He is successful in gaining people's trust by appealing to people's empathy. After he gets his initial deposit he comes up with a lot of excuses, weather related or emotionally charged, to delay the work. If he eventually sends his team to start the work, he is demanding more money on the first day, so he will get 50% of the project money before any work is done. If you confront him with all the scams, he still gives you an "innocent" response "I didn't do anything wrong." He even promises he will give you back the money at a certain date, and asks for where he should send the money. Of course just to make it more fun for him, laughing at the expense of the scammed ones. He thinks people won't take action. He is wrong.
