressively short, ensuring each interaction feels like a soft reboot. Policies exist. They are cited frequently. Their enforcement varies by week, staff member, and phase of the moon. Governance and Conflicts of Interest: Seasoned manager and daughter of the owners, Chelsi Rueter (CCAM, CMCA, AMS, PCAM and past CAI-Channel Islands Chapter President) was just formally recalled from her own homeowners association board by vote of her neighbors, while her fellow directors were joyously reelected. For a company that advises boards on governance, elections, and homeowner relations, being removed by your own community is not a résumé enhancement. The irony deepens with legal representation. CPM-managed associations repeatedly retain the same outside legal counsel. That attorney maintains a long-standing personal and professional relationship with Chelsi, yet somehow continues to appear as counsel of record across multiple CPM communities. This is presented less as a decision and more as a natural law. In my opinion, this constitutes an unmanaged conflict of interest. Even if technically permissible, the optics are doing most of the talking here, and they are not flattering. Bottom Line: Community Property Management is best suited for associations with patience, resilience, and a strong appreciation for dark humor. If you expect proactive management, clean timelines, or clear separation of interests, prepare to recalibrate early. Credentials are plentiful. Trust is conditional. Rating: 0.5 out of 5 unresolved action items, still "under review."

    Fraud Warning - Extremely Unprofessional and No Transparency…read more My experience with this property management company was extremely disappointing and concerning. Communication was consistently poor--multiple emails and phone calls went unanswered, and meaningful responses were rare. After move-out, funds were deducted from our security deposit without clear justification. We repeatedly requested itemized documentation and physical evidence to support the charges, which tenants are generally entitled to receive under standard tenant-landlord practices. Despite multiple requests, this information was never provided. We were charged for items and installations that were not present at the start of our tenancy, and the deductions appeared to exceed what would typically be considered normal wear and tear. Based on what we observed, the charges seemed more consistent with property improvements or upgrades rather than tenant-caused damage. We offered photographic evidence of the unit's condition, but it was disregarded. What was most troubling was the complete lack of transparency and good-faith communication throughout this process. I interacted with two individuals named Cindy and another named Hope, and despite repeated attempts, no one took responsibility for addressing these concerns or providing proper documentation. Given our experience, tenants should proceed with extreme caution. Security deposits are meant to be handled according to clear standards and accountability, and that was not our experience here. I am in the process of reporting this matter to the appropriate consumer and housing authorities for review. If you are considering renting through this company, document everything thoroughly and think carefully before trusting them with your deposit.

    One of their employees accidentally turned my water off for 3 days in December. I've been calling…read moresince December 6th, and it's February 27th to get a resolution. The last 12 days I've called everyday and no one from corporate has been able to return my call or respond to an email. I pay $3,000 a month, and they have so many empty units, rent is now $2,500 online. They offered me a $100 gift card for 3 days of no water, even though my rent is $100 a day, and I couldn't stay for 3 days. I had to get a hotel because I also have a 5 year old daughter and a dog. No one has replied or responded. Meanwhile the trash hasn't been picked up in 9 days, washers and dryers never work, the hardwood flooring in my apartment peeled up, no one came out so I fixed it myself. I've been here a year and a half, and right now they offer free 1st month rent if you move in, but I got offered $100 for compensation in a place I couldn't live at for 3 days. The hold music says what a great place they are to rent room, and such a respectable company... but I haven't been able to get a hold of corporate office once. This kid Ian keeps saying he doesn't know what else to tell me but sorry they don't call back... Ramona at corporate office is a receptionist and says she passes on every note... it's been 3 months.
