After I received a call from the "manager" I was told it was basically it's my fault and I should just pay the cost because I got the medicine. I pay 25% today what I paid in 2007 for essentially the same drugs and that's not even accounting for inflation. Plus they offer free delivery to your front door. The new photo has some slight shadowing, which is not allowed. The images were also not quite centered, which is another requirement. Hopefully the passport processor who handles my renewal will be in a good mood. Fingers crossed. In conclusion: the bottom line is you cannot trust them to produce a photo that meets the exact U.S. passport photo requirements. You have to verify they are doing the job the right way.
