Where to I begin... Lets start with Joy Kane. She is the most unprofessional and cold, property manager I have come across. My brother, who is a disabled combat veteran, emailed her inquiring about the rules and regulations of getting a service dog. She emailed him back saying that she would send the paperwork to finalize it, which she never did and then a few weeks later we get a notification on our door saying that we must leave the premises within 60 days because our lease is not able to be renewed. My brother is quasi-paralyzed (hemiparesis) on the entire left side of his body due to a stroke, so this isn't so bs inquiry into getting an emotional support dog that you see people doing while scamming the system. This was a service dog to allow him to balance better which the stroke severely affected. I cannot prove that we were not able to renew the lease due to this blatant DISCRIMINATION but what a coincidence huh? Sad that RPMW would employ a person; JOY KANE, who discriminates against the disabled but go figure. I just wanted to spread the word before anyone decides to work with this woman. Ask around to anyone who has been in correspondence with her. Another tenant has said the same things about this woman; cold, uncaring, unprofessional..., and just look at the reviews. Her name pops up several times for her character flaws. Last thing, its no big deal because the apartment we were renting from RPMW is highly sanitized. I've had problems with roaches since we moved in and for awhile there was mice problem. They would chew up everything and make holes in the walls. The tub was rusting out and the kitchen sink was molding and falling apart. If it wasn't for the cheap rent we wouldn't have any considered renewing but it seemed like they were attempting to improve the maintenance upkeep so thats one point for RPMW amongst all the negatives. We rented an apartment in Huntington beach for a year. Joy Kane was our property manager. Don't let the positive reviews at the top of the page fool you. I have never in my life found more negative reviews citing a specific person from a company as being so terrible. How this is not a huge red flag for her boss and the owners, I have no idea. I can only assume this company exists to serve the owners of the property and if you are a tenant you are expendable, replaceable and of no concern. I will say she was never "rude" to us, per se but we did go above and beyond to be nice and at the very least civil when dealing with her. After reading all the bad reviews I thought "no she can't possibly be this bad, these tenants must have issues". I was wrong. We lived in the residence for a year. The place was NOT painted when we moved in, marks on the walls, dirty everything, holes in the wall in the garage. We made note of all of this and took an absurd amount of pictures, and its a good thing! We requested it be cleaned before we moved in. She said they cleaned it but it didn't really look any different. During the move out inspection she had the gall to say to us "I think we had this place painted before we moved in". Well she was wrong, it hadn't. SHE HAD NEVER STEPPED FOOT IN THE PLACE UNTIL WE MOVED OUT! Yet here she was saying "this needs to be fixed, that needs cleaning." She was not involved with the property after the last tenants left and had no idea as to the state of the property before we moved in (except for what we filled out on our move-in paperwork). The move out inspection consisted of her walking around the unit (after we had already moved everything out and thoroughly cleaned) saying "there's a smudge here, mark here" etc...pointing out things no bigger than a dime. Things that were there BEFORE we moved in (remember we had tons of photos) She was nitpicking. Obviously they didn't want to spend their money to put fresh paint in the place and it wasn't painted before so the only answer is nitpick the hell out of everything in hopes that the tenants leaving will do their job for them. The place damn sure looked better when we left it than when we found it. Perhaps her strategy is to just piss off the tenants so bad they they will Happily forfeit their deposit just so they don't have to deal with her again. Luckily we did get our deposit back, minus $100 for some BS "cleaning fee". As far as WHO cleaned WHAT? We have still yet to find out. If you are thinking of renting from this company do you self a favor, call the office and ask if Joy Kane is still employed there. If she is Hangup and find a new company. read more

Where to begin, We found a property and got to tour it without an agent and the house was great, so we decided to apply and immediately put our applications in and sent them to the company for review. The first red flag I should have noticed was the lack of care or general intelligence from the person they refer to as Joy Kane, horrible irony in that name, she was purposefully inaccessible and made me pull answers to questions from her as though I were inconveniencing her or wasting her time. The effort that I had to exert to get answers to simple questions from her was irksome, but not immediately alarming. Little did I know it would become worse. After a week of the four of us prospective tenants contacting her, or attempting to I should say, I finally had to call the front desk and get an answer out of a receptionist that we were not accepted because the owner accepted a different application. Now we are down to the wire and are having a difficult time finding a property to live in. Therefore, be forewarned, avoid this company at all costs! Joy Kane, one of the most reprehensible, blatantly disrespectful people will allow you to send your personal information to her, and then never contact you again, or be reachable for questions. I wish I saw the reviews before I rented from this place. I already signed my lease, pay two month deposit and the first two months of rent and I was supposed to move in today but still does not have the key. Joy the lady I am dealing with will not answer the phone or reply to my messages (that was a constant throughout the whole process). At least it gave me comfort that it just the way they operate and not a scam. I loved the location of the apartment and the apartment complex and that is why I put up with their bad attitude (Joy always seem on a bad mood) but is should not be this awful to rent an apartment. I try to be as constructive as possible but is hard every time the people seem so unfriendly and not willing to provide the service they are there to provide. I had a roommate for a few months and he agreed, he was an older man as nice as they come and when he went to be included in the lease they gave him such a hard time that he call me with he voice breaking for how bad he was treated and he told me he never been treated that way. Was charge for repairs that were supposedly to cover holes from pictures and we never put any and cleaning which my girlfriend is a clean freak and the place was spotless. Lets talk about Joy Kane. Joy is not only one of the most unpleasant property management managers that my roommate and I have ever come across, she is also repeatedly accused of withholding security deposits. This happened to us recently. We took the liberty of finding her personal reviews and we can see that they are all TERRIBLE. Not only did we note all of the damages (paint chips, misaligned doors, poor plumbing) but we also took photo's and videos of our move in condition. Joy claims that our entire apartment needed to be repainted, that we had warped floors and attached 2 separate cleaning fees to our deposit. Out of our $3,000 deposit we received less than $1,000 back. We plan on hiring an attorney to address this issue as we have documented move in conditions and 0 evidence of the move out 'damages' read more

To Renter: Stay away. I would agree with all the "one star" reviews. I had the worst experience dealing with this property management. Starting off like a honeymoon, there are a lot of promises...the side yard door will be redone, the fence will be redone and painted...non of that ever happen. The property had a quick touch/fix up that would last about a week before things start to fall apart. The fence ended up fall down because of the wind. The bottom of the fence was not even touch the ground due to the termite. Left a message with property manager (Joy), also file a request through web portal....a month and a half later got the first call from a maintenance guy who wanted to stop by in the next hour? No, that's not going to happen. He said he could fix everything in a hour by himself. Four of my neighbors and I braced up the fence with some 2x4, there is no way a guy could do this by himself. The company is so unorganized, the schedule is all mess up, late/show up on the wrong day/time. When I brought this up to the un"Joy" property manager, she claimed it was a different department....? I'm not sure how many departments they got but obviously that use the same phone number and voice mail. Whatever you talked to her early on in the same day, she would not remember it. To Property Owner: Find other establishment to handle your property. This property management would take tenant's deposit money and put it in their pocket and let the property deteriorated. It's almost like a scam. Upon the move in, she would tell you that don't worry about all those little things, such as couples light bulbs or fixtures might be out or not work properly, door handle almost break off, but it's ok, rotten side door that don't really open (promised to be fixed shortly), etc. She already know about them and those will not go toward your deposit....wrong. When I returned the property's key to her (after we hired professional cleaning crews), she said that "this is not done by a professional". I showed her the receipt, but she still want to use her own cleaning crew??? It was cleaner than we moved in.... Anyways, I'm glad that I'm out....Actually, she's the reason I moved out early....cannot stand her. read more

After 2 years in the property that we rented from RPM Winchester (as of 2016, just "Real Property Mgmt) and brought up a couple issues once we moved in. The issues were never addressed, and RPM Winchester NEVER SENT A COPY OF THE TENANT/LANDLORD AGREEMENT TO THE OWNERS, NOR DID THEY EVER ***CONTACT*** THE OWNERS OF OUR WOES, WE FOUND THIS OUT AFTER THE NEW property management took over in Aug 2016. The first week we were here, we got a welcomed Eviction Notice, not once but TWICE. How fricking EMBARRASSING! We were told that it was an "accounting issue" and NOT us, but they issued a formal "Eviction notice" before our FIRST week was over. Only to happen the next week. We asked the management to have the palm tree trimmed in back, and NO REPLY, she wanted "pictures to document it". Pics were sent, but they never brought up the issue with the owners. Our NEIGHBORS called to complain about the tree, and they were told to "piss up a rope" b/c they weren't the owners and that was IT. So, the neighbor wrote to the owners, and magically, we now have a NEW Property Management company. This place is flaky as a croissant. They seem to cater to "white trash" and treat people accordingly. read more

I signed a lease on 11/2/17 for an apartment with the move-in date of 11/10/17. On the 10th, day of the move in, I waited at property management office for the key and no one showed up. I finally got ahold of the owner of the management office John (over the phone) and he said someone would be there to give me the key. Three hours went by, no one showed up and the owner turned off his phone. I left along with the rented truck and my movers and called it off not knowing what else to do. Then a few hours later I got a call from the management office. The woman there, Joy, said she wouldn't give me the keys because the owner of the apartment complex wanted to remodel. I explained to her that I already gave her the money she asked for, I physically sat with her as we both signed the lease a week before and not one person contacted me about the remodel and that the unit wasn't available. All I got was a "sorry" and I had to return the truck that night send the movers home and scramble to find a place to live and a place to store ALL of my belongings and my cat. I also had to undo all the address changes and turn off the utilities which I started paying for that day. I went back to the office on 11/13/17 and picked up my deposit. I also asked them to reimburse me for the cost of the moving truck and Joy said "We usually don't refund expenses like that." and I asked her if they "usually break leases and send people out on the streets?". And I haven't heard back. Now, I would have been penalized if I broke the lease (it's in the contract we signed). They broke the lease and, nothing. Are they responsible for nothing? How does that work? I'm still without a place to live. I want everyone to know about Winchester Property Management. read more

Words cannot describe the disgust you get when dealing with a company that does not care about people. You would think in this type of industry taking care of people would be your goal. But I guess customer service is not something you can expect from the owner and the Real Property Management Team. No communication about the property or mention of several applicants for the same location that you basically have to battle over who has the higher credit score in order to get. No returned phone calls not to mention the rude customer service we all received from all the staff there. We have mold on the outside of our house and the "handy man" just suggested to powerwash it. I am pretty sure that's illegal. I hired this company when it was just Winchester Real Estate and I was amazed. I needed someone to manage a small rental property, so that I didn't have to deal with anything. Friendly and helpful people. They had prospective tenants lined up as soon as the property was available for rental, and a lease was signed within days. When 'Real' got involved things deteriorated. The people who had helped me originally apparently were all gone, and the new management seemed to be only interested in collecting their management fee and not actually doing any managing. RPMW was unresponsive to legitimate problems the tenants had, and made no effort to get the lease renewed until I made a fuss about it. I only discovered that things were not going smoothly when the tenants found a way to contact me directly. RPMW had told the tenants that I was out of the country and unreachable, neither of which were true. Another year later, I got many of the same complaints from the tenants, and complete disinterest from RPMW. Since the tenants were pretty much dealing with me at this point, there didn't seem to be any reason to have a 'management' company involved just to take a bite out of every rent check. Other than needing to provide written notice, which was done in the form of a scrawled note with the words "Cancel Service" on it, canceling was relatively easy, mostly I suspect because they were trying to sell someone else their 'service' while I was standing at the front desk complaining about it. If you're a landlord, consider many of the other options available. They have got to be better than this one. If you're a tenant, plan on being ignored and/or lied to. read more

From One Former Prospective Tenant's Experience: RPM Winchester has several listings for affordable apartment buildings to choose from in very desirable locations. This is THE ONLY POSITIVE THING I CAN SAY about my experience with them. i discovered them online after days of searching for an affordable place in a popular town. on their site, i found three or more! i thought i had found the property management place i would eventually gain tenancy with. so i submitted 2 applications online for myself and my fiancee at $30/ each. the website posted something like "if you fall in love with one of our properties ands absolutely have to have it, you can reserve it for $100 pending application and credit approval". but i later discovered that apparently this was a false statement, after visiting their office. red flag number one. the office visit: my fiancee and i entered the office and were not greeted with smiles and welcomes, in fax quite the opposite. we are in our mid 30's-mid 40s and do not have any frightening characteristics about us, we do not look like poor people although we clearly aren't rich, and we were treated like we were bums on the street and they couldn't get us out of their office fast enough. they were not interested in answering ANY of our questions regarding ANY OF THE 3 APARTMENTS we were interested in, AND THEY HADNT EVEN LOOKED AT THE APPLICATIONS WE PAID FOR AND SUBMITTED before coming to this assumption about us. the only thing they were interested in was wasting our time, stringing us along in a roller coaster ride of emotions as calls went unreturned and the moving date was approaching. they finally called us back almost two weeks after we submitted our apps online to tell us they would be showing the apartment to us and whoever else was interested at a certain date and time. our hearts broke. again, still not even bothering to accept or reject us based upon our applications. so we showed up to see the apartment, we knew we loved it already and our hopes were high. 3 days later we finally got the call from joy, who is ironically the most joyless unfriendly person i ever met, and she rejected our applications stating mine was rejected due to an eviction. I DONT HAVE ANY EVICTIONS AND NEVER EVER HAVE IN MY LIFE. a five letter word would best describe her but ill leave that to your imaginations on what that word might be. a blessing in disguise though, after reading all the horror stories everyone else has posted about this godforsaken property management team. I'm glad they rejected us now! saved us a lot of headaches and misery. we got into a nice place and we are happy where we are and that we didn't have to deal with that *@#%$ ever again. Finally we got a response a few weeks before we wanted to rent, we emailed back...no response...we called...multiple times...no response. Finally after a week or two of calling, they responded saying another person rented the place. Apparently, we were supposed to know that the place was taken if there was no response. Military family and friends rent from people you can trust! My husband, daughter and I had previously rented a furnished rental in Oceanside to make things easier on our move across country. We pcs'd from Florida to California, only to find out we would be stationed in California 4-6 months. The first furnished rental that did not involve a property management company completely took advantage of us! Used pretend kindness to take their word, had us move out early to earn more money from another tenant, gave us a great reference after denying a move in and out inspection and now we are fighting for our deposit back because they scammed us. While looking for another rental I was so happy to meet with Sonia. She was so professional, and knows her properties. She has never taken over a day to get back to us, even on Mother's day. We greatly appreciated having her as a property manager. The property was a furnished rental in Oceanside off N Cleveland street and it was amazing! Sonia showed up on time to showed us the house, was great with the walk through and always responded to our needs. The house had a lot of wear and tear making us nervous for the large deposit we had to put down for only a 3 month lease and I wish I did not worry as much because they did not charge us for something we did not do or take advantage of a furnished rental that is hard to document. I completely trust this property management company. It is very rare to come across honest property management companies or landlords and this is one of them! We had a great overall experience. We loved our rental location and loved working with Sonia. Hoping there is another rental from Winchester Real Estate available when we are stationed in California again! 10 stars! Also have to add we heard from neighbors the owners of the rentals are just as amazing as the property management company. We broke the toilet tank lid the day of moving, mailed in a replacement and they handled it amazing. Rent with confidence I cannot say enough good things about our experience! NEVER trust a landlord that is not using a property management company especially if they deny you a move in and out inspection. I won't rent from this group because they are posting rental prices on different sights lower than they are willing to take. I had an appointment to look at a property and never saw the agent. The current renter was very nice and let me in and look around. Agent did send a text to him stating he was caught in traffic, but didn't notify me. I really liked the property so went to company website to apply and their site has it listed for $100 more. I called to ask about the discrepancy and was told "we have no control over what a third party site posts". I found this property on several websites for the same lower price. I don't believe Zillow or Rently make up the prices. read more

This company has been horrible. They are the reason I'm writing this first ever Yelp review. When we were first interested in the condo we are currently renting, we gave it down deposit and then got told it wouldn't be held for us because the owner didn't want to wait too long. Mind you it was only almost three weeks and they already took our money. The next issue, we noted upon the move-in date that we were missing some keys to the facilities on the property. It has now taken over two months and me contacting the HOA and having to get the key on my own behalf and paying the $50 myself. It took them 3 weeks to fix a simple shower problem. And now I have waited 4 days to get any sort of response to make an appointment to fix a washer that is flooded and not working... Still waiting. read more

2 days before we were to move into this house we did a walk through, to our dismay nothing was painted, screws in walls, paint chips missing, they had just cleaned the carpets which kept us from seeing how nasty and old the carpets were, if I would of had an alternative place to go I would of refused to rent this place but we were at this point stuck... so fast forward,Towards the end of our second year lease, actually 15 days before it was up we got a phone call from RPMW asking if we still intended on being out by the end of the month. Surprise surprise...No one had even the courtesy to contact us, so by 5pm that night we had notice on our door saying our lease was up move out. This company is the must unprofessional, rude, and classless people that you can ever rent an apartment from. I just read Marc B.'s comment and I believe that he is being paid to reccommend this slumlord company. The Kelly Street apartmnets have roaches and we had to get every neighbor to sign off on a petition for them to do their job and spray. The funny thing is they still have not sprayed, and I got a 60 day notice to move. The weird thing is I have lived here for 2 years and never paid my rent late, but there are people here that never pay on time and they never got an eviction notice. 0 STARS I really wish I had read all of these reviews before I rented with this company. I rented with them for a year and the worst rental experience of my life. First off, as you can see from the other reviews, there is a theme with their quality of communication. Our first property manager was horrible and unresponsive to start with. We had to call over and over to the office to get anything looked at or fixed. THEY NEVER CALL BACK. Also, Apparently they went through an ownership change while we were living in our unit and our previous manager was replaced by someone that we never even spoke to the entire time we lived there. We were never notified when their office changed suites either. We found out on the last week of our lease that JOY is our new manager and she was even worse than the first one--mean, rude, unprofessional, and unreasonable. No wonder none of our requests of questions were answered throughout our lease. The office apparently knows nothing. (and keeps record of nothing) My advice to anyone looking to rent with this company is to keep record of everything and make sure you get written proof of every little thing. They are sneaky, shady, thieves and I don't wish this horrible renting experience on anyone. You will get your deposit on the last possible day (If not a day late like ours), you will never get the customer service you would expect from a property management, the staff is rude, unorganized, and unresponsive, and they will take advantage of any little thing upon move out- and they will be no where to be found if you want to discuss it. My five stars are for the former tenants/owners. I was looking online, interested in a property these people had posted on Trulia; I had learned my lesson in the past, so, guess what? I did some digging on this company. Let it be known: EVERYBODY CAN'[T BE LYIING. So many complaints FOR A REASON. Bonus: I read how "management" responded to the allegations; blame repeatedly placed on the tenant/ owner; any "apology" was delayed, and reeked of condescension; but the NAIL IN THE COFFIN, for me, was the response saying to note a former tenant's picture, and amount of damage (they claimed) she'd done. TACKY TACKY TACKY. Why would anyone want to do business with you?? I see legal proceedings in your future, though, I doubt that much longer you'll have one. I am an attorney, and was looking for affordable housing for a previous client new to the state. Think I'll call some of your practices to the attention of some friends...including consumer officials. Again, Thanks for posting your reviews.
