We're staying at Hotel Leo for our yearly Halloween Ball and this morning we were just looking for something small for brunch before heading out. We walked by Amendment 21 and saw the jazz brunch menu and honestly it was perfect, didn't have to go out in the rain, thank god. The place wasn't busy which was nice, and it's got this cool old-timey vibe, like a classy prohibition bar but still comfy. There was a guy playing guitar live which totally fit the mood. Our waiter was great, super friendly and happy to go find answers for us when we asked questions. You could tell he actually cared. Hubby got the corned beef scramble and an orange juice and I got a coffee cocktail that was AMAZING. The best part was watching our server train the other staff on how to make my drink, so I got to lowkey eavesdrop on the whole process. Kinda fun! I also ordered a side of fruit and it was shockingly fresh, dragon fruit, orange, blueberries, like not sad hotel fruit at all. After my cocktail I wanted just a regular coffee and the server was awesome, he brought out coffee and fresh whipped cream and topped me off. Seriously such a small but amazing touch. Everything about it was just chill and cozy. Great service, fun vibe, and being able to charge it to the room was the cherry on top. We didn't even have to go outside in the rain. SERVICE Orion L was THE BEST. We just got in and needed a post dinner drink, but also wanted to just take it in for a moment. Orion gave us menus and let us chill for a minute with our decisions - - but we still had questions... and got answers. DRINKS Great warm you up drinks and a comfy couch. This is what you want after a long drive up to Bellingham. Amendment 21 & Orion didn't disappoint! FOOD Apparently there's food here too? But it's Bellhingham. And why do I keep putting an extra "H" in Bellingham. Frick. There are some tasty spots around here to check out. LOCATION This is inside the lobby of a hotel. The hotel isn't remarkable from the street, but come in past a pair of elevators and into the dark hotel bar up the stairs. There are a few high tables and stools at the bar, but the key spots are the deep couches in the middle of the room. I completely forgot to look at the historic photos covering the walls of the bar. Apparently, there's a tour/escape-roomish thing that goes on in the hotel as well? Have fun. read more

A fun Sunday Brunch with a talented 3 Jazz musicians to accompany some tasty brunch foods. Recommended!

This was not a jazz brunch. The musician was great but not jazz. The waiter was excellent despite they were out of my first order, a reuben, and then out of my second order, steak and eggs. The food was decent but salty. read more

I love this place. I've stayed at Hotel Leo twice this year, which is a great hotel to stay at as it's in the downtown area and walking distance to so much. But I like hotel bars, and Amendment 21 is the best. The prohibition era theme and decor is perfect, with mainly gin and whiskey drinks, but they'll make almost anything. The bartenders are very friendly and are wonderful mixologists. The food is delicious, the vibe is relaxing and fun. Just a great experience all around. Lots of street parking. I rarely take the time to leave bad reviews however this experience warranted it. Went in and sat down with my daughter to get a bite to eat and dessert when we went to see her class artwork on display at the hotel for first Friday art walk. Sat there for 15 minutes without service and very KINDLY went up to the bar to ask the bartender if I was supposed to place our order there then she proceeded to roll her eyes and say "no someone will be with you shortly". That pissed them off I guess because the waitress then made a point to repeatedly walk past our table while making eye contact with me to serve guests that had arrived after us. We finally ended up leaving. We were kind patient guests and this wasn't how I expected to be treated at one of Bham's nicest hotels. I am not a "Karen", I'm not entitled and can't remember the last time I left a negative review for a place. But the ladies working on 5/1/2026 at approximately 6:45pm need a talking to if they want to remain in the food service industry. Very annoyed. read more

This place has the vibe! It mixes the past with the present with the cool atmosphere! I highly recommend getting a drink and appetizer with a friend or a date on a weeknight. I tried the salmon sliders and the sweet potato Flatbread pizza. Both were delicious! I will definitely be back. It's a great addition to the downtown Bellingham scene. read more

We stayed at the Hotel Leo during our trip to Bellingham and fell in love with the bar and restaurant in their lobby. The bar has a HUGE gin focus (my fave) and makes their own tonics. You can actually get a flight of four small g&ts to try all the different tonics too! Our bartender, Abigail, was incredible, such a personable sweetheart. If we visit Bellingham again, this will certainly be on our list! Oh and I can say the waygu beef sliders with the Brie were amazing. You must stop by and say hi to Abigail! read more

Okay, so the physical space is beautiful. The lighting, the furniture selection, the historic pictures on the walls, the bar. . . BEAUTIFUL. The drinks. So good. They make amazing Gin Cocktails. I am really impressed. My feedback. Music is VERY important. If you are going with a themed bar, you need to go all in. So far, I have been in about 6 times. On 2 occasions, they had themed music. Ragtime, Jazz, Swing, etc. . . I loved it. It really sets a beautiful tone for the bar and shows the customers that you are taking this establishment seriously. The rest of the times, I came in and contemporary music was playing (Sarah McLachlan, Ed Sheeran, Jack Johnson, etc. . .). This changes the entire mood of the bar. It made it feel like "a bar", rather than a Prohibition Era bar in a historic building. To me, music is the difference between a 4 star review and a 5 star review. I really hope that the manager/owner takes this feedback seriously. And creates some playlists for the establishment, so that the bartenders can just focus on creating awesome cocktails, and not selecting music. read more

My second time here, and I still think this place is as amazing as the first time. Excellent food in a historic hotel. Good wine. Fun people-watching. I was looking forward to having their warm Caesar salad, again, but they didn't have it this time. Still the poutine, salmon sliders, and wagyu sliders were amazing, and our cheap wine was also good. The ambiance of the place looked cute but was silent in there - except the staff were talking so loud about a previous customer that they didn't want to come back. I was in Bellingham for a concert, and had a sudden, overpowering urge for sangria. I knew that Amendment 21, in the Hotel Leo where I was staying, specialized in gin, but I asked for sangria anyway. The bartender said he could try to make me a sangria-like drink (without all of the fruit), so I decided to give it a go. The drink was delicious, and HUGE. After that, I had to order food to sop it all up, so I had the flatbread with chicken. Delicious, and lots of food - enough to have some left over for an after-concert snack. The staff were attentive and went out of their way to get me what I wanted. Will definitely go there again if I'm ever in Bellingham. read more
