What most people don't realize it that a plumber gets a kickback from the water restoration company so they want to get a claim open as soon as possible. What is wrong with people these days. He was letting the active leak continue probably to create more damage. The more water damage, the bigger the restoration and the bigger the kickback. Then he realizes that he made things worse by opening up the valves and looks at the ceiling and says your landlord has to put you in a hotel, this is inhabitable & just left leaving the water flowing.
