It's disappointing that he can't do small stuff; especially given that the chip in question is downright huge by the standards of phones and such; but I'm giving 4 stars anyway because he didn't attempt to do something he couldn't, destroying my parts in the process. I still have my parts and can send them to someone that specializes in the small stuff, and that's actually one of the better results I've had with local soldering shops.
